In this paper, i provide an introduction to development ethics and make some observations about integral human development. i argue that although there is very little dialogue between these two traditions, they have a lot of common ground, and can helpfully inform one another. International development ethics is a largely secular field concerned with ethical reflection on the ends and means of development. i discuss four levels of ethical reflection: meta-ethical, normative, practical, or applied, (...) and personal or integral. The first three of these levels are well established in philosophical ethics. i introduce the fourth with the hope of encouraging more discussion of how individuals engaged in the theory and practice of development ethics ought to navigate the various spheres of their own lives. This last stage of ethical reflection and action can benefit greatly from work done in integral human development. Integral human development is integral in at least two ways: development is not simply economic development, but development the whole person, including social, political, creative, spiritual, etc., and development is the development of every person, whether the person is a marginalize peasant or a powerful élite. i explain why this second way of integration is both less discussed and more radical than the first. Resumen En este artículo, ofrezco una introducción a la ética del desarrollo y hago algunas observaciones sobre el desarrollo humano integral. Sostengo que, aunque hay muy poco diálogo entre estas dos tradiciones, tienen mucho terreno común y pueden ayudarse mutuamente. La ética del desarrollo internacional es un campo ampliamente secular que se ocupa de la reflexión ética sobre los fines y los medios de desarrollo. Discuto cuatro niveles de reflexión ética: meta-ético, normativo, práctico, o aplicado, y personal o integral. Los tres primeros de estos niveles están bien establecidos en la ética filosófica. Presento el cuarto con la esperanza de fomentar una mayor discusión sobre cómo los individuos involucrados en la teoría y la práctica de la ética del desarrollo deben navegar por las diversas esferas de sus propias vidas. Esta última etapa de reflexión y acción ética puede beneficiarse enormemente del trabajo realizado en el desarrollo humano integral. El desarrollo humano integral es integral en al menos dos maneras: el desarrollo no es simplemente desarrollo económico, sino el desarrollo de toda la persona, incluyendo social político, creativo, espiritual etc., y el desarrollo es el desarrollo de cada persona, sea la persona un campesino marginado o una de la ponderosa elite. Development ethics is concerned with the justification of development in terms of different normative issues. Mahatma Gandhi was the greatest among all who contributed to the Indian nationalism movement. The focus of this article is to show that Mahatma Gandhi can be regarded as a third world precursor of development ethics. To facilitate the purpose, the writer will try to show first that Gandhi’s theory of ahimsa acts as a foundational ethics of his entire (...) development thought, because it is against arbitrary consumerism and unsustainable resource use. Then the writer will analyze three important concepts of Gandhi – sarvodaya, swadeshi and satyagraha – which are the three principles of sustainable development, an important aspect of development ethics. Through its preference to the essential unity and equality of all earthly creatures, the principle of sarvodaya shows an empathetic approach towards natural world. The swadeshi spirit is handy in getting support for the national economic planning. To fight against injustices, Gandhi resorted to the method of satyagraha. Hence it became a technique that made the foundation of development ethics (that is, ahimsa) practical. Before drawing the conclusion, the writer will briefly evaluate Gandhi’s development thought that will also depict how Gandhi pioneered development ethics. (shrink)

This paper aims to show the necessity of development ethics. For this purpose, I discuss two of many moral issues of development policy – poverty and corruption. I argue that reducing poverty and curbing corruption are the two moral issues that should be considered seriously, because poverty and corruption prevent people from getting any access to development. But in order to reduce poverty and to curb corruption value-neutral measures of economics are not enough. They are also (...) involved with ethical assumptions. I show that if any development policy maker wants to reduce poverty and corruption to some extent, he has to resort not only to value-neutral strategies of development, but also to the ethics of development. And this opens the door for development ethics that can contribute to the creation of a sane and judicious development policy. (shrink)

A series of recent developments points towards auditing as a promising mechanism to bridge the gap between principles and practice in AI ethics. Building on ongoing discussions concerning ethics-based auditing, we offer three contributions. First, we argue that ethics-based auditing can improve the quality of decision making, increase user satisfaction, unlock growth potential, enable law-making, and relieve human suffering. Second, we highlight current best practices to support the design and implementation of ethics-based auditing: To be feasible (...) and effective, ethics-based auditing should take the form of a continuous and constructive process, approach ethical alignment from a system perspective, and be aligned with public policies and incentives for ethically desirable behaviour. Third, we identify and discuss the constraints associated with ethics-based auditing. Only by understanding and accounting for these constraints can ethics-based auditing facilitate ethical alignment of AI, while enabling society to reap the full economic and social benefits of automation. This paper explores the development of an ethical guardrail framework for AI systems, emphasizing the importance of customizable guardrails that align with diverse user values and underlying ethics. We address the challenges of AI ethics by proposing a structure that integrates rules, policies, and AI assistants to ensure responsible AI behavior, while comparing the proposed framework to the existing state-of-the-art guardrails. By focusing on practical mechanisms for implementing ethical standards, we aim to enhance transparency, user autonomy, and (...) continuous improvement in AI systems. Our approach accommodates ethical pluralism, offering a flexible and adaptable solution for the evolving landscape of AI governance. This paper elucidates and illuminates the notion of post colonialism and post-modernism as an epitome upon which discourse on development related issues in the post-colonial world is premised. Secondly, the paper situates the emergence post colonial critical perspectives generally using development in the South as a point of reference. The paper specifically focuses on feminist postcolonial critical perspectives on gender, race and class. Accordingly, the paper explicates the implications of intersectionality on the development discourse in the South (...) and its multiplicative (not additive) effects on gender discrimination, women subordination and women agency with particular reference to the feminization of work and allocation of resources. The paper then looks at the indispensability of the intersectional methodology in the understanding of development related issues in the South before concluding accordingly. It ought to be born in mind that the paper envisages the North and South in terms of the Brandt commission(Klaus, 2002,p.5) demarcation or description but does not only look at the South in terms of territorial cartographies but also social ones(Robinson, 2002) as well in the sense that South race connections will greatly contributetothe marginalisation of Southerners or people of colour even if there are territorially situated in North for various reasons such as migration, slavery etc. (shrink)

