Add RestartApplicationIfRunning to AppLoadService
Added a helper method to AppLoadService to fix a TODO in the App Info
Dialog. This method is equivalent to calling RestartApplication if the
app is Restorable (i.e. running). Also updated the callsite in
AppInfoPermissionsTab.
