TOC Legend do not take in account the current map scale

Hi,

Currently the legend displayed in the TOC does not take in account the current scale of the map. This issue is related to #151.

The solution is to specify the scale parameter in the WMS getLegendGraphic request as specified in the comment here https://github.com/geosolutions-it/MapStore2/blob/master/web/client/components/TOC/fragments/legend/Legend.jsx#L42.