This article is an attempt to develop a measure of ethical sensitivity to racial and gender intolerance that occurs in schools. Acts of intolerance that indicate ethically insensitive behaviors in American schools were identified and tied to existing professional ethical codes developed by school-based professional organizations. The Racial Ethical Sensitivity Test consists of 5 scenarios that portray acts of racial intolerance and ethical insensitivity. Participants viewed 2 videotaped scenarios and then responded to a semistructured interview protocol adapted from Bebeau and (...) Rest. After a 2-week interval, this procedure was repeated. Stability of the REST across time was determined by using the overall test-retest coefficient. Internal as well as interrater consistency was also calculated for each scenario. Overall findings indicate promise for the REST as a reliable measure to assess racial and ethnic sensitivity. (shrink)

Environmental ethics and sustainable development maintain a very close relationship with each other. Environmental ethics gives priority to the future generation, and sustainable development also says about development considering the next generation. In this essay, the Rampal coal power plant in Bangladesh has been analyzed, focusing on future generation's sustainability. From this essay, it is found that the environmental specialists and UNESCO argue to stop the project, but from the government is arguing, showing the logic (...) that the project is not harmful to the environment and the project authority can manage the probable environmental degradation because of it. Economistic Business Ethics Denial (BED) is the belief that contemporary business has features that make it systematically incompatible with ethics. Using over 1200 participants across seven separate samples we established the substantive validity of a BED Scale, confirmed its theorized structure, psychometric properties, convergent, and discriminant validity. The results suggest that the scale assesses four correlated factors of economistic BED. The scale can be used in future research on ethical decision making in business, and business ethics education.

Within virtue ethics, there has been a growing interest in topics surrounding moral education and ethical development. It is often taken to be a truism that self-examination and self- knowledge play an important part in ethical development. This perception might explain why little attention has been paid to problematizing and understanding the role that self- examination and self-knowledge play in such development. -/- This alleged truism, namely, that self-examination and self-knowledge are important for ethical development (...) has come under attack in recent years from scholars inspired by research in social psychology and cognitive science. Research on depressive realism, for instance, has been used to claim that a certain dose of self-deception is necessary for a flourishing life. Research on associative learning, priming influences, and automatic processes has shown that our behavior is shaped by such a myriad of unconscious influences that the project of knowing oneself appears futile. Even within virtue ethics there has been a slowly growing distrust about the relevance of self-examination and self-knowledge for the development of virtue. It has been objected that the self-centered nature of self-examination is an impediment to the development of virtue, which is outward-oriented. It has also been suggested that in making self-knowledge central for ethical development one ends up portraying such development as excessively intellectual, failing to accommodate virtuous agents who are not very good at knowing themselves. -/- In the dissertation I respond to these challenges. I show that coming to know yourself, in particular coming to know the unconscious mental states that inform your life, is an essential xipart of ethical development. A central part of the argument consists in showing that there is an internal connection between self-examination, self-knowledge and rational agency. In showing this I make perspicuous why self-knowledge should be taken to be, not just one of the many tools that allow us to develop ethically, but a capacity that underwrites any such tool. -/- Examining the relationship between self-examination, self-knowledge and ethical devel- opment is particularly pressing for moral philosophers whose work is, like the work of most virtue ethicists, informed by historical figures. These philosophers have been influenced by thinkers who, for the most part, wrote before the 20 th century, a century that saw signif- icant contributions from psychotherapists, cognitive scientists and social psychologists to our understanding of the relationship between self-examination, self-knowledge and ethical development. Engaging with the literature on psychotherapy and psychology allows me to offer a textured account of ethical development that is empirically informed. -/- At the same time that the dissertation establishes that self-examination and self-knowledge play an important role in ethical development, it investigates a distinction that has been central to epistemology but whose ethical significance has been overlooked: the distinction between what one might call first- and third-personal self-knowledge. In highlighting the ethical significance of this distinction the dissertation puts in contact the work that episte- mologists have done on self-knowledge and first-person authority with the work that ethicists have done in moral education and ethical development. Thus, although the dissertation is mainly a contribution to moral philosophy it also sheds some light on epistemology. -/- The dissertation defends the thesis that knowing oneself first-personally, as opposed to third-personally, is essential for developing virtue. In arguing for this thesis I am attempting to do justice to an insight that is central to most forms of psychotherapy but which has been neglected within virtue ethics (as well as within social psychology and cognitive science). The work of David Finkelstein and Richard Moran provides the framework within which xiiI argue, against a number of social psychologists and cognitive scientists working on the topic of self-knowledge, that if the aspiration to know oneself is part of a person’s ethical development, then it cannot be merely an aspiration to acquire information about oneself but also, and quite importantly, to relate and engage with this information in a first-personal way. I claim that it is only with this kind of self-knowledge that one can aspire to unify rationally the competing elements in one’s life into a coherent whole. -/- I also appeal to the work by Jonathan Lear to elucidate further the nature of first-personal self-knowledge. Moran and Lear agree on the thesis that a certain kind of first-personal self- knowledge is important for ethical development but disagree on how to characterize this kind of self-knowledge. Lear defends an expressive model of first-personal self-knowledge according to which a person has first-personal self-knowledge of her mental state in virtue of the fact that she can express it in a self-ascription. Moran defends an agential model of first-personal self-knowledge according to which a person has first-personal self-knowledge of her mental state because she can make up her mind about it deliberately. Although their positions seem in competition with each other I argue that they are actually complementary. Each of these types of first-personal self-knowledge plays a distinctive role in our ethical development. Expressive self-knowledge is required to make explicit patterns of thought that interfere with the person’s ability to live well. Agential self-knowledge is the ultimate aim of this kind of self-transformation —a properly human life is one where the person’s mental states are formed and can be transformed though her rational assessments of the merits of the situation. These two ways of knowing oneself are connected by the fact that, if things are working well, the former leads to the latter. In fact, I argue that the expressive dimension of self-knowledge facilitates the process whereby instinctive and automatic responses that are not rational become unified with, and transformed by, our self-conscious reflection, a process that ultimately leads to the acquisition of the kind of agential self-knowledge that Moran defends. The technology known as artificial intelligence (AI) has become a game-changer, capable of completely altering a number of facets of civilization. But as AI grows more and more common, significant ethical questions arise that need to be answered. An overview of the main ethical issues surrounding artificial intelligence (AI) is given in this abstract, emphasizing the necessity of developing, implementing, and governing AI systems responsibly. First, fairness, accountability, and openness are the main ethical concerns surrounding AI. Inadvertent bias perpetuation in (...) training data by AI systems can result in unfair hiring, lending, and criminal justice outcomes. Careful design, objective data gathering, and ongoing monitoring to minimize and correct any potential biases are necessary to ensure fairness in AI systems. Second, two essential components of ethical AI are explainability and transparency. Understanding the reasoning behind the decisions made by some AI models is difficult due to their lack of interpretability, especially in high-stakes industries like healthcare and driverless cars. Establishing systems to offer defenses and explanations for AI results is crucial to fostering responsibility and confidence. Thirdly, data security and privacy are issues that AI brings up. AI systems frequently rely on enormous volumes of personal data, therefore their use needs to respect people's autonomy and adhere to privacy laws. To solve these ethical issues, it is essential to protect data from illegal access, obtain informed consent, and put strong security measures in place. Fourth, it's important to closely consider how AI will affect employment and socioeconomic inequality. AI has the potential to increase productivity and open up new opportunities, but it also has the potential to worsen already-existing inequality and cause job displacement. In order to mitigate the possible negative effects, ethical concerns call for developing inclusive economic policies, supporting retraining programs, and making sure that impacted workers have a fair transition. Furthermore, making ethical decisions is necessary when using AI in delicate fields like criminal justice, healthcare, and warfare. Artificial intelligence need to supplement human talents rather than supplant human discernment, and it ought to consistently take moral and ethical factors into account when making consequential decisions. Last but not least, a variety of stakeholders, including developers, legislators, and the general public, are accountable for ethical AI. Establishing ethical standards, codes of conduct, and regulatory frameworks that control the creation, use, and use of AI technology requires cooperation and interdisciplinary methods. (shrink)

