One in seven Americans should expect at least 6 inches of snow by Sunday as historic winter storm moves north
Warnings, Watches or Advisories have been issued for up to 90 million people across at least 21 states, as the historic winter storm continued to move north.
Blizzard Warning, Winter Storm Warning, High Wind Warning, Storm Warning, Coastal Flood Warning, Flood Warning, Gale Warning, and Freeze Warning in effect across multiple States.
At least a dozen people have been killed, multiple states have declared states of emergency, and thousands of flights have been cancelled across a large portion of the U.S. from Arkansas in the south to Massachusetts in the northeast.
States of emergency are currently in effect across North Carolina, Tennessee, Kentucky, Virginia, Maryland, Pennsylvania, New Jersey, Delaware, West Virginia and portions of several other states, as well as in the District of Columbia.
Major To Historic Winter Storm Will Impact The Middle Atlantic To Southern New England Into Sunday
A powerful low pressure system will bring heavy snow and blizzard conditions from the Middle Atlantic Region all the way through southern New England. The heaviest snow is expected to fall over the Middle Atlantic Region including the Washington DC and Baltimore metro areas west to the Blue Ridge mountains. In addition, moderate coastal flooding is expected. The storm will taper off by Sunday. -NWS-

State of emergency declared for 15 N. Georgia counties
Gov. Deal has declared a state of emergency for 15 counties in North Georgia under a winter storm warning. He has told non-emergency state employees to to telecommute.
The emergencies have been declared in Catoosa, Dade, Dawson, Fannin, Gilmer, Habersham, Lumpkin, Murray, Pickens, Rabun, Towns, Union, Walker, White and Whitfield counties.
“I am issuing this order out of an abundance of caution, so the state can make all preparations necessary to quickly and efficiently address any potential winter weather problems,” he said. “We will monitor the weather throughout the night and allocate state resources as needed should ice formation creep further south into the metro area.”
State of emergency declared for north Mississippi
Gov. Bryant has declared a state of emergency for north Mississippi, after the National Weather Service (NWS) warned northern counties near the Tennessee state line could see up to an inch of ice from freezing rain.
NWS also warned of possibility of severe thunderstorms in southern Mississippi as the strong cold front sweeps through the state.
Deadly storm brings heavy snow and high winds to New England (Again)
Another deadly storm brought blizzard conditions to New England on Sunday, causing deaths and damage as it swept through the Midwest and the Northeast.
The storm dumped more than two feet of snow on parts of Maine, causing thousands of flight cancellations throughout the region.
At least six people were killed across the northeast in storm-related incidents, said a report.
Blizzard Bombards Boston
Meantime, the sixth winter storm (second blizzard) in three weeks made February snowiest month on record for Boston, with 58.5 inches (148.6cm), shattering the previous record set in January 2005 by more than 15 inches.
NWS forecasters said temperatures would plunge below zero overnight Sunday, with wind chills as low minus 30 degrees (Fahrenheit), and warned that yet another powerful storm could hit the region beginning late Tuesday.
Boston received 16.2 inches (41.1cm) of snow over the weekend, making an accumulated total of 95.7 inches (243.1cm), third snowiest on record, so far this winter, with less than a foot away from the record-setting 1995-1996 total of 107.6 inches (273.3cm).
Snow emergencies declared in Tri-State
Snow Emergencies are being declared as a massive storm from barrels into the Tri-State. Level 1 and Level 2 Snow emergencies have been issued for multiple counties in Kentucky, Indiana, and Ohio.

