RE: THE OGOJA- ALIFOKPA ROAD HAS BEEN AWARDED FOR REHABILITATION BY THE FEDERAL MINISTRY OF WORKS (PUBLIC PROCUREMENT DEPARTMENT) TO MESSRS RCES INTERNATIONAL LIMITED

The world would still remember that in the year 2018 Chief Dr. Stephen Odey had mobilized Yache Nation and wrote a letter which all Yache community leaders signed and the letter was sent to The President Federal Republic of Nigeria, His Excellency, Muhammadu Buhari and copied Senator Dr. Rose Oko, of blessed memory (The Senator Representing Cross River North then), Hon. Jarigbe Agom Jarigbe (then Member, Representing Ogoja/Yala Federal Constituency), Minister for Works and Housing and the Minister for Niger Delta Affairs, among others, about the deplorable state of Yache roads, which happens to be Trunk ‘A’ federal government road. It should be noted that apart from late Senator Rose, all others are still alive to testify to this fact.

To further draw the attention of government to this critical request, Dr. Odey further sponsored AIT and Channels TV to also do a coverage/broadcast of the poor State of Yache roads which was done.

You will recall that on the 18th of May, 2021 at Senate Plenary, Distinguished Senator Stephen Odey Ph D , while still at the Red Chamber, moved a motion for urgent intervention of the Federal Government on the Federal roads in Cross River North Senatorial District, which include:

  1. Okuku- Echumoga-Alifokpa-Yache- Benue community border road.
  2. Yahe- Ebo- Wanakom- Wanikade-Wanihem- Benue community border road.
  3. Imaje-Abuochiche- Akpakpa-Gakem road, etc.

The Senate resolutions on the above matter were to:

“i. Urge the Federal Ministry of Works to undertake the design of these designated Federal Roads for construction;

ii. Urge the Federal Ministry of Works to prioritise these designated Federal Roads for emergency attention pending the submission of the 2022 Appropriation Bill;

iii. Urge the Ministry of Niger Delta Affairs and Niger Delta Development Commission to design and prioritise the sections of the roads within the Cross River North Senatorial District for emergency works or full construction;

iv. Urge the Federal Ministry of Environment through the Ecological Fund Office to, as of an emergency, address the flooding challenges on the designated Federal Roads.”

Similarly, on Wednesday 14th July, 2021 Distinguished Senator Stephen Odey Ph.D met with His Excellency Babatunde Fashola, SAN., the Honourable Minister for Works and Housing in his office as a follow up to the earlier motion on the floor of the Nigerian Senate for Construction of some roads in Cross River North. Mr. Fashola assured Senator Odey of his readiness to intervene on the said roads in batches going forward. It is important to state that Senator Odey in the meeting with the Minister went with an illustrious son of Yache in the person of Barrister Leonard Anyogo.

Therefore, it is very laughable to see political minions spreading falsehood in the social media that the Appeal Court Senator influenced the construction of Okuku-Echumoga-Alifokpa Yache-Benue Border road!

All the contract for the construction of Okuku-Echumoga-Alifokpa-Yache-Benue Border road are all as a result of the consistent efforts of Distinguished Senator Odey.

If Jarigbe claims he facilitated the construction of Okuku-Echumoga-Alifokpa-Yache-Benue Border road, which year budget captured the project? He stole our collective mandate and now he wants to steal Senator Odey’s pet project?

To clearly expose Jarigbe’s falsehood, kindly pay detail attention to the award letter. The award letter (as attached) dated 4th March, 2022 by the Federal Ministry of Works and Housing which states in part that:
“I am pleased to inform you that the Ministerial Tenders’ Board at its 5th meeting for YEAR 2021 held on Wednesday, 23rd February, 2022 approved the award of contract for Limited Rehabilitation of Ogoja-Okuku-Alifokpa Road…”
Critically note that at this point Jarigbe has not nursed the idea of copying Senator Odey’s letter or writing to the Ministry of Works and Housing!

Meanwhile it is pertinent to note that, Jarigbe’s letter dated 24th March, 2022 is a copy work of Senator Dr. Barr. Stephen Odey’s earlier work. Also note that, the award letter of additional work on the Ogoja- Alifokpa Road is dated 4th March, 2022 which is a continuation of what Honourable Minister for Works Fashola SAN, already assured Senator Odey of doing the road in phases.

