Implement support for notification_config

Can you please implement support for notification_config from the google-beta provider?

I'm interested in this feature moving into the non-beta provider too. If I'm reading this PR (GoogleCloudPlatform/magic-modules#4012) correctly would it simply be a matter of removing the <% unless version == 'ga' -%> guards so that the code appears in both the beta and non-beta providers?

I am using terraform-google-modules to develop a private cluster and I require this feature notification_config to be implemented. Can you please implement this?
