Context
Fancy profiles 0.6.0+ supports making authenticated requests to binderhub for building custom images. We should enable binderhub authentication for all hubs where fancy profiles 0.6.0 has already been rolled out.
We've already done this on the VEDA hubs as part of NASA-IMPACT/veda-jupyterhub#118 but we haven't done this on non-VEDA hubs like ProjectPythia, EarthScope etc where fancy profiles 0.6.0 has already been rolled out.
Related to 2i2c-org/jupyterhub-fancy-profiles#157 and 2i2c-org/jupyterhub-fancy-profiles#154. Also should be a part of #8068
