EU rules on plant health contribute to sustainable agricultural and horticultural production as well as the protection of public and private green spaces, forests and the natural landscape. They also aim to ensure safe trade and to mitigate the impacts of climate change on the health of our crops and forests. These rules were updated and reinforced by the entry into application of the Plant Health Regulation (Regulation (EU) 2016/2031), on 14 December 2019. The Plant Health Regulation required the Commission to submit two reports to the European Parliament and the Council on enforcement and effectiveness of measures relating to imports into the Union territory (Art. 50 of Plant Health Regulation) and experience gained from the extension of the plant passport system to all movement of plant for planting within the Union territory (Art. 79 of the Plant Health Regulation).
The reports were submitted to the European Parliament and the Council on 10 December 2021. The main input for the reports was obtained from a public consultation with key stakeholders using five questionnaires launched in February 2021. Analyses of the responses have been made public as five JRC–DG SANTE technical reports. All these documents can be found in Reports to the European Parliament and to the Council on import measures and plant passports.
The set of questionnaires on Article 50 addresses the main elements of the plant health import conditions (certification, procedures, prohibitions and official controls) and how these conditions affect the plant health authorities, the operators and the public.
The questionnaire on Article 79 focuses on the experiences with the extended plant passport system and its main elements, the impacts thereof on the plant health authorities and operators, and its contribution to the protection of the EU against plant health risks.

In addition to the information provided in the reports, interested parties can find here the descriptive statistics of the responses received with the option to select specific types of stakeholders or countries. Data is made available if the number of responses per stakeholder type or country is above five in order to assure data privacy.