Record 72 inches of snow on Boston over 30 days, record 42.2 inches for February
A record 72 inches of snow on Boston over 30 days has paralyzed “The Walking City,” causing massive commuting delays and forcing the head of the Massachusetts Bay Transportation Authority to resign.
Boston has also set a new record of 42.2 inches for total snowfall in February, with more than two weeks left to end of the month.
Meantime, a new storm system is forecast to dump as much as two additional feet of snow on parts of New England.
Earlier today, the National Weather Service (NWS) issued the following forecast, warning of “highly amplified weather pattern across the United States.” And an intense nor’easter bringing heavy snow and blizzard to eastern New England by early Sunday is forecast to produce “brutal subzero wind chills,” with the effective temperature falling to as low as minus 35 degrees in places.
Dangerous wind chills will continue Friday across much of the Northeast, into central Appalachians
[…] low pressure systems dropping southward out of Canada towards the East Coast… will then undergo what meteorologists call Miller-B type cyclogenesis near the New England coast, and this occurs when a low pressure system approaching from the west transfers its energy to a coastal low that rapidly intensifies and deepens.
The storm system will be followed by a “truly arctic airmass,” producing the coldest weather of the season, for parts of the Mid-Atlantic and Northeast U.S. this weekend, said NWS.

Second Massive Snowstorm in a Week Batters Northeast US
The storm has left about a dozen people dead, breaking snowfall records in multiple areas.
Boston, paralyzed by about 61cm (2 feet) of snow from the blizzard less than a week ago, set a new record for the snowiest seven-day period in its history with 87cm (34.2 inches) by 13:00 on Monday, breaking the previous record set in 1996 by 8cm. Forecasters said the city could receive another 30cm (12 inches) of snow before the storm lifts away from the Northeast coast.
The storm piled snow on locations from Nebraska to New England, barreling through Chicago, where it dumped nearly 50cm of snow, and forcing thousands of flight cancellations on Sunday and Monday across the affected areas.
Meantime, the handlers of Punxsutawney Phil, Pennsylvania’s famous groundhog, said Monday the rodent had seen his shadow, meaning 6 more weeks of winter.
Phil’s forecast is often more accurate than many expensive computer models!
Arctic airmass will plunge through the central U.S. through mid-week: NWS
The National Weather Service (NWS) has posted the following forecast for the remainder of the week:
High pressure sliding down from Canada will bring a surge of cold arctic air into the northern Plains on Tuesday… which will spread south and east across the central U.S. on Wednesday, dropping temperatures in its wake. Meanwhile, an unsettled pattern will keep precipitation in the forecast for the Northwest. Above normal temperatures will confine snowfall to the higher mountain elevations.

Powerful blizzard buries N. Japan cities in 100cm of snow
A powerful blizzard barreled into the northern Japanese island of Hokkaido with heavy snow and hurricane-force winds of 130 km/hr, burying several cities, according to local media.
A low-pressure system had already dumped up to 100cm of snow on large sections of the island, forcing dozens of train and flight cancellations, and blocking major highways.
Forecasters say the stationery system could dump up to 70 cm of additional snow in Hokkaido and 50cm in coastal regions of Sea of Japan by lunchtime Monday.
The blizzard is the third major snowstorm to pound northern Japan in the last 6 weeks.

Snowstorm wreaks havoc across central China
Lingering winter storms have affected hundreds of thousands of people in central and southwest China provinces of Hubei, Hunan and Guizhou, destroying homes, blocking highways and decimating crops, Xinhua quoted the authorities as saying.
In Hubei Province alone the snowstorm and freezing rains have destroyed at least 188 houses and 28,000 hectares of crops since Tuesday, affecting 336,000 people, 495 of whom were forced to relocate, according to the Department of Civil Affairs of Hubei Province.
Winter storms have also affected Hunan Province, which neighbors Hubei, blocking several highways and cutting vegetable supplies to the cities, said the report.
Guizhou Province in southwest China has also issued warnings for icy roads, following days of freezing rain. “Its traffic and police authorities have initiated emergency responses to ensure traffic flows on highways.”

‘Crippling snow’ and ‘life-threatening’ blizzard: States of Emergency declared in five states
A paralyzing blizzard is buffeting northeaster US with massive, possibly record, snowfall amounts and life-threatening blizzard conditions, prompting eight states—New York, New Jersey, Connecticut, Rhode Island, Massachusetts, New Hampshire, Pennsylvania* and Maine—to declare states of emergency.
Thousands of flights into and out of the Northeast have been canceled with snowfall amounts of 1 – 3 feet or more forecast for many parts of the region, while hurricane-force winds are forecast to batter the coastal areas.
Up to 30 million people will face blizzard conditions Monday/Tuesday, while up to 60 million people could see 6 – 12 inches or more of snow as the storm system, dubbed “Winter Storm Juno,” barrels across the region, forecasters said.
NYC Mayor said 2,300 snowploughs will be deployed to clear the city, while urging residents to stay out of their way.
Driving bans have been imposed across dozens of cities and counties in the NE, including NYC and Boston.

