* relocate.c (__libdwfl_relocate): Take argument DEBUGFILE,
use it instead of MOD->debug.file.
* libdwflP.h: Update decl.
* dwfl_module_getdwarf.c (load_dw): Update caller.
Fixes bug #165598.
