Upgrade the TLS version to release

OpenSSL 1.1.1 is released and soon most of the browsers and servers will start supporting the release version of TLS 1.3 instead of draft 23-28 they're supporting now.

There's one problem with it: FF 60 does not seem to work well with cloudflare-proxied websites like xda-developers.com. We need to handle it somehow.
