Add WebGPU getCurrentTexture expiry tests to blink/web_tests

These are mostly testing the same things as the CTS tests https://github.com/gpuweb/cts/pull/2386 with some variations to reflect chrome specific behavior. So that we can have stricter requirement for how Chromium getCurrentTexture behave and avoid regression. These standalone wpt_internal web_tests are also easier to test different combinations of canvas type, how HTML update rendering happens, in mainthread or worker etc.

It's currently in the same state as the CTS version (missing those marked in TODO in the CTS tests)

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
