Strengthen phrasing around test requirements.

This is how I've always interpreted the previous language. It wasn't a pass to not try, it was just an acknowledgement that Android's had a rough history with testing and that some APIs are going to be hard to test properly until we've fleshed out the test infrastructure gaps. Tests which *can* be written should be written, but we accept that exceptions will need to be granted in some cases. Low quality testing should not be the default though.
