Combine AdGuard and Proxy notifications into "group" notification

Look at combining the AdGuard notification into a single "group" notification.

Expected behavior

AdGuard should show 1 grouped notification with both AdGuard notifications as part of group when outbound proxy being used.

Actual behavior

AdGuard shows 2 individual notification when outbound proxy being used.