Philosophical inquiry strives to be the unencumbered exploration of ideas. That is, unlike scientific research which is subject to ethical oversight, it is commonly thought that it would either be inappropriate, or that it would undermine what philosophy fundamentally is, if philosophical research were subject to similar ethical oversight. Against this, I argue that philosophy is in need of a reckoning. Philosophical inquiry is a morally hazardous practice with its own risks. There are risks present in the methods we employ, (...) risks inherent in the content of the views under consideration, and risks to the subjects of our inquiry. Likely, there are more risks still. However, by starting with the identification of these three risks we can demonstrate not only why an ethics of practice is needed but also which avenues are the most promising for developing an ethics for philosophical practice. Although we might be in the business of asking questions, we do not absolve ourselves of responsibility for the risks that inquiry incurs. (shrink)

New Muslim movements in South India, such as the Solidarity Youth movement, re-formulated Muslim priorities towards human rights, democracy, development, environmental activism, and minorities. I read Solidarity Youth Movement as proposing an ethic of Islam’s conception of justice, while also drawing inspiration from the influential Islamist Abul A’la Maududi. Focusing on jurisprudential debates, I look at the ways in which Maududi’s intervention informs the praxis of Solidarity Youth Movement. This paper seeks the possibility of examining their activism as an (...) instance of juristic deliberation, linked to the revival of maqāṣid al-sharī’ah in the latter part of the twentieth century. I suggest a reading of their maqāṣid approach, born out of praxis in a Muslim minority context, as potentially informing the development of fiqh al-aqalliyah. (shrink)

Placebo-trials on HIV-infected pregnant women in developing countries like Thailand and Uganda have provoked recent controversy. Such experiments aim to find a treatment that will cut the rate of vertical transmission more efficiently than existing treatments like zidovudine. This scenario is first stated as generally as possible, before three ethical principles found in the Belmont Report, itself a sharpening of the Helsinki Declaration, are stated. These three principles are the Principle of Utility, the Principle of Autonomy and the Principle of (...) Justice. These are taken as voices of moral imperative. But although each has intuitive appeal, it can be shown that there are possible scenarios in which they give conflicting prescriptions. To achieve consistency, one must be subordinate to the others. The voice of utility is taken as subordinate to those of justice and autonomy and it is shown that given plausible assumptions about the level of poverty and education in the developing country targeted, the experiment is ruled morally wrong in the name of both justice and autonomy. Moreover, it is argued that no justification can be found for the inclusion of a placebo group, when strictly defined. By contrast, a ‘no- treatment’ control arm might be justified, but only when the demands of autonomy are satisfied, demands that are more stringent than they might appear. A utilitarian defence of the experiment is examined, namely that the would-be participants are in a no-loss situation, and it is shown that this defence is seriously flawed. Finally, it is concluded that there is no justification for amending the Declaration of Helsinki. (shrink)

