Training versus education



In this talk by Tom Ricks he offers another explanation for why America can no longer win wars:

Many of our generals are well-trained, but not well-educated.
He gives a very good explanation of the difference between the two:

You training for the known; you educate for the unknown -- for uncertainity, for the chaos of war.
In World War Two the Army school system was critical for Gen. Marshall's build up of the US Army from 1939-1945. The Naval War College played an even greater role in preparing for the Pacific War. Sadly, the schools fell out of favor in the 1950s, and the generals in charge in the 1960s were not prepared to deal with the complexities of Vietnam.

Calling for the disruption of liberal arts colleges—in order to save liberal education

Small liberal arts colleges are feeling the brunt of demographic changes and America’s declining faith in the higher education system overall, as evidenced by recent closures and mergers. That the situation is boiling over despite correlations between degree attainment and higher lifetime earnings shouldn’t just be chalked up to learners being short-sighted. Financial risk is indeed growing, and increased earnings 40 years post-graduation don’t pay next week’s student loan bills.

Michelle Weise, the senior vice president of workforce strategies at Strada Education Network and the chief innovation officer for the Strada Institute for the Future of Work, has written that although 93% of CEOs surveyed by PwC recognized “the need to change their strategy for attracting and retaining talent,” a stunning 61% revealed that they hadn’t yet taken any steps to do so. Employees seem to agree. According to a recent survey by Harvard Business Publishing Corporate Learning and Degreed, nearly half of employees are disappointed in their employer’s learning and development programs.

But there are some notable exceptions to this prevailing trend. For instance, in July 2019, Amazon announced that it would “spend $700 million over six years on postsecondary job training for 100,000 of its soon-to-be 300,000 workers.” For now, Amazon says it intends to outsource that training to traditional colleges and universities. But once Amazon has begun to provide the bridge for that training, it’s not hard to imagine that it will be well positioned to create that training itself — without the “middle man” of colleges and universities — in the future.4 Although Amazon’s competitors will undoubtedly keep a close eye on its training moves, perhaps the education industry ought to keep an even closer eye, given that those moves may herald a total transformation in the landscape of learning, from college through retirement.

The Threat and Opportunity of Lifelong Learning

Our conversations and media are increasingly consumed by the topic of the "future of work." And, within this topic, one of the buzzwords that has emerged and acquired increasing prominence is "lifelong learning." The message is that, in a more rapidly changing world, we're all going to have to abandon the traditional notion of going to school to learn and then going into a career to apply the learning we've received.

While this is certainly an important message, I'm deeply troubled by the loose way it's communicated - it rarely questions our traditional view of learning, it rarely addresses the issue of motivation and it doesn't systematically explore what's required to support lifelong learning.
His analysis of the organizational barriers to learning are insightful:

But, here's the rub. All of our institutions are built on a model of scalable efficiency and these institutions are deeply ambivalent about, if not openly hostile to, this form of passion. People with this form of passion have a hard time sticking to the script and the process manual - they get bored easily and they're often deeply frustrated, seeing so much opportunity to get to higher and higher levels of performance and frustrated by the obstacles in their way.

Coping with a VUCA world

While we may give lip service to the idea that the world is VUCA, our actions say that we are liars.

1. Our business and public policy schools still rely heavily on traditional case studies. The meta-lesson of nearly every case study is that the world and its problems are easily and quickly understood.

Case Studies

One of the real problems with business education is the heavy use of prepackaged case studies. While they purport to hone critical thinking skills, they also impart false lessons. Future managers come to believe that the information in front of them is complete, reliable, and predictive. The only thing left to do is exercise some thinking and then make a decision.

In real life it will never be that simple. Numbers are shaky and dirty data is a persistent problem. In the beginning there won't be enough critical information on the matter at hand. At the same time , there will be a flood of trivial and irrelevant material that demands attention.

It is tempting to wait until more data and better data can be obtained. Unfortunately, time is often a critical competitive dimension.
2. Our leading business and management thinkers proffer theories which make the world look more predictable and malleable than it really is:

Clausewitz vs. Porter

Clausewitz presents descriptive theories, his aim is to help the future commander prepare himself for the challenges he will face. In contrast, Porter's work is intensely prescriptive. His Five-factor framework and generic strategies are templates waiting for the executive's implementation.

Porter's, then, implies that the key to business strategy is "knowing". The doing will almost take care of itself. Clausewitz never presumed that the science of war (which gets studied in peacetime) could ever supplant the art of war (which wins actual battles and campaigns).

