Although Microsoft is actively enhancing the New Outlook experience, the current version of New Outlook does not yet offer the full range of functions available in classic Outlook.

With none of your notes are shown although it said 8 notes available, some of your legacy “Outlook Notes” don’t surface the same way they did in Classic, and the entry points moved. In many cases, Notes are now surfaced via Sticky Notes / OneNote integration rather than a dedicated Notes module.
If you open the Folder pane and look for Notes within the folder list and can't find your Notes, you can try open Sticky Notes (Start menu → “Sticky Notes”) and sign in with the same account; legacy Outlook Notes may appear there if they had been syncing to the Microsoft Notes service.
If you still see “8” but none display, it can indicate the Notes container exists, but New Outlook isn’t rendering its contents. Verifying in Classic Outlook (or Outlook on the web) will confirm whether the items are present server‑side.
With “Folders aren’t syncing across laptops; Drafts in one, not in the other”, there might be conflicts between Classic vs New Outlook editing the same draft (cache timing) can cause “reverted edits.” A workaround in Classic is enabling “Download shared folders”/Public Folder Favorites to reduce caching conflicts when collaborating on drafts.
Currently, there’s no IMAP folder subscription dialog to tune this on New Outlook; that UI exists in Classic: right‑click the account root → IMAP Folders → Query/Subscribe.
If these Drafts are for work/school (Exchange Online), prefer editing drafts in New Outlook or Outlook on the web on both devices to keep the experience consistent and avoid the cross‑client cache conflict described above.
Regarding "On Classic I can subscribe to IMAP folders; I can’t find that in New Outlook”, Classic Outlook supports IMAP subscriptions (Query/Subscribe/Unsubscribe); New Outlook doesn’t expose that UI. You can switch to Classic to manage IMAP folder subscriptions when needed.
About “I can no longer file emails to folders on different accounts”, this feature is changed in New Outlook. Microsoft is released an update for the new Outlook for Windows (as part of Microsoft 365) - Microsoft 365 Roadmap | Microsoft 365, that will allow users to seamlessly move emails between different accounts. This functionality will be controlled via IT policy settings, giving administrators granular control through Exchange PowerShell.
- To enable this capability, a new parameter has been introduced: -ItemsToOtherAccountsEnabled within the Set-OWAMailboxPolicy cmdlet. By configuring this setting, administrators can permit users to move emails between accounts in accordance with organizational requirements and compliance standards.
