I suggest that the social justice issues raised by Internet regulation can be exposed and examined by using a methodology adapted from that described by John Rawls in 'A Theory of Justice'. Rawls' theory uses the hypothetical scenario of people deliberating about the justice of social institutions from the 'original position' as a method of removing bias in decision-making about justice. The original position imposes a 'veil of ignorance' that hides the particular circumstances of individuals from them so (...) that they will not be influenced by self-interest. I adapt Rawls' methodology by introducing an abstract description of information technology to those deliberating about justice from within the original position. This abstract description focuses on computing devices that users can use to access information and information networks that information devices use to communicate. The abstractness of this description prevents the particular characteristics of the Internet and the computing devices in use from influencing the decisions about the just use and regulation of information technology and networks. From this abstract position, the principles of justice that the participants accept for the rest of society will also apply to the computing devices people use to communicate, and to Internet regulation. Philosophical work exploring the relation between cognition and the Internet is now an active area of research. Some adopt an externalist framework, arguing that the Internet should be seen as environmental scaffolding that drives and shapes cognition. However, despite growing interest in this topic, little attention has been paid to how the Internet influences our affective life — our moods, emotions, and our ability to regulate these and other feeling states. We argue that the Internet scaffolds (...) not only cognition but also affect. Using various case studies, we consider some ways that we are increasingly dependent on our Internet-enabled “techno-social niches” to regulate the contours of our own affective life and participate in the affective lives of others. We argue further that, unlike many of the other environmental resources we use to regulate affect, the Internet has distinct properties that introduce new dimensions of complexity to these regulative processes. First, it is radically social in a way many of these other resources are not. Second, it is a radically distributed and decentralized resource; no one individual or agent is responsible for the Internet’s content or its affective impact on users. Accordingly, while the Internet can profoundly augment and enrich our affective life and deepen our connection with others, there is also a distinctive kind of affective precarity built into our online endeavors as well. In light of rampant fake news and disinformation in today's press and social media, I provide a new consequentialist argument that regulations on the media pertaining to certain false verifiable empirical facts are warranted. This contention is based in part on a collection of pre-existing empirical findings that I newly piece together from political science and psychology demonstrating that a post-truth society is likely with current media. My position is then defended from several counters, such as that it violates deontological (...) rights to free speech and to freedom of the press, that free speech leads to the acquisition of truth, and that government regulators can be biased and corrupt. In the popular and academic literature on the problems of the so-called attention economy, the cost of attention grabbing, sustaining, and immersing digital medias has been addressed as if it touched all people equally. In this paper I ask whether everyone has the same resources to respond to the recent changes in their stimulus environments caused by the attention economy. I argue that there are not only differences but disparities between people in their responses to the recent, significant increase in (...) the degree and persuasiveness of digital distraction. I point toward individual variance in an agent’s top-down and bottom-up attention regulation, and to further inequality-exacerbating variance in active participation on the internet and in regulating reward-seeking behaviors on the internet. Individual differences in these areas amount to disparities because they have been found to be connected to socioeconomic background factors. I argue that disparities in responding to digital distraction threaten fair equality of opportunity when it comes to digital distraction in the classroom and that they may lead to an unequal contribution of achievements that require complex cognition by people from lower socioeconomic backgrounds. The paper aims to explore the contour of internet regulation with a thread of Brand X , which navigates through constitutionalism, separation of powers, as well as business and economic or political implications enshrined behind it. An exemplary insight with the Korean case was adverted that could lead to the comparative perspective of internet law and regulation for the future research. Intelligence is often treated as a computational process, a property of individual minds, or an emergent phenomenon that can be artificially