Steps to reproduce:
- Enable any AdGuard annoyances filter very first time
Actual Behavior
Scroll bar is visible even if all content fit in the window because popups and default window size are very small for displays with resolution larger than 640x480

Expected Behavior
No scroll bar when it is not required.