3. Our public institutions are ill-prepared to deal with the inevitable jolts and crises of a VUCA world:

There was no real planning or preparation for crisis. They did not have contingency plans for the post-Lehamn fallout just has they did not have a clear understanding of what the failure of a TBTF institution would mean.

Fortunately, we have ways of coping with these challenges. If we cannot predict the future, we can become more resilient when surprised.

We know how to study the past to prepare for (not predict) the future.

The historian Michael Howard wrote a brilliant article ("The Use and Abuse of Military History")* on the right way for officers to study military history. He offered up three general rules:

1. Study in breadth. Look at wars and campaigns over a long sweep of time. Look for both similarities and discontinuities.

Only by seeing what does change can one deduce what does not.

2. Study in depth. Look at a single campaign by reading a variety of histories, memoirs, letters, diaries, etc. Recognize the confusion, chaos and varying perspectives at work. (Clearly, this is the antithesis of the classic business case study.)

3. Study in context. Do not just look at the military action, study the sociology and politics of the nations involved. Again, these are perspectives that are usually absent in the analysis of strategy foisted on executives and students.

Dr. James Holmes makes an interesting point about strategy: "Strategy is about forming good habits." Critically, in this he includes both "habits of mind" AND "habits of action." Clausewitz would probably agree. Business professor Michael Porter might not.

“Wargaming in the Classroom”


On 22 July, the US Army War College hosted a panel discussion on “Wargaming in the Classroom”. It was a terrific event which packed a lot of info and insight into 2 ½ hours.

In his introductory remarks, Samuel White, Deputy Director of the Center for Strategic Leadership at the AWC noted that the mission of the AWC is to “to develop leaders and ideas.” In his view, and that of the panelists, wargaming is a tool that can do both.

I. "Innovative Employment of of Wargames in PME”

The first speaker was Dr. James Lacey of the Marine War College.

His talk can be seen as an update of this article from 2016:

WARGAMING IN THE CLASSROOM: AN ODYSSEY
A key point he made at the outset of his talk was that his classes were not gaming classes. They are military history and strategic studies seminars. Thus, his heavy reliance on wargames are a radical departure from the norm.
The benefits he saw from using wargames:
1. “Games are remembered nearly forever.” (The audience of experienced gamers heartily agreed with this point.) Students keep thinking about the issues and decisions for days and weeks after they play.

2. Games generate a large volume of decisions to make and ponder. “Every turn creates new strategic problems to solve.”

3. War college students now think and write in Powerpoint. Traditional writing assignments no longer are the best method to build understanding through in-depth analysis.

Wargames are a way to fill that gap.

4. “Wargames provide mental models” which students can use in the future to interpret new information, problems, and challenges. For example, The Civil War battle of Chancellorsville shares many characteristics with maneuver warfare battles in Iraq or hypothetical battles against Russia in Estonia or Poland.
II “Wargames and International Relations”

Dr. David Lai, AWC Strategic Studies Institute.

He brought an intriguing perspective to the proceedings. His cross-cultural survey and “meta” approach gave me a lot to think about.

A. “All games have their origins in human conflict”

Not just wargames. Sports and “entertainment” games (poker, bridge) share the same starting point.

B. “Games become part of culture and culture effects thinking.”

For example, Americans play poker, and US diplomacy reflects aspects of that game. “Bluffing” (intimidation), playing the cards you are dealt in each crisis, etc..

C. “Nations play games, but different nations play different games.”

1. Thus, while the US may think of poker when dealing with China, the Chinese play Go, not poker.

2. Go is a game requiring long-range, subtle strategies.

3. The “playing board” looks completely different for each player because different games/ different strategic culture.

III “Wargaming in the classroom”

Dr. Peter Perla CNA. Author of The Art of the Wargame.

A. For military organizations the key leadership challenge is “how to develop mental ‘muscle memory’” before officers go to war.

1. It is only through such “muscle memory” that leaders can make better decisions faster under the strain of battle
B. How wargames work:

1. They entertain
2. They engage
3. They enlighten

C. Why wargames work:

1. Players engage, not just observe. Active, not passive learning.
2. They must act and then live with the consequences of their actions.
3. It is a game yet when playing it becomes ‘real’ on some mental level.
4. Wargames present a special type of narrative. Players “live the stories” while playing. Higher engagement than reading history or listening to a lecture.

