The Pet Animal Care and Facilities Act (PACFA) Program is a licensing and inspection program dedicated to protecting the health and well-being of pet animals in facilities throughout Colorado.
 

License Renewal Season

PACFA License Renewal Season starts on December 1, 2025, for licensed facilities that do not have to submit annual reports. This includes grooming, boarding/training, retail/wholesale, aquariums, pet handlers, and commercial facilities. 

Facilities required to submit annual reports may renew beginning January 1, 2026. This includes shelters, rescues, transporters, and breeders. 

Apply early to avoid late fees!

Log in to your account before March 1st to ensure you can access the portal. Late fees of 10% are automatically added to your licensing fee beginning March 2nd.
