Pepper: (UN)PROXIED_IFACE cleanup.
This change removes unnecessary use of ApiID in PROXIED_IFACE and
UNPROXIED_IFACE. This is part of a series of CLs to simplify interface_list,
with the hopes of automating generation of parts of it.
