Apple Intelligence is not downloading no matter what

Hello guys, I have iPhone 16 here. I tried to redownload Apple Intelligence after I deleted it. And yet, it won’t even download, not even 1 KB was downloaded. It keeps saying “Downloading support for Apple Intelligence”, and a week passed with no avail. My Wi-Fi is fast and stable, I have enough storage, the language was set to English (US), restarted my iPhone entirely, updated to latest iOS version (26.3), and tried so many steps and solutions I could find. I even changed my region from Mongolia to United States. Why is it doing that? Does anyone have any answers?
