[Chromecast] Mojofy more of CastWebContents * Introduce new CastWebContentsObserver base class as a default no-op implementation of mojom::CastWebContentsObserver. * Removes CWC::Delegate in favor of mojom::CWCObserver. * Provides IdentificationSettings hookups in RenderFrameCreated(). This requires a proxy interface through the browser since Associated interfaces can't be synced across different processes. * Switch from BinderRegistry to RemoteInterfaces in CWC. * Distinguish between synchronous, in-process Observers and async mojom::CastWebContentsObserver in CWC. * Add mojom::BrowserIdentificationSettings and remove some methods from mojom::CastWebService. This is due to an unwanted //media dependency that arises from using mojom::CastWebService. Note for SECURITY_OWNERS: Review go/cast-browser-api for added context. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