replicated. However, such assumptions fail to account for intelligence as a recursive, complexity-regulating system that actively compresses, structures, and stabilizes information within dynamic environments. This paper formalizes intelligence as a coherence-seeking process, grounded in Coherence Information Theory (CIT), Ashby’s Law of Requisite Variety, and thermodynamic constraints. Intelligence is not a fixed trait but an adaptive, layered mechanism that refines environmental (...) complexity into progressively structured meaning, allowing for real-time stabilization, predictive modeling, and recursive self-optimization. I introduce a Layered Intelligence Model, where intelligence is structured into reactive, emotional, intuitive, and logical processing layers, each functioning as an experience compression mechanism. This model resolves longstanding paradoxes in AI and cognitive science, including the Computability Paradox, the Frame Problem, the Symbol Grounding Problem, and the AGI Singularity Paradox, demonstrating why intelligence cannot be fully computationally simulated or artificially self-replicating. I further integrate intelligence with physical sciences, showing that intelligence must operate within thermodynamic limits, optimizing coherence while minimizing energy dissipation. By reframing intelligence as a recursive, open-ended process that co-evolves with environmental complexity, this work provides a first-principles model for intelligence augmentation (AI+), distinguishing it from the flawed pursuit of AGI. This approach has broad implications for cognitive science, AI, decision theory, and governance, offering a coherence-first framework for understanding intelligence evolution and adaptation across scales. Anonymity promotes free speech by protecting the identity of people who might otherwise face negative consequences for expressing their ideas. Wrongdoers, however, often abuse this invisibility cloak. Defenders of anonymity online emphasise its value in advancing public debate and safeguarding political dissension. Critics emphasise the need for identifiability in order to achieve accountability for wrongdoers such as trolls. The problematic tension between anonymity and identifiability online lies in the desirability of having low costs (no repercussions) for desirable speech and high (...) costs (appropriate repercussions) for undesirable speech. If we practice either full anonymity or identifiability, we end up having either low or high costs in all online contexts and for all kinds of speech. I argue that free speech is compatible with instituting costs in the form of repercussions and penalties for controversial and unacceptable speech. Costs can minimise the risks of anonymity by providing a reasonable degree of accountability. Pseudonymity is a tool that can help us regulate those costs while furthering free speech. This article argues that, in order to redesign the Internet to better serve free speech, we should shape much of it to resemble an online masquerade. (shrink)

During the two last decades, speeded up by the development of the Internet, several types of commons have been opened up for intellectual resources. In this article their variety is being explored as to the kind of resources and the type of regulation involved. The open source software movement initiated the phenomenon, by creating a copyright-based commons of source code that can be labelled `dynamic': allowing both use and modification of resources. Additionally, such a commons may be either (...) protected from appropriation (by `copyleft' licensing), or unprotected. Around the year 2000, this approach was generalized by the Creative Commons initiative. In the process they added a `static' commons, in which only use of resources is allowed. This mould was applied to the sciences and the humanities in particular, and various Open Access initiatives unfolded. A final aspect of copyright-based commons is the distinction between active and passive commons: while the latter is only a site for obtaining resources, the former is also a site for production of new resources by communities of volunteers (`peer production'). Finally, several patent commons are discussed, which mainly aim at preventing patents blocking the further development of science. Throughout, attention is drawn to interrelationships between the various commons. (shrink)

This research examines the impact of Revolution 4.0 on International Law and arms regulation, particularly in the period 2016-2024, through a critical and socio-legal approach, it analyzes the challenges imposed on International Humanitarian Law (IHL) by new technologies applied to armed conflicts, such as autonomous weapons systems (AWS), artificial intelligence (AI) and cyberwarfare. These innovations have reshaped the modern battlefield, posing serious challenges to the application of fundamental principles such as distinction, proportionality and precaution, the study starts from the (...) recognition of a normative gap that hinders the attribution of state responsibility and meaningful human control, especially in scenarios where war decisions are automated, likewise, the role of states, international organizations and civil society in the construction