I am currently enrolled in a 2-year Computer Programming associate degree program at Anadolu University, Open Education Faculty (AÖF) in Turkey. It is an official, fully remote/distance learning university program.

I have applied for the GitHub Student Developer Pack 3 times, and despite ensuring all my information is correct, my application keeps getting instantly rejected by the automated system.

Here is what I have verified so far:

1. Profile & Billing Name: My GitHub public profile and Billing Information exactly match my full legal name as it appears on my official student documents.
2. Email Address: I am using my university-provided academic email address (@anadolu.edu.tr / @aof.anadolu.edu.tr).
3. Documentation: I am taking a clear photo of my official, QR-coded Student Certificate (Öğrenci Belgesi) retrieved from the government portal (e-Devlet) which clearly states my active enrollment for the current semester.

The Issue:
Since Anadolu University AÖF is a distance learning (open education) program, my physical IP address and browser location services will never match the main campus coordinates in Eskişehir, Turkey. The automated system seems to trigger a silent rejection based on geolocation mismatch, completely ignoring the remote nature of my studies.

Since manual support tickets for education are heavily restricted, what is the best workaround to let the automated system know that my coursework is 100% via distance learning? Has anyone from Anadolu University AÖF successfully bypassed this automation loop recently?