D. One of the most important things to learn for wargames: “What we ‘know’ that just ‘ain’t’ so.”

Wargames can strip away illusions and false assumptions.

E. For the US Navy in the interwar period (1919-1941) wargaming was the main driver for innovation.

1. It also promoted tighter integration between the various functions in the service.

2. The navy also benefitted because students learned three critical skills from wargaming:

a. How to self-critique
b. How to offer honest and useful criticism to others.
c. How to accept honest criticism.

F. Done right, wargaming helps both students and organizations learn.

He closed emphatically: “Wargaming saves lives.” Therefore gaming needs to start early in an officers professional career.

IV “Teaching wargame design at the Army Command and General Staff College”

Dr. James Sterrett, USA CGSC

A. Wargame design is both an art and a science.

B. He warned against perfectionism in the design stage by quoting French poet Paul Vallery: “A poem is never finished, it is only abandoned.”

C. What is critical is not the initial design, but testing. At the classes on game design at CGSC, half the course time is now devoted to testing.

D. Dr. Sterrett agreed with Dr. Perla that officers should be introduced to wargaming as early as possible, preferably when they are still cadets.

Half-blind experts and the straw men they create


Foreign Affairs features an article by professor Tom Nichols on the Perils of Democracy and the Ordeal of one of America’s most vulnerable classes:

How America Lost Faith in Expertise

It's not just that people don't know a lot about science or politics or geography. They don't, but that's an old problem. The bigger concern today is that Americans have reached a point where ignorance--at least regarding what is generally considered established knowledge in public policy--is seen as an actual virtue. To reject the advice of experts is to assert autonomy, a way for Americans to demonstrate their independence from nefarious elites--and insulate their increasingly fragile egos from ever being told they're wrong.
The article will appeal to all those in the “credentialed not educated" classes who are still dealing with post-election trauma. Like a good friend after a break up, Nichols reassures the Acela riders “It’s not you, it’s the idiots who don’t recognize your value.”

I doubt that Nichols will win many converts. G. K. Chesterton was a formidable polemicist and debater because he tried to “never let a quarrel ruin a good argument.” On Twitter (@RadioFreeTom) Nichols is the anti-Chesterton. He never argues when he can dismiss and demean.

This passage is hilarious and damning:

Conspiracy theories are attractive to people who have a hard time making sense of a complicated world and little patience for boring, detailed explanations. They are also a way for people to give context and meaning to events that frighten them. Without a coherent explanation for why terrible things happen to innocent people, they would have to accept such occurrences as nothing more than the random cruelty of either an uncaring universe or an incomprehensible deity. And just as individuals facing grief and confusion look for meaning where none may exist, so, too, will entire societies gravitate toward outlandish theories when collectively subjected to a terrible national experience. Conspiracy theories and the awed reasoning behind them, as the Canadian writer Jonathan Kay has noted, become especially seductive "in any society that has suffered an epic, collectively felt trauma." This is why they spiked in popularity after World War I, the Russian Revolution, the Kennedy assassination, the 9/11 attacks, and other major disasters--and are growing now in response to destabilizing contemporary trends, such as the economic and social dislocations of globalization and persistent terrorism.

At their worst, conspiracy theories can produce a moral panic in which innocent people get hurt. But even when they seem trivial, their prevalence undermines the sort of reasoned interpersonal discourse on which liberal democracy depends. Why? Because by definition, conspiracy theories are unfalsifiable: experts who contradict them demonstrate that they, too, are part of the conspiracy.
As recently noted on this blog (“They trusted the experts”) the ritual child abuse panics of the 1980s and 1990s were fueled by the insane conspiracy theories of experts: child psychologists, social workers, policeman, prosecutors.

The Intellectual Yet Idiot

What we have been seeing worldwide, from India to the UK to the US, is the rebellion against the inner circle of no-skin-in-the-game policymaking “clerks” and journalists-insiders, that class of paternalistic semi-intellectual experts with some Ivy league, Oxford-Cambridge, or similar label-driven education who are telling the rest of us 1) what to do, 2) what to eat, 3) how to speak, 4) how to think… and 5) who to vote for.