Consequently, the general public is advised to disregard the falsehood being peddled by Mr. Gabe Ugor, Jarigbe’s crony, to the effect that Jarigbe did attract the said road project. It is a fat lie from the pit of hell! Jari is only being mischievous to deceive Yache nation. He should rather develop some common sense in genuinely attracting projects to Yache nation and stop this crude method of stealing and diverting projects.

It will shock you to understand that part of the batches of this project has already been siphoned by the APPEAL COURT SENATOR. It was on the 15th September, 2021 that the APPEAL COURT SENATOR was sworn in, a project awarded in 9th September, 2021 by Nigeria Building and Road Research Institute (NBRRI) for construction in Yache was later diverted by Jari to Ibil in Ogoja LGA. This are verifiable facts, that one can get anytime.

Yache people are aware of the evil machinations of the APPEAL COURT SENATOR, who has been consistent in swindling Yache nation. He hates Yache, stole the mandate of Senator Odey, an illustrious Yache son, diverted Yache project to his LGA, and now using his Crony in Yache Mr. Gabe Ugor to deceive the public. If Jari likes he should do all the roads in Yache and Cross River North Senatorial District, Yache will never vote for him come 2023.

Senator Barrister Stephen Adi Odey Ph.D: ‘True Man of the People’





In his bestseller’s prophetic and historical novel: ‘A Man of the People’ (published in 1966), Nigeria’s literary icon, Chinua Achebe, satirically lampoons the political scenario in most African countries, particularly in Nigeria. Sarcastically scripted, Achebe carefully used the title of the novel to establish a contrast between political idealism and realism.

Ideally, government and its representatives are expected to optimally deliver the dividends of democracy to the people; but in reality, the reverse is the case. In the novel, these attributes were conspicuously portrayed in the character of Chief Nanga, a powerful, but corrupt minister of culture. By his position, he was supposed to protect and preserve the tradition and cultural heritage of the country. Instead, he used it to acquire dishonest wealth and make himself very powerful, while still brazenly parading himself as ‘a man of the people’.

In Nigeria today, the narrative is quite the same; as deceit, nepotism and ethnic politics still hold sway in the governance structure of the country. The so-called people’s representatives shrewdly put their personal interests over public interests. They’re sheer wolves in sheep clothing and treacherous hirelings in the midst of shepherds, who feed fat from the commonwealth of the nation; while their sheep (the common Nigerians) languish in abject penury and chronic hunger, orchestrated by ruthless economic policies, systemic corruption, maladministration and lack of political will to plan and execute sterling people-oriented developmental projects. From the foregoing, it becomes very apparent that Nigeria is in dire need of true leaders; and not mere career politicians, who only use their offices to unlawfully enrich themselves to the detriment of the people.

Consequently, I herby present to you Distinguished Senator Barrister Stephen Adi Odey, Ph.D – the time-tested people-oriented; nay, ‘the man of the people’ in real sense of the word.

Senator Odey is a man of many parts – an experienced lawmaker, an erudite scholar, a passionate educator, a seasoned public administrator; a legal luminary, a time-tested technocrat, a politician of high repute, an exceptional community leader, a philanthropist, a selfless leader and a rare gem. It is very difficult to come to terms with the fact that a man from a very humble social and economic background, where lack and poverty reign supreme, can possess these sterling qualities. However, through dints of diligence, dedication and unbending determination, Senator Odey was able to weather the twin monsters of impecuniosity and deprivation to cruise to an enviable height and also emerge as a great intellectual icon of international repute. From his lowly upbringing, he knows how it feels to experience abject lack and starvation. That is why he has never stopped to demonstrate unusual love for the masses through his humble disposition, philanthropist gestures and deep-seated penchant to identify and associate with them.

At a time in the history of Nigeria, when politics has become an all-comers’ affair, especially for the educationally indolent and school dropouts; and when certificate forgery and ‘no certificate syndrome’ has become the order of the day, Senator Odey’s scholastic ingenuity remains unprecedented. Not only is he an erudite scholar, having acquired a doctoral degree, which is the highest academic degree (and a second Ph.D in view), Senator Odey is also a cerebral and versatile scholar, who has bagged several academic qualifications across three distinct academic fields – education, sociology and law. This is a rare achievement for people of his social and economic background. Therefore, given these litanies of intellectual prowess, Senator Stephen Odey Ph D is, no doubt, a suitably equipped, time-tested, academically sound and an exceptionally competent individual.

