WHATUP followup action items

At WHATUP we agreed on a number of action items as followup work. This issue will track the following:

• Add an issue template to all spec repos referencing the working mode (Need better workmode onboarding #296)
• Update our docs to reference the stages proposal (working mode, contributing guide, etc.)
• Blog about the stages proposal when implemented and publicize it in social media
• Stop calling the regular call a triage meeting, since triage happens asynchronously. We liked WHATNOT (Navigating Open Topics)
• Extend the call to 50 minutes, in case more time is needed
• Document the meetings in a whatwg.org page or blog post
• Add a needs-incubation label to mark proposals as not ready and encourage asking for help in chat

The only thing remaining here is blogging about WHATWG Stages. Anyone interested in writing something?
