HAL: Add support for PIC32CZ CA90

Currently microchip support for PIC32 is only done for PIC32CXSG and it's available here https://github.com/zephyrproject-rtos/hal_microchip/tree/master/pic32c/pic32cxsg

Describe the solution you'd like

To add support for CZ series, there are multiple internal variant / family under CZ. Goal of this issue is to add support for CZ CA90 only based on below HAL.
