The League of European Research Universities (LERU) is a network of 24 leading research-intensive universities based in 12 countries around Europe. LERU universities share the values of high-quality teaching within an environment of internationally competitive research and are committed to the advancement of knowledge and the promotion of research across a broad front. LERU is a prominent advocate for the promotion of basic research at European research universities. We strongly believe that basic research plays an essential role in the innovation process and significantly contributes to the progress of society. We aim at furthering politicians’, policy makers’ and opinion leaders’ understanding of the important role and activities of research-intensive universities. We do this through direct communication and discussions within the policy community, sound proposals for improvement and progress, and carefully considered publications on fundamental issues affecting Europe’s research universities. Furthermore, our 24 members bring together representatives to work on LERU policy development and collaborative issues in a number of areas such as academic careers, doctoral training, gender issues, research management, assessment and funding, open scholarship, social sciences and humanities, enterprise and innovation, e-learning and many more. The European Research Area (ERA) will not be completed by goodwill alone ➡️ LERU has submitted again its input originally prepared for the Call for Evidence on the ERA Act, now as part of the European Commission’s public consultation (which ends today), alongside completing the Commission’s questionnaire on the future ERA Act : https://lnkd.in/euUKQBna ➡️ LERU argues that the time has come to move beyond purely voluntary coordination and to shape a credible, binding European Research Area Act. ➡️ After 25 years of ERA policy, persistent fragmentation of rules, uneven R&D investment, administrative burden and limited mobility continue to weaken Europe’s scientific and innovation capacity. ➡️ The Commission’s intention to propose an ERA Act is therefore politically timely — but its success will depend on the choices made now. ➡️ LERU calls for an ERA Act as a regulation under Article 179 TFEU, anchored in the Treaties and focused on the realisation of the fifth freedom : the free circulation of researchers, knowledge and technology. ➡️ The Act should combine passive prohibitions (removing national barriers) with active obligations (driving national reforms), legally backing up existing EU principles on ERA topics like research careers, open science, integrity, infrastructures, mobility, research security, etc. ➡️ Above all, the ERA Act must be ambitious yet realistic, enforceable by 2029, and supported by stronger, binding investment commitments well beyond the long-overdue 3% GDP target. ➡️ Getting this right is not a technical exercise — it is a strategic political choice about Europe’s future competitiveness, sovereignty and scientific leadership. Strengthening Swiss-UK cooperation 🇨🇭🤝🇬🇧 This week, I had the pleasure to co-host a Swiss-UK University Leadership Dialogue at the University of Zurich together with the British Ambassador to Switzerland, James Squire. University Leaders from Switzerland and the UK discussed “Checks and Balances for Fundamental Research” at a time of growing political and economic pressure on research systems. The exchange highlighted our strong alignment in values – a pragmatic, future-oriented approach to research and innovation as well as our strong commitment to excellence, openness, and scientific rigour. EU Inc. A key issue for companies and universities in Europe in today’s Special Address by EC President Ursula von der Leyen at the World Economic Forum : “We will soon put forward our 28th regime. The ultimate aim is to create a new truly European company structure. We call it EU Inc., with a single and simple set of rules that will apply seamlessly all over our Union. So that business can operate across Member States much more easily. Our entrepreneurs, the innovative companies, will be able to register a company in any Member State within 48 hours – fully online. They will enjoy the same capital regime all across the EU. Ultimately, we need a system where companies can do business and raise financing seamlessly across Europe – just as easily as in uniform markets like the US or China. If we get this right – and if we move fast enough – this will not only help EU companies grow. Swiss-UK University Leadership Dialogue ✅ Great pleasure to address today, at the University of Zurich, UK and Swiss colleagues and diplomats, in the framework of the “Swiss-UK University Leadership Dialogue”. ✅ Under the heading “Checks and Balances for Fundamental Research”, we addressed 4 key topics : ▶️ balancing fundamental and “directed” research and implications for university autonomy, ▶️ navigating the challenge of non-EU membership and participation in European research programmes, ▶️ safeguarding academic values and international collaboration under changing political conditions, ▶️ shifting funding structures. Many thanks to University of Zurich President Michael Schaepman and British Ambassador to Switzerland HMA James Squire for the invitation and thanks to all participants for the valuable input during the discussion ! Looking forward to read this long-awaited book "The Triangle of Power - Rebalancing the new world order" by Finnish President Alexander Stubb ! At the launch earlier this week, President Stubb stated : "It is an attempt to explain what is going on in international relations and how we can get things back on track again. Worked on it for four years. Tried to make it short and snappy without cutting too many corners. It will come out in 12 different languages. My main argument is that the liberal world order is unravelling. Multilateral cooperation is giving away to multipolar rivalry and conflict. The new world order is being shaped by three major forces : the Global West, the Global East and the Global South. Many moving parts at the moment, but my main thesis is that it will be the Global South that determines whether the world will tilt towards cooperation or fragmentation. The book is a call for values-based realism and dignified foreign policy. Unless our current international institutions are reformed, we will be moving back to a Hobbesian world. Let’s make sure it won’t happen. Everyone has agency.
