[Chromoting] More host attributes
In client side, we have only one host experiment description file. After this
change, we can decide which experiments are visible to end users, which are for
local debugging purpose only. A typical workflow I can imagine is,
1. Update experiment description file with NonOfficialBuild restriction, and a
larger proportion.
2. Test locally with a non-official host to ensure the experiment works as
expected. i.e. The new feature is able to be enabled and be disabled.
3. Update experiment description file to remove NonOfficialBuild restriction and
decrease the proportion to a reasonable level.
This is part of host experiment feature.