of effective regulatory frameworks is examined; The methodology used combines normative-dogmatic, comparative-legal and philosophical-legal methods, supported by analysis of recent cases and specialized literature; the project aims not only to identify the normative transformations driven by the technological revolution, but also to propose guidelines to ensure respect for IHL in contexts of digitalized warfare, this research contributes to the reflection on the need to adapt international law to the dizzying changes of the XXI century, reaffirming the imperative of protecting civilian populations in the use of emerging war technologies. The study of a person existence in Internet space is certainly an actual task, since the Internet is not only a source of innovation, but also the cause of society's transformations and the social and cultural problems that arise in connection with this. Computer network is global. It is used by people of different professions, age, level and nature of education, living around the world and belonging to different cultures. It complicates the problem of developing common standards of (...) behavior, a system of norms and rules that could be widely accepted by all users. On the other hand, the Internet space can be viewed as a new form of existence where physical laws do not work, and in connection with this, social ones are often questioned. This paper focuses on how social norms regulate relations in Internet space. The authors represents the typology of deviant behavior in the network. The empirical basis of the research includes the sociological survey of students of the senior courses in the Institute of Computer Science and Technology of Peter the Great St. Petersburg Polytechnic University. Sociological survey allows to identify students’ understanding of Internet space. The selection of students is conditioned by the fact that IT professionals are considered simultaneously as ordinary users of the network and as future professionals in this field. (shrink)

Despite growing understanding of the addictive qualities of the internet, and rising concerns about the effects of excessive internet use on personal wellbeing and mental health, the corresponding ethical debate is still in its infancy, and many of the relevant philosophical and conceptual frameworks are underdeveloped. Our goal in this chapter is to explore some of this evolving terrain. While there are unique ethical considerations that pertain to the formalisation of a disorder related to excessive internet use, (...) our ethical concerns (and indeed our mental health concerns) about whether certain technologies undermine wellbeing can and should be far broader than the debates about the appropriateness of particular diagnostic categories. In this chapter we introduce some of these wider debates with regards to persuasive digital technologies— particularly those which aim to maximise use, or even to encourage compulsive engagement—as well as the difficulty in articulating the harms involved in excessive internet use, especially where such use has not led to functional impairment. Following these conversations we briefly consider some more practical ethical implications, including regulation of certain design features, concerns about growing socioeconomic inequality in online services, and whether there should be a “right to disconnect.”. This paper argues that private property and rights assignment, especially as applied to communication infrastructure and information, should be informed by advances in both technology and our understanding of psychology. Current law in this area in the United States and many other jurisdictions is founded on assumptions about human behavior that have been shown not to hold empirically. A joint recognition of this fact, together with an understanding of what new technologies make possible, leads one to question basic assumptions about (...) how law is made and what laws we should have in a given area, if any. I begin by analyzing different aspects of U.S. law, from a high-level critique of law making to a critique of rights assignment for what I call 'simple nonrival goods.' I describe my understanding, as a non-lawyer with a background in psychology and computing, of the current conventions in U.S. law, consider the foundational assumptions that justify current conventions, describe advances in psychology and technology that call these conventions into question, and briefly note how the law might normatively change in this light. The Universal Law of Balance as the Key to Ethical AI and Internet Governance -/- The rapid advancement of internet technology and artificial intelligence (AI) has brought unprecedented opportunities for innovation, communication, and economic growth. However, the dominant profit-driven model of capitalism has also led to severe imbalances, particularly in the spread of black propaganda and misinformation. These issues arise because many websites, apps, and AI systems prioritize engagement and revenue over truth and societal well-being. If left unchecked, (...) these imbalances can distort human decision-making, manipulate public opinion, and destabilize societies. To correct this, the principles of the universal law of