SSL exceptions aren't deleted on network API reinit

Due to conflicts with third-party software interfering with HTTPS connection, there are plenty of user with automatically created exceptions in: C:\ProgramData\Adguard\NetworkTemp\SSL
People usually have no idea why those were created and how to remove them and start to complain about filtering problems. We should consider at least making it easier to find and delete those exceptions.

Here is a convenient way: exit Adguard and run it again:)

I mean x.db, xtls.db, xv.db files, you can't delete them by restarting Adguard.

Adguard Service uses these files.

You have to not only exit the UI but stop the service first.

This is a bug indeed, x*.db files should be deleted on every network API re-init.