But the problem is the one-eyed following the blind: these self-described members of the “intelligentsia” can’t find a coconut in Coconut Island, meaning they aren’t intelligent enough to define intelligence hence fall into circularities??but their main skill is capacity to pass exams written by people like them. With psychology papers replicating less than 40%, dietary advice reversing after 30 years of fatphobia, macroeconomic analysis working worse than astrology, the appointment of Bernanke who was less than clueless of the risks, and pharmaceutical trials replicating at best only 1/3 of the time, people are perfectly entitled to rely on their own ancestral instinct and listen to their grandmothers (or Montaigne and such filtered classical knowledge) with a better track record than these policymaking goons.

“The Great Training Robbery”

Who is to Blame for 'The Great Training Robbery'?
One key point:

Too often CEOs turn to HR to create a training program when faced with a problem. The CEO avoids opening a Pandora’s box of larger organizational flaws, and HR is happy to comply because it puts the function more at the center of things and avoids a risky conversation with the CEO about why training might not solve the problem.

“It is threatening, which is why most people don’t want to go through what we call an honest collective and public conversation about what’s really going on here,” Beer says. “So training becomes an easy way to try to fix the problem, even though it doesn’t fix it.”
So, the training problem is a symptom of a leadership problem like corralled rebellion and fad-surfing.

Dig a little bit and you can see the denial hiding behind the radicalism. Executives realized that their company needed to change. They sense that real change, fundamental change, is hard. So they opted for something softer. They would do something that appeared radical, but they would fence it off from the rest of the company. Or they would make dramatic changes but only in superficial matters like desk arrangement.

In short, they would corral the rebellion while they talked of revolution. That way, they never had to change much of anything that really mattered. All the while they could reassure each other that they were bold, and innovative, and cutting edge.

The very model of a scholar


Jacques Barzun was the embodiment of the scholarly ideal. He reflected and defended a vision of the humanities that was destroyed by politics, physics-envy, and industrial-scale production of PH.D.s.

From Dawn to Decadence, like most of his works, is that rarest of books. It is a book every thinking person should read yet reading it is unalloyed joy.

It is sweeping in its scope and ambition. His vast scholarship and wise judgment is on display on every page. He does not shy away from confident pronouncements which are often delivered as gentle aphorisms:

It is logical that this century's taste for aberrations, which it sees as a norm previously obscured by prejudice…

Black humor was one of the favorite spicings substituted for energy...

Love of what is fine should not make one finicky.
Barzun embodied that last piece of advice. An intellectual historian of the first rank, he also was a reader of detective stories and wrote about them with the same verve and knowledge he brought to works on Freud, education, and music.

The American school system was at the height of its dedication and efficiency. The grammar schools has assimilated millions of motley immigrants; the free public high school was a daring venture that was the envy of industrialized nations; its curriculum was liberal (in modern speech elitist)-- Latin, the English poets, American and English history, a modern foreign language, mathematics and science every year-- and no marshmallow subjects
And then the verdict on the damage done:

It was said earlier that the great 19C invention, the public school, had lost the power to make children literate. Methods useless for that purpose, absurd teacher training, the dislike of had work, the love of gadgetry, and the efforts to copy and to change the outer world ruined education throughout the West.

A Point of View: The case for not leaving education to the teachers

Since the Middle Ages, education has been regarded in this country as a public duty. Originally the duty did not fall on the state. It was a general charitable duty, to which wealthy people responded by establishing schools and colleges, setting up the trusts that would fund them, and providing scholarships for poor pupils. A statute of Elizabeth I defined education as a charitable purpose, entitled to certain legal and fiscal privileges. Over the following centuries new schools proliferated, often established by the Anglican and non-conformist churches. In 1833 the government introduced an annual grant to two charities that provided both church schools and non-denominational schools for poor children. As a result of those and similar moves education rapidly expanded during the first half of the 19th Century, to the point where it was unusual for a child not to acquire sufficient numeracy and literacy to survive in the competitive environment of the industrial cities.

The problem with smart people is that they are used to seeking and finding the right answer; unfortunately, in strategy there is no single right answer to find. Strategy requires making choices about an uncertain future. It is not possible, no matter how much of the ocean you boil, to discover the one right answer. There isn’t one.

Overall, I think American businesses put too little emphasis on clear strategic thinking. They put a lot of emphasis on planning but these efforts are frequently evasions of thought rather than real attempts to clarify and define.

Zbigniew Brzezinski once wrote that large bureaucracies do not have strategies-they have shopping lists. That sums up the output of the strategic planning process in most businesses as well. The end result is a grab bag of initiatives and budget items larded with some wishful thinking and trendy buzzwords.