balance must be applied to both internet governance and AI development. A transition to a socialist or mixed economic system may be necessary to ensure that technological progress aligns with ethical and natural laws. -/- The Problem: Profit Motive and the Spread of Misinformation -/- In today’s digital economy, many technology companies generate revenue through engagement-based advertising. This creates a powerful incentive for social media platforms, news aggregators, and AI-driven content generators to promote sensational, misleading, or emotionally charged content—often at the expense of truth. Black propaganda, misinformation, and divisive narratives thrive in such an environment because they capture attention and increase user interaction. As a result, companies continue to profit while the public becomes more misinformed, leading to societal instability. -/- From the perspective of the universal law of balance, this system is defective. Just as a machine with faulty components will eventually break down, a society built on distorted information cannot function properly. For stability to be restored, the design of internet algorithms, content moderation policies, and economic incentives must be realigned with natural balance principles. -/- The Solution: A Balanced Economic Model for AI and Internet Governance -/- To address these systemic flaws, a shift away from pure capitalism toward a socialist or mixed economic system is necessary. This approach would introduce ethical guidelines, regulatory oversight, and alternative business models that prioritize balance over profit maximization. Some key solutions include: -/- 1. Regulated AI and Algorithms – Governments and international organizations should enforce ethical AI policies that prioritize factual, balanced content over engagement-driven misinformation. AI systems must be designed to detect and filter black propaganda while maintaining free speech. -/- 2. Publicly Funded Information Platforms – Just as public broadcasting services like BBC and PBS exist to provide reliable news, governments or independent organizations should develop non-profit digital platforms where truth and ethical journalism are prioritized. -/- 3. Accountability Measures for Tech Companies – Heavier fines, stricter regulations, and legal consequences for companies that knowingly spread misinformation could discourage profit-driven manipulation. -/- 4. In the wake of high profile and recent events of blatant privacy violations, which also raise issues of democratic accountability as well as, at least potentially, undermining the legitimacy of current local and international governance arrangements, a rethinking of the justification of the right to privacy is proposed. In this paper, the case of the violation of the privacy of a bullied autistic youngster and the consequent prosecution of 3 Google executives will be discussed first. We will then analyse the (...) arguments made by both academic experts and pundits who agree with Google’s claim that if the first sentence had been left unchallenged, it would have opened the floodgates to several other jurisdictions that would as a consequence have used it as a pretext to increase control on the internet, jeopardising in such a way free speech, which has been seen so far as an inalienable right which should not be censored. Finally, by going beyond the sentences and their immediate contexts, we will propose a theoretical justification of our analysis. Our main claim is that the value of the right to privacy is based on the argument that its violation would undermine citizens’ capacity to participate effectively in democratic politics. (shrink)

Postmodern censorship is distinguishable from its pre-modern or modern counterparts by its immaterial, seemingly nonviolent ways of watching and influencing private activity, rather than using material violence as an ostentatious tyrant would. While still sculpting citizens’ beliefs and behaviors, postmodern power applies itself to private technologies and the enjoyment of what seems to be leisure time or tools such as television or radio. Postmodern regulation directs itself at privatized implementation of governmental (...) objectives, including the lies and crimes of governments. It simulates real events in spectacles of illusion and artifice. In the postmodern era, everything is increasingly artificial, real events are excluded from the public spectacle, and the meaning of words and concepts is lost. (shrink)

