Dr. Leila Benali, PhD., Minister of Energy Transition and Sustainable Development, participated on June 4, 2026, in Rabat, in the opening session of the Spring Meeting of the Paris Peace Forum, held within the framework of the French Presidency of the G7. In her address, the Minister emphasized that the ongoing energy and digital transitions represent a unique opportunity to build a more resilient and sustainable development model. She highlighted the strategic role of critical minerals in enabling these transformations and stressed the importance of placing people at the heart of mining policies while adopting advanced environmental, social, and governance (ESG) standards. She also presented several initiatives launched by Morocco in this field, including the digitalization of procedures through the Digital Mining Cadastre. Dr Benali further underscored that building more resilient economic ecosystems requires strengthening partnerships based on joint investment, technology transfer, and local skills development, thereby reinforcing Morocco’s position as a bridge between Africa and Europe and as a trusted player in global value chains. The Minister also highlighted Morocco’s progress in the field of energy transition, noting that renewable energies now account for more than 45% of the country’s installed electricity capacity. She added that major investments have been planned to develop additional capacity by 2030, the majority of which will come from renewable energy sources. شاركت د.ليلى بنعلي Leila Benali, PhD.، وزيرة الانتقال الطاقي والتنمية المستدامة، يوم 4 يونيو 2026 بالرباط، في الجلسة الافتتاحية للاجتماع الربيعي لمنتدى باريس للسلام، المنعقد في سياق الرئاسة الفرنسية لمجموعة السبع. وفي كلمتها بهذه المناسبة، أكدت السيدة الوزيرة أن التحولات الطاقية والرقمية الراهنة تُمثل فرصة لبناء نموذج تنموي أكثر صموداً واستدامة، مشيرة إلى الدور المحوري للمعادن الاستراتيجية في إنجاح هذه التحولات. كما شددت على أهمية وضع الإنسان في صلب السياسات التعدينية واعتماد معايير بيئية واجتماعية وحكامة متقدمة، مستعرضةً عدداً من المبادرات التي أطلقها المغرب في هذا المجال، من بينها رقمنة المساطر عبر السجل المعدني الرقمي. وأكدت السيدة بنعلي أن بناء منظومات اقتصادية أكثر قدرة على الصمود يمر عبر تعزيز الشراكات القائمة على الاستثمار المشترك ونقل التكنولوجيا وتطوير الكفاءات المحلية، بما يكرس مكانة المغرب كجسر بين إفريقيا وأوروبا وفاعل موثوق في سلاسل القيمة العالمية. كما أبرزت التقدم الذي حققه المغرب في مجال الانتقال الطاقي، حيث تجاوزت حصة الطاقات المتجددة 45% من القدرة الكهربائية المركبة، مع برمجة استثمارات كبرى لتطوير قدرات إضافية في أفق سنة 2030، أغلبها من مصادر متجددة. Yesterday, at the Forum de Paris sur la Paix 2026 in #Rabat, the Global Council for Responsible Transition Minerals officially launched its Policy Note "G7+ Pathways for Financing Responsible Transition Minerals."   The note is designed to inform the French Presidency of the G7, which has placed minerals at the centre of its agenda ahead of the #Evian Summit - as underlined by Benjamin Gallezot, French Interministerial Delegate on Strategic Metals and Minerals during the session.   Guided by moderator Adrien ABECASSIS, Global Council members Ma Jun, Bruno Oberle and Glen Mpufane, Working Group Co-lead Vincenzo A. Conforti, alongside Special Advisors and partners discussed the note’s core findings:   🌐"The G7+ should develop a financing framework that makes responsible mineral projects more bankable, more predictable and more development-relevant by implementing high standards and stronger, more balanced partnerships with producing countries as foundations for durability. As minerals financing is increasingly shaped across multiple forums and geopolitical settings, G7+ efforts should be designed to contribute to broader dialogue with producer countries and other multilateral processes, rather than reinforce fragmented approaches to mineral governance." It was great to be at the Paris Peace Forum for the release of the G7+ Pathways for Financing Responsible Mineral Value Chains by the Global Council for Responsible Transition Minerals. As a Special Advisor to the to the Paris Peace Forum’s Global Council on Transition Minerals, I was glad to contribute to this important work and to the discussions it is already helping to shape. Three reflections stand out for me: ➤ First, responsible mineral projects do not only need more capital. They need to become more bankable, more predictable and more closely connected to long-term development outcomes in producing countries. ➤ Second, public finance has a vital role to play, not by replacing private capital, but by reducing the risks that prevent credible projects from reaching financial close. ➤Third, producing countries must be treated as long-term partners in the financing model. Local value creation, infrastructure, skills, fiscal benefits and institutional capacity are not peripheral considerations. They are central to building mineral value chains that can endure. The energy transition will depend on critical minerals. Responsible mineral value chains will only scale if they become investable... That was the focus of the roundtable “Financing Responsible Minerals Value Chains” at the Paris Peace Forum Spring Meeting 2026 in Rabat, where TDi Executive Chair Assheton Stewart Carter contributed as a Special Advisor to the Paris Peace Forum’s Global Council for Responsible Transition Minerals. The discussion built on the policy note G7+ Pathways for Financing Responsible Mineral Value Chains, developed by the Global Council for Responsible Transition Minerals and its Special Advisor Working Group on Financing Responsible Transition Minerals. The main message is that responsible mineral projects need financing frameworks that make them more bankable, more predictable and more development-relevant. Key priorities include: ➤ Clear, rules-based eligibility systems for public support ➤ Public finance that de-risks private investment without replacing it ➤ Stronger project preparation, infrastructure and institutional capacity ➤ More stable market conditions and clearer demand signals ➤ Producing countries treated as long-term partners, not supply sources ➤ Standards, traceability and transparency that build trust without creating exclusion For TDi, the way forward is clear.
