"How to Write an RFC" needs a rethink

This page has a number of issues:

1. The title implies that an individual can just write an RFC, when of course that is very rare and there is a major process behind it that involves a large group making decisions and writing text not just one person.
2. The content is very limited.

It would be better to have a page that explains to those that do not know, how RFCs are written and what is involved, and the important factors, such as consensus, review, etc that go into that.