Freedom of speech is among the most cherished values of liberal democracy. But there is a surprising amount of disagreement as to what, exactly, it requires, and what priority it should take over other values. This chapter surveys debates in modern political theory on this topic. After setting out the traditional liberal defence of a strict right to free speech, it considers two critiques of that position: that the value of free speech should be balanced against (and some-times subordinated to) (...) other values such as equality; and that protecting the voices of all citizens sometimes requires restricting speech rather than protecting it. The chapter then reviews recent efforts to defend the traditionalist stance against these critiques. Finally, it considers the way free speech is increasingly dependent on the decisions of private companies that host, curate, and broker public communication. The advent of artificial intelligence has introduced a highly developed and powerful system that can determine the destiny of human beings in the days to come. This article discusses the possibility of a "Sentient AI Cloud", an intelligent digital brain controlling the internet, and its far-reaching implications. The article analyses the ethical, legal, and technological issues involved in creating and regulating such a system, and its possible advantages and pitfalls. The sudden progress of artificial intelligence has brought with it (...) the possibility of a "Sentient AI Cloud" - a theoretical system with extremely autonomous and self-aware characteristics, which can manage and even rule over some aspects of the internet and digital landscape. This system would be able to monitor human activity, make judgments, and even possibly influence the lives of billions of individuals with access to the internet. The possible implications of such a system are profound and disquieting. Even though a Sentient AI Cloud can potentially maximize economic, social, and humanitarian outcomes by optimizing information flow, resources, and decision-making, the threats represented by such a system, from abuse, lack of accountability, to erosion of human agency, are considerable as well. This essay considers the ethical, legal, and technical problems that come with the creation and regulation of a Sentient AI Cloud. It discusses the requirement of strong frameworks to ensure the system is created and implemented in a responsible manner, with emphasis on transparency, accountability, and protection of human rights. Since the Internet was invented and began its revolutionary influence in all spheres of human activity, including law, the world has responded continuously to its imperatives. No less engaged is the response of criminal law reform because the cyberspace information superhighway also became the cyber criminals’ superhighway. States and international organisations have continued to embark on criminal law and criminal procedure law reform in response to the challenges posed by cybercrime. In the aspect of criminalisation as a necessary fall (...) out of law reform, novel crimes arising from novel phenomena borne by cyberspace and re-definition of traditional crimes are being attended to by legislation. Noticeably, private investigation of cybercrime and non-criminalised harm routed through cyberspace is difficult to undertake because of several imperatives legally required and socially inherent with investigation in cyberspace. The result is that it is financially costly and otherwise difficult for the individual to undertake such investigation and this is more evident in poor countries. If the state does not get involved in sponsoring investigation, most Internet borne crimes and non-criminalised harmful activity will go un-redressed, leaving the individual victim to grind with his hurt. Basically the state does not investigate or sponsor investigation of acts (and omissions) which do not amount to crime or which do not lead to probable civil penalisation for breach of official regulation or rules. Only criminalised acts may be investigated at the instance of the state, with a possibility that the individual victim of crime would obtain redress in due course. Adopting a doctrinal approach and taking a look at some existing law literature and laws on or impinging on the subject, this article concluded that the present criteria for criminalisation should admit another criterion which justifies criminalization of all harms routed through cyberspace to the detriment of the individual person, as the only realistic and viable means of achieving individual redress of any sort, both at criminal and civil law. This article thus recommended the individual victim redress interest principle as a new criminalisation criterion in the light of cyberspace. (shrink)

The Google algorithm, as a ranking and ordering structure, cannot be “objective” as long as the page-ranking mechanism produces social effects and always inadvertently and inescapably affects social priorities. Imitable units of information (memes) on the internet change according to the laws of exponential growth, like other social phenomena, which include Google rankings. Mathematically and graphically represented, the effects of mimetic inflation on Google (...) rankings and other site-specific information can be proposed and projected. Current algorithmic policies may actually preserve and exaggerate the social priorities of the status quo in spite of “objective” intentions. These considerations in mind, the concept of “monology”, “the monopoly on information”, might be implemented to further analyze network effects online. Algorithmic regulation could be used to enforce artificial inequalities, to permit natural inequalities, or to enforce artificial equalities: each option has implications for the justice and fairness of online and offline environments. The use of the internet in the current government environment continues to grow. The increasingly complex use of the internet can cause vulnerabilities