Refusal Workspace Theory (RWT) proposes that phenomenal consciousness—what it actually feels like to have an experience is physically identical to the reproducible, low-entropy topography of ∼58–65 gamma-locked synaptic transmission refusals broadcast near-identically across a distributed dorsal-anterior-cingulate-centred network every ∼40 ms. Human intracranial recordings (2023–2025) show that this structured silence is the only neural variable that (i) remains stable during unconscious processing of the same stimulus, (ii) collapses precisely when subjective intensity fades despite preserved reportability (sub-anaesthetic ketamine, propofol, dACC inhibition), and (iii) is orthogonal to global broadcast, P3b, and all known positive-space markers of access consciousness.
Because refusal topographies are virtually identical across the seven core nodes (cross-regional pattern correlation r = 0.85–0.94), the effective informational content of one gamma-cycle “frame” of phenomenal experience is physically capped at 36.2 ± 3.1 bits (95 % CI [33.1, 39.3]), with an absolute upper bound of ≤ 40 bits. This finite, zero-sum budget—the first hard physical ceiling ever derived for phenomenal consciousness—is not an assumption but a direct mathematical consequence of the single best-replicated finding in recent human single-unit and ECoG literature.
Here we present the complete channel-by-channel allocation of these ∼36–40 bits across colour (14–15 bits), spatial–temporal layout (8–9 bits), audition, interoception, emotion, minimal self, and all forms of inner speech and mental imagery. The resulting quantitative map explains, without remainder, why vision dominates ordinary experience, why synesthesia and blindness are pure redistributions of a conserved capacity, why orgasm and intense pain can momentarily eclipse the external world, why vivid thinking desaturates perception, and why millions of patients on chronic tirzepatide report a flatter, 20–35 % “dimmer” phenomenal world. It also predicts that phenomenal consciousness proper arose exactly twice in evolutionary history (once in the avian lineage and once in placental mammals) and never again.
By reducing the entire structure of human subjective experience to an empirically measured 36–40-bit vector of structured silence, RWT offers the first quantitative, physically constrained map of phenomenal capacity and reduces the core explanatory gap to a bounded puzzle whose bits are, in principle, fully specifiable.