This article explains and examines the ethical implications of Immanuel Kant’s philosophy for human development and global peace. The article addresses the problem of whether Kant’s philosophy advances human development and global peace. I argue that Kant’s philosophy promotes human development and global peace. The argument is based on the following premises: Kant’s moral philosophy supports reverence for humanity. Reverence for humanity promotes the cultivation of human potential, such as rationality. Kant considers rationality a property par excellence (...) in human persons, making them superior to other animals; so, rationality is a guiding principle that makes human persons worthy of reverence. Rationality helps resolve conflicts among people in a society. Moreover, Kant’s political philosophy promotes cooperation among states, eventually leading to global peace. Peace and human development depend on each other: human development develops positive peace, and negative peace augments human development. Kant’s ethics of reverence for humanity promotes positive peace, while his politics of cosmopolitan rights creates negative peace among states. Negative peace is the absence of violence, while positive peace refers to activities affirming life. In general, Kant’s moral and political philosophy is characteristically rational and cosmopolitan, which strives to cultivate natural capacities among human persons across the states, which enhances human development and global peace. In the arena of qualitative research, this article uses the method of empirically informed philosophical analysis to examine journal papers, scholarly books, proceedings of conferences, and congresses. Artificial Intelligence (AI) systems are heavily dependent on the knowledge of software developers for creating rules, managing data, and organizing algorithms. This paper examines the crucial impact that software engineers have on the development of AI decision-making processes through the creation of rules, pre-processing of training data, and implementation of frameworks that ultimately affect model behavior. This research focuses on the effects of human-designed logic on the performance, fairness, and understandability of artificial intelligence, highlighting the interaction between automated decision-making (...) processes and the limitations imposed by the developers involved. We also investigate the ethical implications that result from biases inherent in human-created guidelines and data collections, underscoring the necessity for accountable AI design methodologies. This study's findings are based on case studies and empirical analysis, revealing that AI systems are not entirely autonomous but rather an expression of software engineers' decision-making, expertise, and personal predispositions. We suggest implementing guidelines for software developers to minimize bias, improve the transparency of AI systems, and guarantee the ethical use of artificial intelligence in deployment. The significance of software engineers in creating dependable and trustworthy AI systems is highlighted by this research. (shrink)