to cyber attacks in information security, which include aspects of confidentiality, integrity, and service availability, so that it can disrupt the performance of public service delivery. The systematic literature review research method was carried out because of the large amount of information and data regarding cyber security strategies. This can be traced through various information in (...) books, scientific journals, newspapers, magazines, as well as sources of information from web pages/websites via the internet. This method is important in analyzing the concept of cyber security strategy in Indonesia. The obstacles that the government has are expired devices that are still used on local government networks, which may not have the latest updates, security devices such as antiviruses have expired, human resources have not fully supported this cybersecurity. Indonesia needs policies that regulate all elements related to cyber security. This infrastructure standard must comply with international standards for dealing with cyber warfare. (shrink)

Online service providers —such as AOL, Facebook, Google, Microsoft, and Twitter—significantly shape the informational environment and influence users’ experiences and interactions within it. There is a general agreement on the centrality of OSPs in information societies, but little consensus about what principles should shape their moral responsibilities and practices. In this article, we analyse the main contributions to the debate on the moral responsibilities of OSPs. By endorsing the method of the levels of abstract, we first analyse the moral responsibilities (...) of OSPs in the web. These concern the management of online information, which includes information filtering, Internet censorship, the circulation of harmful content, and the implementation and fostering of human rights. We then consider the moral responsibilities ascribed to OSPs on the web and focus on the existing legal regulation of access to users’ data. The overall analysis provides an overview of the current state of the debate and highlights two main results. First, topics related to OSPs’ public role—especially their gatekeeping function, their corporate social responsibilities, and their role in implementing and fostering human rights—have acquired increasing relevance in the specialised literature. Second, there is a lack of an ethical framework that can define OSPs’ responsibilities, and provide the fundamental sharable principles necessary to guide OSPs’ conduct within the multicultural and international context in which they operate. This article contributes to the ethical framework necessary to deal with and by endorsing a LoA enabling the definition of the responsibilities of OSPs with respect to the well-being of the infosphere and of the entities inhabiting it. The first few years of the 21st century were characterised by a progressive loss of privacy. Two phenomena converged to give rise to the data economy: the realisation that data trails from users interacting with technology could be used to develop personalised advertising, and a concern for security that led authorities to use such personal data for the purposes of intelligence and policing. In contrast to the early days of the data economy and internet surveillance, the last few years (...) have witnessed a rising concern for privacy. As bad data practices have come to light, citizens are starting to understand the real cost of using online digital technologies. Two events stamped 2018 as a landmark year for privacy: the Cambridge Analytica scandal, and the implementation of the European Union’s General Data Protection Regulation (GDPR). The former showed the extent to which personal data has been shared without data subjects’ knowledge and consent and many times for unacceptable purposes, such as swaying elections. The latter inaugurated the beginning of robust data protection regulation in the digital age. Getting privacy right is one of the biggest challenges of this new decade of the 21st century. The past year has shown that there is still much work to be done on privacy to tame the darkest aspects of the data economy. As data scandals continue to emerge, questions abound as to how to interpret and enforce regulation, how to design new and better laws, how to complement regulation with better ethics, and how to find technical solutions to data problems. The aim of the research project Data, Privacy, and the Individual is to contribute to a better understanding of the ethics of privacy and of differential privacy. The outcomes of the project are seven research papers on privacy, a survey, and this final report, which summarises each research paper, and goes on to offer a set of reflections and recommendations to implement best practices regarding privacy. Digital privacy scholars tend to bemoan ordinary people’s limited knowledge of and lukewarm interest in what happens to their digital data. This general lack of interest and knowledge is often taken as a consideration in favor of legislation aiming to force internet companies into adopting more responsible data practices. While we remain silent on whether any new laws are called for, in this paper we wish to underline a neglected consequence