Update the timezone list once more to show in the timezone settings UI.
Add Europe/{Zurich,Rome,Madrid,Vienna,Warsaw}
While I'm at it, I made sure that all the Russian timezones are included
(Moscow+x). I also added Pacific/Kiritimati (UTC+14).
The order was shuffled slightly to get the list sorted per the tz offset
as much as possible. (the run-time sorting with the current tz offset in
effect will be dealt with in another bug.)