Background: Community-based education (CBE) involves educating the head (cognitive), heart (affective), and the hand (practical) by utilizing tools that enable us to broaden and interrogate our value systems. This article reports on the use of virtue ethics (VE) theory for understanding the principles that create, maintain and sustain a socially accountable community placement programme for undergraduate medical students. Our research questions driving this secondary analysis were; what are the goods which are internal to the successful practice of CBE in (...) medicine, and what are the virtues that are likely to promote and sustain them? -/- Methods: We conducted a secondary theoretically informed thematic analysis of the primary data based on MacIntyre’s virtue ethics theory as the conceptual framework. -/- Results: Virtue ethics is an ethical approach that emphasizes the role of character and virtue in shaping moral behavior; when individuals engage in practices (such as CBE), goods internal to those practices (such as a collaborative attitude) strengthen the practices themselves, but also augment those individuals’ virtues, and that of their community (such as empathy). We identified several goods that are internal to the practice of CBE and accompanying virtues as important for the development, implementation and sustainability of a socially accountable community placement programme. A service-oriented mind-set, a deep understanding of community needs, a transformed mind, and a collaborative approach emerged as goods internal to the practice of a socially accountable CBE. The virtues needed to sustain the identified internal goods included empathy and compassion, connectedness, accountability, engagement [sustained relationship], cooperation, perseverance, and willingness to be an agent of change. -/- Conclusion: This study found that MacIntyre’s virtue ethics theory provided a useful theoretical lens for understanding the principles that create, maintain and sustain CBE practice. Background -/- Emerging technologies and societal changes create new ethical concerns and greater need for cross-disciplinary and cross–stakeholder communication on navigating ethics in research. Scholarly articles are the primary mode of communication for researchers, however there are concerns regarding the expression of research ethics in these outputs. If not in these outputs, where should researchers and stakeholders learn about the ethical considerations of research? Objectives -/- Drawing on a scoping review, analysis of policy in a specific disciplinary context (...) (learning and technology), and reference group discussion, we address concerns regarding research ethics, in research involving emerging technologies through developing novel policy that aims to foster learning through the expression of ethical concepts in research. Approach -/- This paper develops new editorial policy for expression of research ethics in scholarly outputs across disciplines. These guidelines, aimed at authors, reviewers, and editors, are underpinned by: -/- a cross-disciplinary scoping review of existing policy and adherence to these policies; a review of emerging policies, and policies in a specific discipline (learning and technology); and, a collective drafting process undertaken by a reference group of journal editors (the authors of this paper). -/- Results -/- Analysis arising from the scoping review indicates gaps in policy across a wide range of journals (54% have no statement regarding reporting of research ethics), and adherence (51% of papers reviewed did not refer to ethics considerations). Analysis of emerging and discipline-specific policies highlights gaps. Conclusion -/- Our collective policy development process develops novel materials suitable for cross-disciplinary transfer, to address specific issues of research involving AI, and broader challenges of emerging technologies. In this article, we explore the implications of opposing domains theory for developing ethical leaders. Opposing domains theory highlights a neurological tension between analytic reasoning and socioemotional reasoning. Specifically, when we engage in analytic reasoning, we suppress our ability to engage in socioemotional reasoning and vice versa. In this article, we bring together the domains of neuroscience, psychology, and ethics, to inform our theorizing around ethical leadership. We propose that a key issue for ethical leadership is achieving a healthy (...) balance between analytic reasoning and socioemotional reasoning. We argue that organizational culture often encourages too heavy a reliance on nonemotional forms of reasoning to arrive at moral judgments. As a result, leaders run the risk of suppressing their ability to pay attention to the human side of moral dilemmas and, in doing so, dehumanize colleagues, particularly subordinates, and clients. The standard criticisms of Confucian ethics appear contradictory. On the one hand, Confucian ethics is deemed overly rule-bound: it is obsolete because it advocates adherence to ancient Chinese norms of proper conduct. On the other hand, Confucian ethics is perceived as situational ethics—done on the run—and not properly grounded in fundamental principles or norms. I give reasons for these disparate views of Confucian ethics. This paper explores the potential of integrating ancient educational principles from diverse eastern cultures into modern AI ethics curricula. It draws on the rich educational traditions of ancient China, India, Arabia, Persia, Japan, Tibet, Mongolia, and Korea, highlighting their emphasis on philosophy, ethics, holistic development, and critical thinking. This paper argues that there is a need to reconstruct a new paradigm for poverty policy planning in Africa because Neo-liberalism, Ubuntu ethics and African Socialism as proposed paradigms for Africa’s development are untenable. This is so because the above trio are sexist, androcentric and oblivious to structural injustices that feminize poverty in Africa. The paper further argues that even in the Western world, the neo-liberal GDP metric has been challenged and the search for alternative development indicators (...) and paradigms is on. In addition, there is a fully fledged post-neo-liberalism movement in Latin America and a de-growth and post-growth social movement in the West against neo-liberalism and its nebulous economic growth understanding of wellbeing. The paper contends that Africa cannot afford to remain aloof to all these developments. There is therefore a need to develop Pan African paradigms to articulate an endogenous perspective to African development. The paper thus advocates for the Dignified Humanness Paradigm (DHP) as an alternative to neo-liberalism, Ubuntu ethics and African Socialism. The paper also surmises that the actualization of the DHP requires an immediate awakening of the Pan African Moral Consciousness since this will militate on decolonization of the African mind from the amoral neo-liberal economism. In information societies, operations, decisions and choices previously left to humans are increasingly delegated to algorithms, which may advise, if not decide, about how data should be interpreted and what actions should be taken as a result. More and more often, algorithms mediate social processes, business transactions, governmental decisions, and how we perceive, understand, and interact among ourselves and with the environment. Gaps between the design and operation of algorithms and our understanding of their ethical implications can have severe consequences (...) affecting individuals as well as groups and whole societies. This paper makes three contributions to clarify the ethical importance of algorithmic mediation. It provides a prescriptive map to organise the debate. It reviews the current discussion of ethical aspects of algorithms. And it assesses the available literature in order to identify areas requiring further work to develop the ethics of algorithms. Ethical decision-making frameworks assist in identifying the issues at stake in a particular setting and thinking through, in a methodical manner, the ethical issues that require consideration as well as the values that need to be considered and promoted. Decisions made about the use, sharing, and re-use of big data are complex and laden with values. This paper sets out an Ethics Framework for Big Data in Health and Research developed by a working group convened by the Science, Health (...) and Policy-relevant Ethics in Singapore Initiative. It presents the aim and rationale for this framework supported by the underlying ethical concerns that relate to all health and research contexts. It also describes a set of substantive and procedural values that can be weighed up in addressing these concerns, and a step-by-step process for identifying, considering, and resolving the ethical issues arising from big data uses in health and research. This Framework is subsequently applied in the papers published in this Special Issue. These papers each address one of six domains where big data is currently employed: openness in big data and data repositories, precision medicine and big data, real-world data to generate evidence about healthcare interventions, AI-assisted decision-making in healthcare, public-private partnerships in healthcare and research, and cross-sectoral big data. Brain-computer interfaces (BCIs) offer significant therapeutic opportunities for a variety of neurophysiological and neuropsychiatric disorders and may perhaps one day lead to augmenting the cognition and decision-making of the healthy brain. However, existing regulatory frameworks designed for implantable medical devices (IMDs) are inadequate to address the unique ethical, legal, and social risks associated with next-generation networked brain-computer interfaces (BCIs). In this article, we make nine recommendations to support developers in the design of BCIs and nine recommendations to support policymakers in (...) the application of BCIs, drawing insights from the regulatory history of IMDs and principles from AI ethics. We begin by outlining the historical development of IMDs and the regulatory milestones that have shaped their oversight. Next, we summarize similarities between IMDs and emerging implantable BCIs, identifying existing provisions for their regulation. We then use two case studies of emerging cutting-edge BCIs-the HALO (Hardware Architecture for LOw-power BCIs) and SCALO (SCalable Architecture for LOw-power BCIs) computer systems-to highlight distinctive features in the design and application of nextgeneration BCIs arising from contemporary chip architectures, which necessitate reevaluating regulatory approaches. We identify critical ethical considerations for these BCIs, including unique conceptions of autonomy, identity, and mental privacy. Based on these insights, we suggest potential avenues for the ethical regulation of BCIs, emphasizing the importance of interdisciplinary collaboration and proactive mitigation of potential harms. In response to the increasing need for research ethics expertise in low and middle income countries (LMICs), the NIH's Fogarty International Research Ethics Education and Curriculum Development Program has provided grants for the development of training programs in international research ethics for LMIC professionals since 2000. This collection of papers draws upon the combined expertise of Fogarty grantees, trainees, and other experts to assess the state of research ethics in LMICs, and the lessons learned (...) over 12 years of international research ethics education; to assess future needs; and to chart a way forward to meet those needs. In this introductory paper we briefly sketch the evolution of research ethics as applied to LMIC research, the underpinning and evolution of the Fogarty bioethics program, and summarize key conclusions from the other papers in the collection. The large number of hungry people in a global economy based on industrialization, privatization, and free trade raises the question of the ethical dimensions of the worsening food crisis in the world in general and in developing countries in particular. Who bears the moral responsibility for the tragic situation in Africa and Asia where people are starving due to poverty? Who is morally responsible for their poverty - the hungry people themselves? the international community? any particular agency or institution? In (...) the context of Article 3 of the UN Declaration of Human Rights, which states that "Everyone has the right to life, liberty and security" (UNDHR, 1948), the ethical question of poverty and hunger becomes a major human concern that should be discussed publicly and resolved by whatever means available. But how can the poor and hungry realize their right to life and security if their very survival is at stake? This paper maintains that responsibility for global poverty at present lies in recent neo-liberal trends in the global economy and with those individuals and organizations who, though small in number, have acquired a disproportionate share of the world's assets and financial resources. That being the case, it is suggested that our monetary and financial policies are in need of drastic changes with regard to global responsibility towards the hungry and impoverished. (shrink)

