how to customize splash screen so no weather or news comes up

Hello, I’m Virginia fellow Windows user.

Start>Settings>Personalisation>Toggle off the "Show recommendations for tips, shortcuts, new apps, and more" option. It may say “Get fun facts, tips, and more from Windows and Cortana on your Lock Screen” or Start>Settings>Personalisation>Lock Screen>Lock screen status, under the drop down menu set None.
