[Feature] UI - Team Settings: Edit Settings Model Dropdown

Relevant issues

This PR implements new rules for the reusable ModelSelect component in the teams context. It has the following behavior:

1. If the team is inside of an organization, the organization's models will be shown inside the dropdown
2. If the team is not inside of an organization, then the following happens:
   2a. If the user is a proxy_admin, then all proxy models will be shown
   2b. If the user is not a proxy_admin, then the user's models will be shown.