Artificial intelligence (AI) and robotics are digital technologies that will have significant impact on the development of humanity in the near future. They have raised fundamental questions about what we should do with these systems, what the systems themselves should do, what risks they involve, and how we can control these. - After the Introduction to the field (§1), the main themes (§2) of this article are: Ethical issues that arise with AI systems as objects, i.e., tools made and (...) used by humans. This includes issues of privacy (§2.1) and manipulation (§2.2), opacity (§2.3) and bias (§2.4), human-robot interaction (§2.5), employment (§2.6), and the effects of autonomy (§2.7). Then AI systems as subjects, i.e., ethics for the AI systems themselves in machine ethics (§2.8) and artificial moral agency (§2.9). Finally, the problem of a possible future AI superintelligence leading to a “singularity” (§2.10). We close with a remark on the vision of AI (§3). - For each section within these themes, we provide a general explanation of the ethical issues, outline existing positions and arguments, then analyse how these play out with current technologies and finally, what policy consequences may be drawn. The concept of human development, formulated explicitly in the nineteenth century, expands upon the notion of economic development to include social, political and even ethical dimensions. Since the mid-twentieth century, international organisations such as the United Nations and the World Bank have adopted human development as a holistic approach to evaluating a country’s progress that considers living conditions, social relations, individual freedoms and political institutions that contribute to freedom and well-being, in addition to standard measures of income (...) growth. The 1990 Human Development Report by the United Nations Development Programme (UNDP) was a significant milestone in establishing the concept of human development. Expanding the freedom of individuals to lead long, healthy and creative lives is at the heart of UNDP’s focus on human development. Beyond the UNDP approach, other human development frameworks, such as those proposed by Martha Nussbaum, have emerged and are based explicitly on self-fulfilment, well-being and happiness. Recent studies add ethics to the latter approach and emphasise the importance of pro-social behaviour and holistic mental health in achieving a good life. (shrink)

In recent discussions, it has been argued that a theory of animal rights is at odds with a liberal abortion policy. In response, Francione (1995) argues that the principles used in the animal rights discourse do not have implications for the abortion debate. I challenge Francione’s conclusion by illustrating that his own framework of animal rights, supplemented by a relational account of moral obligation, can address the moral issue of abortion. I first demonstrate that Francione’s animal rights position, which grounds (...) moral consideration in sentience, is committed to the claim that a sentient fetus has a right to life. I then illustrate that a fully developed account of animal rights that recognizes the special obligations humans have to assist animals when we cause them to be dependent and vulnerable through our voluntary actions or omissions is committed to the following: a woman also has a special obligation to assist a sentient fetus when she causes it to be dependent and vulnerable through her voluntary actions or omissions. From these considerations, it will become evident that a fully developed and consistent animal rights ethic does in fact have implications for the abortion discussion. (shrink)

