Unable to import rules using URL or update imported rules on version 7.11

Steps to reproduce

1. Update/Install to AdGuard v7.11
2. Go to settings and try to import this filter https://raw.githubusercontent.com/AdguardTeam/AdguardFilters/master/AnnoyancesFilter/Popups/sections/antiadblock.txt

Expected behavior

Filter should import successfully like it did before updating to version 7.11

Actual behavior

Filter import and even update fails.