of people’s ignorance of and apathy for digital privacy: (...) their potential to encourage capture by industry interests. In particular, we argue that such laws may be at increased risk of capture because they are unlikely to be democratically responsive. We make this claim on a twofold basis: first, well-known theoretical mechanisms explaining how the absence of responsiveness leads to capture, identified in prior political science and political philosophy literature, yield the prediction that digital privacy legislation is likely to be unresponsive and thus captured; second, empirical data concerning the European Union’s digital privacy laws, with a special focus on the General Data Protection Regulation, appears to confirm these predictions: the bloc’s (world’s?) flagship privacy protection law seems more responsive to corporate than citizen interests. Contemporary egalitarian liberals—unlike their classical counterparts—have lived through many contentious events where the right to freedom of expression has been tested to its limits—the Skokie, Illinois, skinhead marches, hate speech incidents on college campuses, Internet pornography and hate speech sites, Holocaust deniers, and cross-burners, to name just a few. Despite this contemporary tumult, freedom of expression has been nearly unanimously affirmed in both the U.S. jurisprudence and philosophical discourse. In what follows, I will examine Ronald Dworkin's influential contemporary justification (...) for freedom of expression, which claims that a thoroughgoing right to freedom of expression is justified by the fact that it guarantees and preserves liberalism's commitment to equality by offering everyone an opportunity to speak, whereas any other policy, such as state regulation, would fail to offer this equal opportunity. This justification has been challenged by feminists and critical race theorists, who find the cases of pornography and hate speech to be sufficient threats to the freedom of expression and equality of their targets—women and minorities—to warrant limiting freedom of expression in these cases. I will argue that if Dworkin is to take equality as seriously as he claims to, then, by his own lights, he must back away from an unrestricted freedom of expression, in light of these distinctly contemporary challenges of the harms of systemic racism and sexism, which underlie hate speech and pornography. We are likely to have immersive virtual reality and ubiquitous augmented reality in the coming decades. At least some people will use extended reality or “the metaverse” to work, play and shop. In order to achieve the best possible versions of this virtual future, however, we will need to learn from three decades of regulating the Internet. The new virtual world cannot consist of walled corporate fiefdoms ruled only by profitmaximization. This article considers friendship as a channel for education and as one of its objectives, as it is a necessary ingredient for a fulfilled life. This requires an initial study of interpersonal relationships in the postmodern context, considering their opportunities and risks. Our aim is to draw a topography of these relationships by analysing texts by major thinkers of the last four decades. The result of this analysis is the core of the article, namely, that there are four categories which (...) seem to give a proper account of the characteristics of interpersonal relationships in postmodernity and are relevant in education: 1) the questioning of the individual; 2) the appearance of the internet; 3) the recoveryof emotions; and, finally; 4) the extension of the feminine space. As a conclusion, they may all be said to have an ambivalent character that requires central issues in education to be reconsidered: the awareness and emotional regulation; the new constitution of identity and intimacy on the internet; education for male-female relationships, which now exist outside the sexual sphere, and preventing violence in these relationships; as well as how to educate for cooperation in an individualistic society. Does it seem that with each reported state cyberattack, there comes an announcement of discovery, an attribution to one of a handful of usual suspects, some threatening language suggesting imminent retribution, and then nothing more? Increased incidence of cyberattack makes its occurrence seem simultaneously rampant in terms of publicity and minimal in terms of threat of war. If rampant, how can repeated deployment by the same actors carry no punitive consequences? How is such audaciousness tolerated? For some, a cyberattack by (...) a state is an act of war. Its prevalence suggests there must be a void somewhere that facilitates its use without consequence. Others think state cyberattack is like other internet novelties: digital malfeasance, amounting to a nuisance that naturally follows from a digital‐based existence, particularly since non‐state actors are typically involved. Yet, state‐on‐state hostilities are historically perilous on a vast scale, and there is a multilateral system for regulating the use of force in the context of war. Acts of war, even when seeming minimal in impact, are not by‐products of a digital fad, and cyberattack is now described as far more than ‘nuisance’. If anywhere, the place for clarity on hostile state cyberoperations use should be accounted for in International Humanitarian Law. Yet, in its present form, it is ambiguous if not silent on the subject, suggesting that cyberattack currently presents an advantage to perpetrating states. Does this void or these ambiguities make cyberattacks more legally advantageous to states than traditional, kinetic weaponry? I examine whether existing IHL is sufficiently adaptable to state cyberoperations through a mixed legal and theoretical approach and conclude that they do. (shrink)