Similarly, having served as a Senator of the Federal Republic of Nigeria in the 9th Senate, Senator Odey is sufficiently equipped to man any office in the land. His short stay in the Senate was highly impactful as he sponsored several people-oriented bills, as well as moved and supported many relevant motions on the floor of the Senate.

Senator Odey is a goal-getter with an unquenchable hunger and appetite for more achievements. As an astute administrator of no mean repute, his long standing track records are replete with unprecedented accomplishments. Time and space will fail me to begin to reel out all these feats, which are very visible even to the blind. In addition to his achievement in the Senate, let me try to stick to his time and exploits as the Executive Chairman, Cross River State Universal Basic Education Board (CR- SUBEB), a position he had occupied since 2015. Just within a very short time of overseeing the affairs of SUBEB, Senator Odey totally repositioned basic education in the State by constructing multiple classroom blocks and office spaces in different schools across the length and breadth of the State. He also facilitated and personally supervised the process that led to the engagement of thousands of suitably qualified teachers and rid the system of corrupt practices by fishing out several ghost workers.

Hitherto, there were woes of infrastructural deficit and decay (where learners learn under trees or sit on bare floor to learn), as well as, dearth of suitably qualified teachers across all the state’s schools. But all these narratives suddenly changed through the intervention of Senator Odey. On assumption in office, the people’s Senator used his wealth of experience and high-level connections to access the matching grant for the state that was laying waste in the Central Bank for several years. With this money, he constructed state of the arts offices and classroom accommodation in different schools across the eighteen Local Government Areas of the State; and through the approval of the State Governor, he provided employment for more than 2,300 staff in both the teaching and non-teaching cadres. Suffice it to state unequivocally that there were many Chairmen in SUBEB before him, but not much was heard about their achievements and exploits. This goes further to demonstrate that it is not all about position; it is performance that makes all the difference.

At this time in our political history, we need a problem-solver and a ‘people-person’, who can feel the pulse of the people he represents and swiftly act accordingly. We need a true man of the people, who will be in constant touch of sympathy and empathy with the people. That man is: Senator Barrister Stephen Adi Odey, Ph.D.

BARRISTER VENATIUS IKEM RAISING PERSONALITY SMEAR TO AN ART FORM

My good people of Cross River State, my attention has been drawn to an
article of a statement credited to my senior brother and friend, Mr. Venatius
Ikem, the current Chairman of the opposition Peoples Democratic Party (PDP). The statement was published or caused to be published by the now
notoriously infamous “new” media “CrossRiverWatch,” an online
platform. Amongst other things, Mr. Ikem is quoted as questioning the
validity of the Cross River State House of Assembly’s approval of “a 1.5
billion Naira loan facility as counterpart funding for the Universal Basic
Education Commission, UBEC…”

The Honourable Chairman described this as “the worst level of impunity
and illegality…” beyond what may be termed as far or tolerable comments in a democratic society, Mr. Ikem’s unprovoked offensive disparaging and disparaging comments directed at my person are clearly scandalous and irresponsible. The Chairman is quoted as saying that:

“The PDP is aware that the failed Senator representing Cross River North Senatorial District, Stephen Odey, who was reappointed to his former position as Chairman of the State Universal Basic Education Board, is in dire need of rehabilitation, having sold most of his illgotten assets and obtained loans to prosecute his failed court case…”

As an occupant of a public office requiring transparency and accountability, over the years, I have operated an open door policy and developed a high tolerance level for constructive criticisms. In appropriate cases too; I have taken proactive and reactive steps necessary, under the law to address and
redress, the concerns of the general public on matters that fall within the specific charge. In good conscience Mr. Ikem can testify that I was of great utility to the PDP and the state as a whole.

While I am instinctively inclined to ignore the above statements, it will be an abdication of duty on my part to overlook misinformation, malinformation and gross falsehood conceived, designed and launched to gain
cheap political gains. That the statement is in writing goes to prove that it is calculated and weaponised falsehood in the classic mould of pull-himdown-syndrome (PHDS).

This reply is not intended to venerate the ornamental falsehood of Mr. Ikem but to set the records straight for the benefit of the general public and in particular Cross Riverians to whom I owe a duty to serve and of care. To
put the matter in perspective, the following irrefutable facts need to be brought to the fore:

(1) Mr. Venatius Ikem is a legal practitioner of over three decades of postcall experience who is presumed to know, ought to know, or know
where to search for the facts or law to acquire enlightenment.

