Add WebGPU getCurrentTexture expiry tests to blink/web_tests These are mostly testing the same things as the CTS tests https://github.com/gpuweb/cts/pull/2386 with some variations to reflect chrome specific behavior. So that we can have stricter requirement for how Chromium getCurrentTexture behave and avoid regression. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
