In tracking protection blinking at functions when pressing the switch

Issue Details

Steps to reproduce:

Go to Protection tab -> Tracking protection -> tap on "Custom" level -> tap on switches of different functions

Some function texts blink, some don't, some twitch a bit.
When you tap on any swipe, the "Other privacy filters" disappear and appear.
Functions that twitch if you don't scroll to them and tap another swipe, the twitching is more severe

Expected Behavior

Function names and descriptions have the same behavior when the function is turned on/off, no twitching

Actual Behavior

Function names and descriptions have different behavior when the function is turned on/off, some functions twitch, some disappear, some do not disappear
