Disabling Traffic filtering causes a crash after restarting AdGuard

Steps to reproduce

1. Install the lates build of AdGuard
2. Disable Traffic filtering (Network module)
3. Restart AdGuard

Expected behavior

AdGuard starts without any issues

Actual behavior

AdGuard crashes after restarting

[Aydinv13]

This is a temporary solution for the problem:

1. Stop AdGuard's process
2. Delete this folder C:\ProgramData\Adguard
3. Start AdGuard

Please note that in this case the settings will be reset to defaults.