NWS said:
“A storm system off the East Coast will continue to strengthen as it develops into a major nor’easter on Monday. As the storm moves up the coast, it is expected to bring snowfall of 1-3 feet or more to many parts of the Northeast through Tuesday evening, including New York City and Boston. Strong, gusty winds will combine with the snow to create blizzard conditions along and near the coast.”

Major nor’easter to impact northeastern U.S.
A massive nor’easter is forecast to impact parts of the Northeast Monday through Wednesday. The system will bring heavy snowfall and [hurricane-force] winds, with possible blizzard conditions along coastal areas from New Jersey to Massachusetts, said National Weather Service (NWS), describing the storm as “crippling and potentially historic blizzard.”
This could be the biggest snowstorm in the history of New York, said NY Mayor at a news conference, adding that the snowfall could top 3 feet (91cm).
“I want everyone to understand that we are facing—most probably—one of the largest snowstorms in the history of this city,” said de Blasio.
“My message to all New Yorkers is prepare for something worse than we have seen before. Prepare … for this extreme weather,” he said.
Blizzard Warnings are in effect along the coast from central New Jersey to the Canadian border.

Massive “nor’easter” brings record snow to Maine
Gov. LePage issued an emergency proclamation after a rare, early season storm brought record snowfall to the state of Maine.
The powerful storm knocked out power to about 150,000 homes and businesses and made travel conditions treacherous across The Pine Tree State.
About 53 cm (21 inches) of snow fell in Cary, near the border with Canada, with double-digit totals reported across the state.
“Snow also fell as far south and east as Charleston, South Carolina — the earliest flakes on record in the city — over the weekend,” said a report.

Temperatures plunge 20ºC along parts SE Coast and Central Appalachians: NWS
“The eastern third of the nation will continue to experience well below average temperatures this weekend behind a strong cold front. A coastal low pressure system will strengthen on Sunday and bring gusty winds and precipitation to most of the Northeast Coast, including heavy snow for northern New England,” said NWS.
Meantime, a rare autumn blizzard has dumped up to 41cm (16 inch) of snow on portions of of the Carolinas and Tennessee, blocking a large stretch of I40 in the Great Smoky Mountains.

Minnesota paralyzed by deadly snowstorm
Gov. Dayton declared a State of emergency after a deadly blizzard dumped more than 18 inches of snow on some parts of Minnesota, leaving most roads iced over or impassable.
The order mobilized National Guard to help with recovery and sheltering of stranded motorists throughout the state.
More than 400 crashes and 1,300 spinouts or vehicles skidding off the road were reported between Thursday afternoon and Friday morning, according to a State Patrol spokesperson.
A deadly collision in Wabasha County claimed at least one life.
The conditions were the worst in living memory, according to the state’s veteran troopers.
Authorities closed schools in Minnesota’s three largest districts—Anoka-Hennepin, Minneapolis and St. Paul.
Tornadoes reported across six states
Meanwhile, the fierce storm system spawned two dozen tornadoes across six states—Illinois, Mississippi, Ohio, Georgia, Maryland and North Carolina—Thursday through Friday.

Blizzard to hit Wisconsin
Gov. Walker has issued an executive order declaring a State of Emergency ahead of a severe winter storm forecast to impact Wisconsin on Thursday, February 20. Heavy snowfall, freezing rain, and strong winds are expected, and some areas of west central and northwest Wisconsin could receive more than 12 inches of snow.
“… an extremely dangerous winter storm with associated heavy snow, freezing rain, ice accumulation, and sleet exacerbated by winds gusting to 40mph is expected to move across the entire state of Wisconsin … due to this prolonged extreme weather, conditions are expected to worsen throughout the day on February 20, 2014 … there is an ongoing shortage of of road salt available to local units of government that will impact their ability to manage snow and ice on public roadways …,” said Walker. “This executive order ensures we are prepared for this potentially dangerous winter storm.”

