Change {Obfuscated|Local}FileSystemFileUtil non-Singleton to take an underlying *FileUtil.
This change :
* reduces dependency between FileUtils, and
* enables more flexible stacking of FileSystemFileUtil, such as {Obfuscated|Local}FSFU without any quota operation.
