Extend pull request template with a11y/i18n checkmark

To ensure we feel somewhat confident the a11y/i18n side of a particular feature are addressed before we land it in a standard, we should maybe have an explicit checkbox for this. This is particularly relevant for HTML, but I think it applies generally.