Multiple Weather Impacts Behind Strong System on Thursday
A strong weather system will continue to move through the central U.S. towards the East Coast. On Thursday, severe weather is possible from the Gulf Coast to the Great Lakes with damaging winds as the primary threat however, tornadoes will also be possible. Farther south and west, dry and windy conditions will lead to fire weather concerns. And behind the system, winter weather makes a return.

Energy Emergency
The U.S. Department of Transportation’s Federal Motor Carrier Safety Administration (FMCSA) extended on Wednesday the regional States of Emergency Declarations, Waivers, Exemptions & Permits for transporting propane throughout the United States.
A total of at least 36 states and District of Columbia are currently impacted by shortages of propane and other heating fuels.

Storm intensifying in eastern U.S. headed toward Northeast
Blizzard conditions are forecast to develop battering New England and eastern Canadian provinces with strong winds and heavy snow.
Blizzard conditions could pound coastal Massachusetts on Saturday, NWS has forecast.
Deadly Storm Exits North America
Meanwhile, the major storm that struck southern and eastern United States through Friday, killing more than 2 dozen people, has moved into the Atlantic, headed toward Ireland and the UK.
The tail end of the storm pushed into eastern Canada and was forecast to dump up to 60cm of snow from Quebec to Newfoundland
The storm, which began late Tuesday, dumped heavy snow from North Carolina to Maine, including more than 27inches on parts of New York state, and prompted States of emergency declarations in 12 states in the south, southeast and northeaster United States.
NOTE: The front is currently being described as a “non-active” system, but shows every sign of being able to reorganize as a super storm as it tracks across the Atlantic.

Deadly Arctic storm affecting 250 million people in 40 states —FIRE-EARTH
Life-threatening wind chill is plunging temperatures to as low as minus 60 degrees (-51ºC). The coldest temperatures in 20 years are spreading into the northern and central U.S. on Sunday following an arctic cold front.
Combined with gusty winds, these temperatures will result in life-threatening wind chill values as low as 60 degrees below zero. Also, heavy snow will develop from the eastern Plains to the Great Lakes today, with up to a foot of accumulation possible. —NWS

Parts of northeastern U.S. and Canada buried under 60+ cm (2 feet) of snow as deadly wind chill continues to plunge temperatures.
A massive blast of Arctic Air [aka “Polar Vortex”] is expected to plunge temperatures by up to 60 degrees (F) below average from the Northern/ Central High Plains to the Upper Mississippi Valley.
- Hard Freeze Warnings, Freeze Warnings and multiples of other Weather Hazard Warnings, Watches and Advisories are in effect throughout the eastern two-thirds of the country, extending into the deep South and spanning along almost the entire Gulf Coast.
“It may feel as cold as negative 50 to negative 60 on Sunday night over sections of the north-central states,” said a meteorologist with NWS.
“In those conditions, frost bite sets in on exposed skin within five minutes. A person not properly dressed could die easily in those conditions.”
The mega winter storm is said to be the worst in two decades, caused by a “polar vortex.”
“It’s just a large area of very cold air that comes down, forms over the North Pole or polar regions; [it] usually stays in Canada, but this time it’s going to come all the way into the eastern United States,” said a meteorologist with NWS.
- Heavy snow has paralyzed large parts of the northeast and Canada, claiming up to two dozen lives, grounding at least 6,000 flights and delaying twice as many since Thursday, and shutting down transport systems.
Schools and government offices have been forced to close throughout the states of New York, Massachusetts and Connecticut.
The governors of New York and New Jersey have declared states of emergency on Thursday and have since advised residents to stay at home.

