Depricating version 1.3.1 on Hackage

I run to an issue when build semmc library. The better option to fix it is to depricate 1.3.1 version on Hackage as @RyanGlScott offered.

I believe the build failure being observed on 1.3.1 is the same one described in #92.

Yes, there was a low level build issue with 1.3.1. However,the build issue is not universal, it only occurs with more recent versions of gcc (called by ghc). On affected machines, does version 1.3 not cause the same issues as 1.3.1?

The optimal solution is to just use version 1.4 or later. This version has one very minor change to the API.

Update: Specifically the length function used to have a type signature length :: IntArray s -> Int and that was changed to length :: IntArray s -> ST s Int due to a function in Data.Primitive.ByteArray being deprecated. The by far best solution is to use a more recent version.
