CL reports incorrect errors on duplicate rules

These are just duplicate rules that got rejected by their intended filter b/c they are duplicates, and propagated all the way to the network filter, which has excessively verbose logging :)

There was, however, a problem with actual network rules being accepted by the URL filter, instead.

Fixed in core/pull-requests/2527 (along with the logging and duplicates issues)
