"local.adguard.com" gets to the HTTPS temporary exceptions list

For some unknown reason "local.adguard.com" may get to the temporary exceptions list.

We should suppress it.

The issue is back:

So domain name was not present in the SNI and we couldn't properly detect that this is a local.adguard.com domain.