“The coldest weather in years will be making its presence known from the Upper Mid-West to the Mid-Atlantic region,” said the US National Weather Service (NWS), adding that Ohio, South Dakota and Illinois would be among the worst-hit areas.
Incredibly Cold and Possibly Record Breaking Temperatures, Heavy Snow and Ice Are Expected for the Eastern Two-Thirds of the Country Through Next Week.
Potentially record breaking cold temperatures will continue dropping through the northern-tier states today. As the airmass moves into the Great Lakes and Ohio Valley, moderate to heavy snow will be possible on Sunday. With cold air already entrenched over much of the eastern U.S., freezing rain is possible from the Deep South, along the Appalachians into New England for the next couple of days.
Wind chill is forecast to plunge the effective temperatures to as low as -51ºC (-60 degrees) in the Midwest.

DEADLY COLD REACHING PARTS OTHER WARNING CALLS FAIL TO REACH – PROBABLY!
Parts of northeastern U.S. and Canada buried under 60+ cm (2 feet) of snow as deadly wind chill continues to plunge temperatures
Heavy snow has paralyzed large parts of the northeast and Canada, claiming up to two dozen lives, grounding at least 6,000 flights and delaying twice as many since Thursday, and shutting down transport systems.
Schools and government offices have been forced to close throughout the states of New York, Massachusetts and Connecticut.
The governors of New York and New Jersey have declared states of emergency on Thursday and have since advised residents to stay at home.
- The mayor of Bridgeport also declared a state of emergency.

Deadly cold and heavy snow pervade U.S. northeast
Deadly cold and heavy snowfall have paralyzed much of the U.S. northeast, leaving at least 12 people dead, closing schools and government, disrupting transport networks, and forcing thousands of flight cancellations and delays.

Up to 46cm (18in) of snow blanketed major cities including New York, Washington, D.C., Boston and Portland, Maine, as dangerously low temperature continued to dip into the frigid zone.
The governors of New York and New Jersey have declared states of emergency and advised residents to stay indoors.
On Friday, the Office of Personnel Management in Washington told more than half million federal employees they could work from home or take the day off because of the deadly storm. “The United Nations in New York and federal courts in New York, New Jersey, and Boston shut down. Schools closed across much of the region,” said a report.
Minnesota Governor ordered all public schools to close on Monday as forecasters warned of extreme low temperatures. It will be the first time Minnesota public schools will be closed statewide since January 1997.
The national Weather Service (NWS) issued a Blizzard Warning for the entire state of North Dakota, parts of South Dakota, and Minnesota on Friday.

Dangerous Winter Blast Plunging into Central and Eastern U.S. this Weekend
On the heels of the departing Northeast winter storm is yet another powerful blast of winter this weekend. This storm will bring blizzard conditions and extreme cold to parts of the northern Plains and Midwest. Significant snow is forecast from the central Plains to the Great Lakes as the bitter cold spreads eastward.
Highlights from NWS Forecast
- Well below normal temperatures will impact the Northeast on Friday
- The next arctic surge will plunge into the Northern Plains by Saturday
- Lows across the Mid Atlantic and Northeast will be 20 to 30 degrees below normal Friday night [into Saturday]
- A strong cold front will push southward out of Canada this evening leading to temperatures plummeting as much as 50 degrees across the region tonight. By Sunday, high temperatures will be in the -20s and -30s with wind chills as cold as -50s.

Major Snow Storm and Dangerous Cold Prompt States of Emergency Declarations in States of New York, New Jersey
Authorities in northeastern US have warned residents to stay indoors, as the region braces for a major winter storm forecast to dump up to 14in (35cm) of snow on many areas.
The governors of New York and New Jersey have declared states of emergency and advised residents to stay indoors.
“As this winter storm unfolds, bringing heavy snow and high winds to many parts of the state, I strongly urge all New Yorkers to exercise caution, avoid travel and stay indoors,” said New York Governor Cuomo.
Blizzard conditions, with wind gusts of up to 76 km/h are forecast for New York, and throughout much of New England.
Massachusetts Governor Patrick sent all non-emergency government employees home two hours early, warning residents to stay indoor and avoid dangerously low temperatures.
Thousands of flight cancellations and delays have been reported throughout the region.