(2) That despite his foray into politics, the primary profession of Mr. Ikem is that of a legal practitioner and is in duty bound to observe the rule of law, promote and foster justice, maintain a high standard of professional conduct and should not engage in pedestrian, unverifiedand unverifiable allegations clearly unbecoming of a legal practitioners and a gentlemen.

(3) Under the fundamental doctrine of separation of power, the Cross River State House of Assembly, is a distinct and separate arm of the state government whose decision is determined by the required majority members present through voting and neither I, or the
Governor of Cross River State are members or by office have an advisory, superintending, commanding or directing power over the
House of Assembly in the discharge of its functions or carrying out its duty.

(4) Bills, resolutions and approval of the House of Assembly are determined by its members for the time being present, and the Governor, His Excellency, Senator Ben Ayade, I or any other outsider for that matter does not have power to vote at plenary or any of its committees for any approval.

(5) By Section 123 of the Constitution of the Federal Republic of Nigeria, 1999, the House of Assembly has power to establish Contingencies Fund for the state and for authorising the Governor, if satisfied that
there had arisen an urgent and unforeseen need for expenditure for which no other provision exist, to make advances from the fund to meet that need.

(6) That the House of Assembly was satisfied with the Governor’s request for loan of 1.5 billion. Due legislative procedures were complied with and in the course of these proceedings, there was nothing placed before
the House of Assembly as let or hindrance for it to do so under the law or the constitution.

(7) Further, irrespective of the political party divide it is part of the rules of professional conduct for legal practitioners, applicable to I, Mr. Ikem and the Governor, that lawyers should treat one another with respect and dignity and shall not allow any ill-feeling to influence their
conduct and demeanour towards one another.

(8) The system of counterpart funding for Universal Basic Education is a matter that transcends Cross River and even the Nigerian State. It is of global concern hence it is put in bold relief and practiced by all states in Nigeria.

(9) It is a condition precedent to accessing the UBEC funds to contribute the state counterpart funds for the development of this critical aspect of our national life.

(10) There is a prudent and thorough accounting and auditing system
within the CR-SUBEB and UBEC to ensure that due processes are adhered to in spending of funds for designated projects.

(11) Mr. Ikem has never as a person or as Chairman of the PDP request for any document or information from me or the CR-SUBEB or any department within it at any time material.

(12) Mr. Ikem, as a very senior lawyer knows that the burden of proof lies on the person who alleges the existence of anything. The Chairman has made very weighty allegations on the basis of clairvoyant projections of what may happen and yet does not lay any information of system on my past conduct or responsibilities.

At this stage, it must be stated that from the year 2015 when I assumed office as the Executive Chairman of the CR-SUBEB, I have discharged my duties diligently and truthfully in accordance with the designed template
and the felt needs. In conjunction with the Universal Basic EducationCommission (UBEC), this has been done without fear or favour, affection or ill-will. As a testimony to this, I have awards and recognitions in and
outside of the state.

Further, It is not in doubt that even though the Cross River State is categorised as educationally underdeveloped state, we have so far taken giant strides to reverse the trend. The area where the PDP Chairman is from can
also be categorised as an educationally disadvantaged area within the Cross
River State. Thus, with due respect, Mr. Ikem’s unprovoked antagonism to me personally on a measure clearly intended to promote basic education in Cross River State can only be described as manifestly politically motivated, malicious, uncharitable and at best is Mr. Ikem’s effort of shovelling smoke.

It is an undoubted fact that even in the fringe parts of the Cross River State, the impact of the CR-SUBEB is thoroughly felt. There is no single primary school that has not been renovated, built, refurbished or established from scratch. The teachers have also been given all the necessary facilities for self enhancement and actualisation. Any person resident in the state can readily testify to these. All these go to demonstrate the starter efforts of my short but impactful and innumerable achievement in public office.

These achievements are numerous, tangible and continuing. These cannot be torpedoed out of existence by mere verbiage. On the other hand, Mr. Ikem despite being in politics for close to four decades cannot boast of, let
alone rival the feats I have attained for the betterment and protection of our
people. From what is credited to Mr. Ikem is clearly a master and geniuswho has elevated perverted and unprovoked personality smear and mudslinging to an art form. In the final analysis beyond the PDP and APC our schools are for the benefit of all and sundry.

For now, all I can say is that posterity shall vindicate me.
