🎉 On 19 May 2026 the Guidelines on Sharing of Interoperability Solutions have been approved by the Interoperable Europe Board
The Guidelines on Sharing of Interoperability Solutions have been approved by the Interoperable Europe Board, marking an important step in supporting the implementation of the Interoperable Europe Act.
Developed through a collaborative and iterative process led by the European Commission, the Guidelines provide practical and actionable recommendations to help European Union entities and public sector bodies share and reuse interoperability solutions across the Union.
⚖️ Supporting the implementation of the Interoperable Europe Act
The Interoperable Europe Act establishes a reinforced cooperation framework to enable interoperable, cross-border digital public services across the EU. In this context, the Guidelines serve as a practical implementation tool, designed to assist public organisations in operationalising the Act’s provisions on the sharing and reuse of interoperability solutions.
🧭 What the Guidelines cover
The Guidelines are available in two versions designed to be used together: a short version and an extended version. The short version offers a compact, practice-oriented guidance focused on the essential operational pathways for applying the sharing and reuse provisions of the Act in day-to-day implementation. The extended version provides the broader legal, organisational and operational context, including key concepts and definitions, governance guidance, lifecycle framing, public procurement, and examples from practice and supporting annexes.
The core of the document is a pathway-based structure that translates the IEA into practical operational routes, organised in an operational order:
- Prioritising solutions without restrictive licensing terms (Article 4(6));
- Publishing solutions via the Interoperable Europe Portal or connected portals, catalogues, and repositories (Article 4(3));
- Direct sharing of interoperability solutions upon request (Article 4(1));
- Sharing adapted interoperability solutions (Article 4(4));
- Cost-sharing agreements for future developments of interoperability solutions (Article 4(5));
- Connecting portals, catalogues, and repositories to the Interoperable Europe Portal (Article 8(4)).
🤝 Enabling collaboration and reuse across Europe
By promoting a structured and practical approach to sharing, the Guidelines support public administrations in:
- improving access to reusable solutions;
- reducing duplication of efforts;
- strengthening collaboration across administration and sectors.
Overall, they contribute to a more connected and efficient European public sector, where interoperability solutions can be effectively discovered, shared and reused to deliver better services for citizens and businesses.