While it is true that B-schools emphasize strategy over execution, they do not do a very good job of it when compared to military education. The approach is superficial using cookie-cutter templates in textbooks and skimpy case studies.

I discussed the conventional case study method here. I'm not sold on the idea that it is great training for strategic leaders. Decision-making under uncertainty is the sine qua non of strategic leadership. Paralysis by analysis is a constant danger. But it is possible to veer too far in the other direction. A bias for deciding can stifle curiosity. In a case study no one has extra information. The meta-lesson is that "no one knows more than I do." In real life, a little extra digging, some pointed questions, some humility, can prevent a lot of mistakes.

Early one morning late last summer, a bus load of ambitious Ivey Business School students departed from Western University’s campus in London, Ontario, and headed north for a unique course on leadership. The individuals in question were not exactly sure what to expect when they arrived at their destination—Canadian Forces Base Borden.

From the course outline, the students knew Leadership Under Fire: Developing Character was a new program designed to challenge them both mentally and physically in an environment outside their comfort zones. Many students, however, didn’t fully realize how much the course would empower them to explore their personal strengths and weaknesses and assess their suitability for leadership. Some students imagined they had signed up for a field trip with relatively simple team building exercises and a fun obstacle course. At least one didn’t even bother to bring along boots and a backpack, which were clearly listed as required items on the course equipment list. These harmless misconceptions were quickly dispelled along with the dangerous and false idea that good leadership comes easy to intelligent and confident people.

They Had a Dream

They had a dream. For almost a hundred years now, the famed academic-artistic-and-punditry industrial complex has dreamed of a government run by their kind of people (i.e., nature’s noblemen), whose intelligence, wit, and refined sensibilities would bring us a heaven on earth. Their keen intellects would cut through the clutter as mere mortals’ couldn’t. They would lift up the wretched, oppressed by cruel forces. Above all, they would counter the greed of the merchants, the limited views of the business community, and the ignorance of the conformist and dim middle class.

In university humanities departments, theory is increasingly dominant--not theory in the traditional scholarly and scientific sense of a tentative conceptual model, always subject to revision, but theory in the sense of an almost religious doctrine, accepted on the basis of assertion and authority. To quote Professor "X" once again: "Graduate "education" in a humanities discipline like English seems to be primarily about indoctrination and self-replication."...

Becoming an alcolyte of some all-encompassing theory can spare you from the effort of learning about anything else. For example: if everything is about (for example) power relationships--all literature, all history, all science, even all mathematics--you don't need to actually learn much about medieval poetry, or about the Second Law of thermodynamics, or about isolationism in the 1930s. You can look smugly down on those poor drudges who do study such things, while enjoying "that intellectual sweep of comprehension known only to adolescents, psychopaths and college professors" (the phrase is from Andrew Klavan's unusual novel True Crime.)

Wargames and crisis management

There was no real planning or preparation for crisis. They did not have contingency plans for the post-Lehamn fallout just has they did not have a clear understanding of what the failure of a TBTF institution would mean….

I find this mind-boggling. For 150 years modern militaries have used war-games, scenario planning, and other strategic tools to prepare for nearly all contingencies. The plans themselves are not the key product of these exercises. It is the development of a collective mental framework and the exploration of messy problems not given to pat answers.
Williamson Murray in Military Innovation in the Interwar Period:

The U.S Navy’s approach to war gaming was similar to that of the German Army. Neither military force used exercises or war gaming as a device to justify current, ‘revealed’ doctrine or as a means to exclude possibilities. In other words, exercises aimed at illuminating possible uses for military forces and at suggesting what questions one might ask; they did not aim at providing ‘solutions’ or answers. In peacetime they were an educational vehicle for the officer corps. In war, gaming aimed at illuminating possibilities . For example, the German game for the Meuse crossing, which occurred in March 1940, came to no resolution on the critical question of whether the German armor should make the breakthrough without waiting for supporting infantry divisions to come up.
This lack of resolution was far from fatal. Two months later the Germans crossed the Meuse under Guderian in a victory which ensured the utter defeat of France and Britain. (See A Neglected but Significant Anniversary for the Meuse battle and its importance)

Nor did the lack of resolution in wargame mean that the effort was wasted. Quite the opposite.

The plans and preparations had been so good that [Guderian's] corps headquarters issued orders for the assault across the river simply by changing the date on an order they had prepared in an earlier wargame and issuing it without further change.

