On 3 June 2026, EIPA’s Board of Governors, composed of national representatives, met in Luxembourg at the invitation of, and hosted by, the Luxembourg Ministry of Foreign and European Affairs, Defence, Development Cooperation and Foreign Trade. In addition to operational matters, Board Members reflected on recent developments and discussed strategic priorities for public administrations across Europe for the period ahead. As a recognised hub for public administration, EIPA, through its training programmes and projects implemented at European level, continues to demonstrate its role as a trusted partner, supporting national and EU public administrations in an ever-changing landscape. This week, Tihana Puzic and Giovanna Belisário, from the European CAF Resource Centre at EIPA, delivered a practical training in Tirana, Albania, for the ASPA-Shkolla Shqiptare e Administratës Publike. Participants explored the CAF 2020 model, the self-assessment process, CAF phases and the CAF Action Plan and they had the opportunity to experience first-hand how CAF can support continuous improvement and organisational excellence in public administrations. Thanks to Elda Baguca, CAF National Correspondent for Albania, for presenting the current state of Quality Management in Albania, the country's ambitions regarding CAF implementation, and the importance of partnerships, such as with EIPA and the Regional School of Public Administration, in advancing Quality Management across the public and sector. We also welcome online Nick Thijs from OECD/SIGMA, who emphasised the importance of quality management, continuous improvement and public sector excellence. The training was implemented with the support of the Luxembourg Government through the Luxembourg Technical Assistance Programme for Albania – “Technical Assistance Cooperation”. Thanks to ASPA, the Luxembourg Government, OECD/SIGMA, ReSPA, and all participants for making this event such a success. We look forward to following Albania’s CAF journey and supporting future steps towards stronger, more citizen-focused and high-performing public institutions.

Last week, we concluded our two-day course, “A New Era for EU Cohesion Policy 2028–2034 and Implementation Lessons from Structural Funds Programmes 2021–2027.” Together, we unpacked the European Commission’s proposal for the future of EU Cohesion Policy while reflecting on key implementation lessons from the 2021–2027 programming period. Although the National and Regional Partnership (NRP) and Performance Regulations are still under discussion by the co-legislators, the proposed reforms signal a significant shift towards simplification and a stronger performance-based approach. These changes require in-depth dialogue among all stakeholders to ensure a common understanding and effective implementation. The discussions highlighted the importance of providing practical solutions and clear guidance to support the successful delivery of Cohesion Policy reforms and investments across Europe. Thanks to Maria Palacios Carrère for the reflections on lessons from RRF and Teresa Medina Plans from the Generalitat Catalunya for the MTR/STEP updates.
