Handshake_failure error in notification callback service

Germán Pinzón, a developer for one of our members, wrote us over on the community forum about a Handshake_failure error in notification callback service. Joel attempted to troubleshoot the errors, but has reached a dead end. Joel suggested that we create a GL issue and have @jonmstark investigate.

Note: this is the only known example of this error.

Background

Observed behavior

According to Germán Pinzón: I send the test request and it goes ok but the notification never arrives and when I query the notifications I get this error:

unable to complete notification: callback-notification
with this exception
javax.net.ssl.SSLHandshakeException: Received fatal alert: handshake_failure
