AdGuard doesn't filter QUIC connections when working in AG VPN compatibility mode with Wintun disabled #5723

Issue Details
Due to the specifics of UDP filtering implementation in the WFP drivers of AdGuard and AdGuard VPN, only one of them can intercept UDP connections at a time. For security reasons, AdGuard VPN has a higher driver priority, so UDP connections are processed only by it.
Steps to reproduce:
- Enable AdGuard and Open Firefox
- Try visiting discord.com
- Check page's certificate.
Expected Behavior
Page is filtered and AdGuard certificate is displayed
Actual Behavior
Page is not filtered and original certificate is displayed
Additional Information
A similar issue occurs when interacting with Kaspersky.
Workaround: suppress QUIC at the driver level.
This is no longer an issue after Wintun is enabled.
