DIE version and arch management

Right now there is no way of getting notified of a new version of this tool + from the version 3.10 they generate specific architecture releases so we should adapt the download based on that.

The package was not supporting ARM so we moved it to a specific amd-only-requirements file.
Since the recently released version (0.4.0), the package should compile in ARM too. See solved issue here: elastic/die-python#27 (comment)

We could remove that specific customization to simplify the code.

@fgibertoni can you make that test? You can use the branch test_arm that, as you can see here, should trigger the multi-arch build