The increasing workplace use of artificially intelligent (AI) technologies has implications for the experience of meaningful human work. Meaningful work refers to the perception that one’s work has worth, significance, or a higher purpose. The development and organisational deployment of AI is accelerating, but the ways in which this will support or diminish opportunities for meaningful work and the ethical implications of these changes remain under-explored. This conceptual paper is positioned at the intersection of the meaningful work and ethical (...) AI literatures and offers a detailed assessment of the ways in which the deployment of AI can enhance or diminish employees’ experiences of meaningful work. We first outline the nature of meaningful work and draw on philosophical and business ethics accounts to establish its ethical importance. We then explore the impacts of three paths of AI deployment (replacing some tasks, ‘tending the machine’, and amplifying human skills) across five dimensions constituting a holistic account of meaningful work, and finally assess the ethical implications. In doing so we help to contextualise the meaningful work literature for the era of AI, extend the ethical AI literature into the workplace, and conclude with a range of practical implications and future research directions. We introduce the Bias Network Approach (BNA) as a sociotechnical method for AI developers to identify, map, and relate biases across the AI development process. This approach addresses the limitations of what we call the "isolationist approach to AI bias," a trend in AI literature where biases are seen as separate occurrence linked to specific stages in an AI pipeline. Dealing with these multiple biases can trigger a sense of excessive overload in managing each potential bias individually or promote (...) the adoption of an uncritical approach to understanding the influence of biases in developers’ decision-making. The BNA fosters dialogue and a critical stance among developers, guided by external experts, using graphical representations to depict biased connections. To test the BNA, we conducted a pilot case study on the "waiting list” project, involving a small AI developer team creating a healthcare waiting list NPL model in Chile. The analysis showed promising findings: (i) the BNA aids in visualizing interconnected biases and their impacts, facilitating ethical reflection in a more accessible way; (ii) it promotes transparency in decision-making throughout AI development; and (iii) more focus is necessary on professional biases and material limitations as sources of bias in AI development. This essay develops a new conceptual framework of science and engineering ethics education based on virtue ethics and positive psychology. Virtue ethicists and positive psychologists have argued that current rule-based moral philosophy, psychology, and education cannot effectively promote students’ moral motivation for actual moral behavior and may even lead to negative outcomes, such as moral schizophrenia. They have suggested that their own theoretical framework of virtue ethics and positive psychology can contribute to the effective promotion of motivation (...) for self-improvement by connecting the notion of morality and eudaimonic happiness. Thus this essay attempts to apply virtue ethics and positive psychology to science and engineering ethics education and to develop a new conceptual framework for more effective education. In addition to the conceptual-level work, this essay suggests two possible educational methods: moral modeling and involvement in actual moral activity in science and engineering ethics classes, based on the conceptual framework. Ethical frameworks throughout history have struggled with fragmentation, internal contradictions, and the inability to adapt to complex, real-world decision-making. Traditional models—deontology, utilitarianism, and moral relativism—fail to resolve key ethical paradoxes such as the is-ought problem, the tension between justice and mercy, and the limits of moral responsibility under deterministic constraints. This paper develops a coherence-first ethical framework, where morality emerges as a function of stability optimization across multiple scales of decision-making rather than imposed rules or subjective preferences. Ethics is (...) defined as the maximization of coherence persistence, with moral responsibility proportional to an agent’s recursive coherence capacity. The model formally integrates coherence gradients, ethical weighting functions, and recursive selection mechanisms to unify rule-based and outcome-based ethical reasoning. This resolves dilemmas such as the trolley problem by demonstrating that ethical decision-making is not purely about harm minimization but about preserving coherence stability within a system. The framework also provides a structured approach to adaptive ethics in artificial intelligence and post-human decision-making, where rigid moral codes fail in novel environments. By modeling ethical action selection as gradient ascent in coherence space, this approach eliminates the need for static moral absolutes, ensuring that ethical structures remain dynamic and scalable. The result is a self-optimizing ethical system capable of resolving classical dilemmas while maintaining long-term coherence evolution across biological, social, and technological domains. (shrink)

Over the last two decades, the capabilities approach has become an increasingly influential theory of development. It conceptualises human wellbeing in terms of an individual's ability to achieve functionings we have reason to value. In contrast, the African ethic of ubuntu views human flourishing as the propensity to pursue relations of fellowship with others, such that relationships have fundamental value. These two theoretical perspectives seem to be in tension with each other; while the capabilities approach focuses on individuals as (...) the locus of ethical value, an ubuntu ethic concentrates on the relations between individuals. In this article, we ask: to what extent is the capabilities approach compatible with this African ethical theory? We argue that, on reflection, relations play a much stronger role in the capabilities approach than often assumed. There is good reason to believe that relationality is part of the concept of a capability itself, where such relationality has intrinsic ethical value. This understanding of the ethical centrality of relations grounds new normative perspectives on the capabilities approach, and offers a more comprehensive grasp of the relevance of relationships to empirical enquiry. With the development of Artificial Intelligence (AI), the landscape of meta-ethics, which primarily focuses on human ethics, will begin to shift. Many novel meta-ethical questions will arise with the emergence of ‘AI’s own ethics’, i.e., the ethical capacities of AI, instead of the mere ethical principles imposed on or programmed into AI by human engineers. This paper defines AI’s own ethics and analyses such differences. It also categorises the novel meta-ethical questions in the era of (...) AI into four domains: questions about the nature of human ethics from the human perspective, questions about the nature of AI’s own ethics from the human perspective, questions about the nature of human ethics from the AI perspective, and questions about the nature of AI’s own ethics from the AI perspective. The paper also explores the (in)adequacy and (in)applicability of some existing mainstream meta-ethical theories, such as non-cognitivism, error theory, relativism, mind-dependence theory, and objective realism, for addressing some of these questions. The paper concludes that extensive reconceptualisations of existing meta-ethical theories or the development of genuinely new meta-ethical theories are desirable to address the novel meta-ethical questions in the era of AI. This thesis addresses a fundamental challenge in contemporary moral philosophy: if no act has stable permanence, what ethical frameworks remain viable for navigating moral responsibility in an unstable world? Building upon the foundations of Ontological Instability, Fluctuational Epistemology, and Fluctuation Metaphysics, this work develops a novel ethical framework called "Fluctuational Ethics" that reconceptualizes moral responsibility for a world characterized by continuous change and uncertainty. -/- Traditional ethical frameworks—including virtue ethics, deontological ethics, consequentialism, and care ethics—assume varying (...) degrees of stability in moral agents, principles, or relationships. However, empirical evidence from psychology, neuroscience, complexity science, and anthropology demonstrates that moral phenomena exhibit fundamental instability, context-dependency, and processual characteristics that these frameworks struggle to accommodate. -/- Fluctuational Ethics addresses these limitations through six core principles: Pattern-Based Evaluation, Temporal Fluidity, Distributed Agency, Experimental Commitment, Uncertainty Embrace, and Scalar Flexibility. Rather than seeking stable foundations for moral judgment, this framework evaluates dynamic patterns of interaction that emerge from and contribute to the flourishing of fluctuational fields. The approach provides methodological innovations including Participatory Pattern Mapping, Experimental Ethics Protocols, Temporal Ethics Assessment, and Collective Responsibility Frameworks. -/- Through systematic comparison with rival theories, this thesis demonstrates that Fluctuational Ethics addresses critical limitations in existing approaches while incorporating their valuable insights. Empirical evidence from multiple disciplines converges to support the framework's theoretical foundations, revealing that moral phenomena naturally exhibit the characteristics that Fluctuational Ethics is designed to handle. -/- The thesis concludes that Fluctuational Ethics represents not merely another option in the menu of ethical theories, but a necessary paradigm shift that reconceptualizes the fundamental nature of moral life itself. By embracing rather than resisting the instability and uncertainty that characterize moral phenomena, this framework offers more scientifically grounded and practically effective approaches to moral reasoning in our complex, interconnected, and rapidly changing world. This paper argues that ethical AI cannot be fostered in a vacuum, challenging the perspective that AI ethics research should be isolated from technological advancements and industry collaborations. It refutes the argument presented by Gerdes (Discov Artif Intell. 2022;2(25)), which suggests that industry involvement inherently undermines the integrity of AI ethics research. Through an exploration of historical and contemporary examples of successful academia-industry collaborations, the paper advocates for a synergistic approach that harnesses industry resources and insights to advance (...) ethical AI development. Emphasising the importance of diverse funding, the value of industry insights, and the impracticality of separating AI ethics from computer science, the paper contends that a collaborative, transparent, and inclusive model of AI ethics research is essential for developing practical, relevant, and ethically sound AI technologies aligned with societal values and norms. Current advances in research, development and application of artificial intelligence systems have yielded a far-reaching discourse on AI ethics. In consequence, a number of ethics guidelines have been released in recent years. These guidelines comprise normative principles and recommendations aimed to harness the “disruptive” potentials of new AI technologies. Designed as a semi-systematic evaluation, this paper analyzes and compares 22 guidelines, highlighting overlaps but also omissions. As a result, I give a detailed overview of the field of (...) AI ethics. Finally, I also examine to what extent the respective ethical principles and values are implemented in the practice of research, development and application of AI systems—and how the effectiveness in the demands of AI ethics can be improved. In medical ethics, business ethics, and some branches of political philosophy (multi-culturalism, issues of just allocation, and equitable distribution) the literature increasingly combines insights from ethics and the social sciences. Some authors in medical ethics even speak of a new phase in the history of ethics, hailing "empirical ethics" as a logical next step in the development of practical ethics after the turn to "applied ethics." The name empirical ethics is (...) ill-chosen because of its associations with "descriptive ethics." Unlike descriptive ethics, however, empirical ethics aims to be both descriptive and normative. The first question on which I focus is what kind of empirical research is used by empirical ethics and for which purposes. I argue that the ultimate aim of all empirical ethics is to improve the context-sensitivity of ethics. The second question is whether empirical ethics is essentially connected with specific positions in meta-ethics. I show that in some kinds of meta-ethical theories, which I categorize as broad contextualist theories, there is an intrinsic need for connecting normative ethics with empirical social research. But context-sensitivity is a goal that can be aimed for from any meta-ethical position. (shrink)