Heavy Snow Blankets NE China
Blizzard closed expressways and schools bringing traffic to a virtual standstill across northeast China’s Heilongjiang and Jilin provinces.
China’s National Meteorological Center (NMC) issued a yellow alert for blizzards Sunday morning for a second consecutive day, said Xinhua.
Blizzard buffeted NE provinces of Heilongjiang, Jilin and Liaoning, covering the ground with a 20-cm (8 in) layer of snow, the NMC said.

Worst March for 50 years: Britain hit by blizzards, floods and freezing temperatures
The average temperature in central England fell to 3.8ºC (38.8ºF), 2.2 degrees lower for this time of year…
Meantime, as the demand for natural gas continues to soar during the cold snap, Britain could face gas rationing because of the dwindling stocks.
Britain’s total gas stores are estimated at less than 36 hours as of posting, said local reports.
- Snow, freezing rain, flooding and fallen trees have wreaked havoc across the U.K.
- The Arctic conditions have forced more than 1,000 schools to shut down.
- A deadly landslide in Cornwall has forced many people out of their homes.
- Some 3 – 8 inches of snow is forecast to blanket most of England, Scotland and Wales, while more flooding is expected in the south as heavy rain and and sleet continue to pound the region.

Major winter storm bringing heavy snow, high winds to Northern Plains
‘A major winter storm will bring heavy snow and strong winds from northeast Colorado into central Minnesota Sunday into Monday. Snowfall amounts in the hardest hit areas across eastern South Dakota will reach over a foot with 50 mph winds creating whiteout conditions.’ NWS reported.

NY, MA, ME, CT, NH and RI declare states of emergency, as snowstorm intensifies
The governors of New York, Massachusetts, Maine, Connecticut, New Hampshire and Rhode Island have declared states of emergency, as of posting, and urged people to stay indoors as blizzard slammed into NE United States on Friday.
- Blizzard warnings are in effect for much of the coastal sections of the northeast, from Newark New Jersey/New York City northward to southern Maine, National Weather Service (NWS) reported.
- Winter storm warnings and winter weather advisories are in effect for much of the northeast from eastern Pennsylvania north and eastward into Maine. (NWS)
- Coastal flood warnings are in effect for coastal areas in southern Delaware as well as southeast New Jersey. (NWS)
- About 2 feet (60cm) of snow could blanket Boston area, with some places receiving up to 30 inches, forecasters have warned.
- Up to 4,000 flights have already been canceled and many more affected.
- Massachusetts and Connecticut have banned most car travel starting Friday afternoon.
- Amtrak suspended railroad service between New York, Boston and points north, reports said.
- “Many of the same communities that were inundated by Hurricane Sandy’s tidal surge just about 100 days ago are likely to see some moderate coastal flooding this evening,” said NY mayor.
- “This is a very large and powerful storm, however we are encouraged by the numbers of people who stayed home today,” said Boston Mayor.
- Many of non-essential government workers have been ordered to stay home.
Widespread Significant Impacts Developing from Nor’easter: NWS
A significant nor’easter continues to bring crippling impacts to portions of the Northeast. Moderate to heavy snow is expected to continue across Pennsylvania, western New York and much of New England before tapering off by Saturday afternoon. Some locations are expected to see snowfall in excess of two feet. Coastal flooding is expected on the Maine, New Hampshire and Massachusetts coastlines.

Snowstorms affect millions in China
Major snowstorms have cut off power and water supplies to hundreds of thousands of homes and businesses in northeast China’s Heilongjiang, Jilin and Liaoning provinces as well as Inner Mongolia and northwest Xinjiang, forcing many schools and highways to close, a report said.
- “Most parts of northeast China and east part of north China’s Inner Mongolia Autonomous Region have undergone intense snowfall on Nov. 11 and Nov. 12. A yellow alert on blizzard was issued by the National Meteorological Center on Monday.”
- In eastern Inner Mongolia scores of buildings have collapsed under the weight of snow.
