Revert "sc7280/cpucp: Update cpucp blobs binaries and release notes version from 060 to 063"
This reverts commit 436cb87d863c791640d8105ed49f4551d33eea88.
This is causing some issues with the CPUs turning on when booting into
the kernel. Reverting until we can resolve the issue.