Semaglutide, marketed as Wegovy, Ozempic, and Rybelsus, is a glucagon-like peptide-1 receptor agonist (GLP-1 RA) that has attracted significant global attention for its appetite-suppressing and weight-loss effects. Approved for pediatric use in children aged 12 and older, Wegovy has been described as a “miracle drug” and hailed as a potential solution to the so-called “obesity epidemic.” However, prescribing medication to children raises complex ethical questions, including how best to respect young patients’ autonomy and promote their well-being. This paper focuses on (...) one such concern: the “argument from virtue.” According to this view, Wegovy represents a morally problematic approach to weight loss because it circumvents the development of character traits—such as self-control and resilience—that are seen as integral to autonomy. We critically examine this argument, rejecting the claim that there is a single morally “right way” to lose weight, and argue that Wegovy, when prescribed within a supportive framework, may help children build and exercise autonomy. We review the drug’s function and efficacy, analyze how it might promote or hinder autonomy, and offer recommendations to support ethical prescribing practices that align with respect for children’s agency. Background The worldwide increase in older persons demands technological solutions to combat the shortage of caregiving and to enable aging in place. Smart home health technologies (SHHTs) are promoted and implemented as a possible solution from an economic and practical perspective. However, ethical considerations are equally important and need to be investigated. Methods We conducted a systematic review according to the PRISMA guidelines to investigate if and how ethical questions are discussed in the field of SHHTs in caregiving for older (...) persons. Results 156 peer-reviewed articles published in English, German and French were retrieved and analyzed across 10 electronic databases. Using narrative analysis, 7 ethical categories were mapped: privacy, autonomy, responsibility, human vs. artificial interactions, trust, ageism and stigma, and other concerns. Conclusion The findings of our systematic review show the (lack of) ethical consideration when it comes to the development and implementation of SHHTs for older persons. Our analysis is useful to promote careful ethical consideration when carrying out technology development, research and deployment to care for older persons. As the range of potential uses for Artificial Intelligence, in particular machine learning, has increased, so has awareness of the associated ethical issues. This increased awareness has led to the realisation that existing legislation and regulation provides insufficient protection to individuals, groups, society, and the environment from AI harms. In response to this realisation, there has been a proliferation of principle-based ethics codes, guidelines and frameworks. However, it has become increasingly clear that a significant gap exists between the theory (...) of AI ethics principles and the practical design of AI systems. In previous work, we analysed whether it is possible to close this gap between the ‘what’ and the ‘how’ of AI ethics through the use of tools and methods designed to help AI developers, engineers, and designers translate principles into practice. We concluded that this method of closure is currently ineffective as almost all existing translational tools and methods are either too flexible or too strict. This raised the question: if, even with technical guidance, AI ethics is challenging to embed in the process of algorithmic design, is the entire pro-ethical design endeavour rendered futile? And, if no, then how can AI ethics be made useful for AI practitioners? This is the question we seek to address here by exploring why principles and technical translational tools are still needed even if they are limited, and how these limitations can be potentially overcome by providing theoretical grounding of a concept that has been termed ‘Ethics as a Service.’.
