Add `User rules` option to the filtering log

Issue Details

As with the AdGuard Extension, when we add our own rule, we can see it in the User rule tab in the filtering log. But there is no User rule tab in the application and we cannot see the own rule we added.

Also why doesn't not have a specific tab feature? This is important for users i think.
