kbuild: Unify options for BTF generation for vmlinux and modules
Using new PAHOLE_FLAGS variable to pass extra arguments to
pahole for both vmlinux and modules BTF data generation.
Adding new scripts/pahole-flags.sh script that detect and
prints pahole options.