This need to push managers to consider wider extremes is one of the reasons that scenario analysis is talked about so much. But there is theological split in the world of scenario creation and use. Some scenario consultant are quite adamant that scenarios should be stories not numerical models. These professionals are reacting against the phenomenon that spreadsheet sensitivity analysis is sometimes confused with scenario analysis. The use scenario analysis to drag resistant managers kicking and screaming into considering the unthinkable, the Black Swan, and the fat tailed distributions or risk.

But if that battle has been won and managers now understand the vocabulary of and the differences between sensitivity analysis and scenario analysis, then there is a next generation modeling opportunity, i.e. to translate the stories of a scenario into the impact upon a business.

The impact upon a business may like the wargame reveal not just the sensitivity changes under different scenarios, they may also imply more complex differences in states

What was the Fed thinking in the summer of 2008?

Three things stand out beyond the absolute cluelessness of most of the participants.

One: That the Fed and Treasury had allowed the banking system to become opaque to every one, even themselves. No one knew how much risk was in the system nor which institutions were most threatened by it.

The world changed on August 9, 2007. That's when French bank BNP Paribas announced that it wouldn't let investors withdraw money from its subprime funds anymore. It couldn't value them, because nobody wanted to buy them. The effect was immediate. Banks stopped trusting, and lending to, each other. They all had their own subprime problems, but none of them knew whose was the worstor who had insured whom.
And this:

Hawks had convinced themselves that the financial crisis had been going on for so long that it wasn't one anymore. That banks had had more than enough time to cut their exposure to troubled firms. That one bankruptcy, say Lehman's, wouldn't cause a cascade of others. Or, as St. Louis Fed president James Bullard put it, that "the level of systemic risk has dropped dramatically, and possibly to zero."
Two: The blithe acceptance of a severe shock like the bankruptcy of Lehman Brothers.

And the economy really couldn't afford it if they decided, like Richmond Fed president Jeffrey Lacker suggested, that "at some point we're going to choose to let something disruptive happen." That is, let a too-big-to-fail bank fail.
After they did let Lehman fail, there was still an unworldly calm about what just happened:

"We have a lot to talk about," Bernanke said. That they did. Lehman had failed the day before, and markets were trying to figure out what it meant. After some consideration, they decided it was the end of the world.

It was easy to see why. Markets had expected Lehman to be bailed out. Lehman had expected Lehman to be bailed out. So when it wasn't, nobody was prepared. It wasn't clear who had lost what, and who had claims on what. But what was clear was that the insurance giant A.I.G. was going to need a bailout. That money market funds were, as Rosengren had warned, about to break the buck. And that there was a run on every financial asset that wasn't guaranteed by the government.

The Fed, though, was surprisingly upbeat. Lacker had gotten the "disruptive" event he had wanted, and he was pretty pleased about it. "What we did with Lehman I obviously think was good," he said, because it would "enhance the credibility of any commitment that we make in the future to be willing to let an institution fail." Hoenig concurred that it was the "right thing," because it would suck moral hazard out of the market.

It was the day after Lehman failed, and the Federal Reserve was trying to decide what to do.

It had been fighting a credit crunch for over a year, and now the worst-case scenario was playing out. A too-big-to-fail bank had just failed, and the rest of the financial system was ready to get knocked over like dominos.
This echoes something Joseph Lawler noted in his review of Hank Paulson's memoirs:

huge decisions determining the fates of endlessly complex institutions are gamed out in the crudest of terms by two pals in conversations depicted with a level of detail, dramatic tension, and moral awareness that would be better suited for a Sesame Street segment about cooperation.

The Prussians were the first to systematize the process withing their General Staff and War College. The goal was to avoid exactly the problems that we see with the Fed and Treasury in 2008:

Continuity of conception is imperative to safeguard leadership in the nervous trials of reality. Knowledge or capacity in individuals is not enough. In war the organically developed capacity of a majority is necessary
President Eisenhower:

In preparing for battle I have always found that plans are useless, but planning is indispensable
Colin Gray notes that for Ike "the principal value of military planning is not to produce ahead of time the perfect plan, but rather to train planners who can adjust and adapt to changing circumstances as they emerge."

The enemy was always-- Japan-- and the courses were so thorough that after the start of WWII-- nothing that happened in the Pacific was strange or unexpected.
Perhaps the greatest example of the power of the military model is this: The German Army, with its reconstituted General Staff, developed tank doctrine and the concept of the Blitzkrieg before the army possessed any tanks.
