How to incubate specs in WHATWG

#290 introduced Stages, and says for stage 1:

The WHATWG commits to hosting a specification draft in a repository or branch (if the champion requests it).

A repo (fork of whatwg/html) was requested in whatwg/html#10901 (comment) , but I believe we haven't really exercised this before.

We should discuss the details of how this should work, e.g. naming of proposal repos, how to host the spec, how they should indicate their status, any CSS changes, etc.

This is a good starter list. In addition, there's the one that the SG got stuck on last time, which is how to gather IPR commitments.