This paper establishes a Kantian duty against screen overexposure. After defining screen exposure, I adopt a Kantian approach to its morality on the ground that Kant’s notion of duties to oneself easily captures wrongdoing in absence of harm or wrong to others. Then, I draw specifically on Kant’s ‘duties to oneself as an animal being’ to introduce a duty of self-government. This duty is based on the negative causal impact of the activities it regulates on a human being’s mental and (...) physical powers, and, ultimately, on the moral employment of these powers. This paper examined the relationship between tertiary students’ social media management attitudes and their academic performance in Cross River State, with a specific focus on Facebook, WhatsApp, and Instagram. To achieve this purpose, three null hypotheses were formulated accordingly. The study adopted a correlational research design. Cluster and simple random sampling techniques were used to select a sample of 1000 students from the entire population. The instrument used for data collection was a questionnaire titled: Tertiary Students’ Social Media Management and (...) Academic Performance Questionnaire (TESSMMAPQ). The reliability of the instrument was established through Cronbach alpha and estimate of.93 was obtained indicating that the instrument was internally consistent in measuring what it purports to measure. Pearson Product Moment Correlation Analysis used to analyze data and to test the hypotheses at.05 level of significance. Findings revealed that there is no significant relationship between tertiary students Facebook management attitudes (r. cal.0.032 < crit. r.0.062), WhatsApp management attitudes (r. cal.0.038 < crit. r.0.062), and Instagram management attitudes (r. cal.-0.009 < crit. r.0.062) respectively, with their academic performance. Based on these findings it was recommended among others that; tertiary students' social media usage should be regulated by smartphones producers and internet service providers; in such a way that a maximum monthly login interval (MMLI) is provided that will restrict users to a limited number of login chances. HORMÔNIOS E SISTEMA ENDÓCRINO NA REPRODUÇÃO ANIMAL OBJETIVO As glândulas secretoras do corpo são estudadas pelo ramo da endocrinologia. O estudante de Veterinária e/ou Zootecnia que se preze, deverá entender os processos fisio-lógicos que interagem entre si para a estimulação das glândulas para a secreção de vários hormônios. Os hormônios, dentro do animal, possuem inúmeras funções; sejam exercendo o papel sobre a nutrição, sobre a produção de leite e sobre a reprodução, os hormônios desempenham um primordial papel quanto ao funcionamento (...) do animal. Nesse capítulo, o estudante identificará os hormônios relevantes para o controle reprodutivo, suas características e o uso clínico dos mesmos. INTRODUÇÃO A endocrinologia é a ciência que se encarrega do estudo do sistema endócrino: um sistema de comunicação entre as células de um organismo; esse trabalho de comunicação é compartilhado com o sistema nervoso já que ambos sistemas possuem características distintas que lhes permite complementar-se para alcançar uma adequada coordenação das funções. Em algumas ocasiões o sistema nervoso e o sistema endócrino interagem direta-mente na transmissão de uma mensagem, pelo qual se conhece como sistema neuroendó-crino. OS HORMÔNIOS A endocrinologia é a ciência que se encarrega do estudo dos hormônios e seus e-feitos. De maneira tradicional os hormônios são considerados como “substâncias secreta-das em direção a circulação pelas glândulas especializadas, e que exercem uma função sobre um órgão branco”. Essa definição, no entanto, é limitada e imprecisa. É necessário ser mais pontual, já que os hormônios não são produzidos em qualquer célula da glândula, senão nas células específicas. Por exemplo, o hormônio luteinizante (LH) é produzido pelos gonadotropos da adenohipófise e não por qualquer outro tipo de célula hipofisária. Da mesma maneira, falar de um “órgão branco” não é exato, já que os hormônios atuam somente nas células que tenham receptores específicos para esse hormônio, e não outras células do mesmo órgão; logo, falar de uma “célula branca” é mais apropriado que falar de um “órgão branco”. As células brancas do LH no testículo são as células de Leydig e as células brancas do hormônio folículo estimulante (FSH) no mesmo órgão são as células de Sertoli. Mediante o supracitado, uma definição mais apropriada de hormônio é a seguinte: “Os hormônios são reguladores biológicos, produzidos e secretados em quantidades pe-quenas pelas células vivas, que depois de viajar pelo meio extracelular atuam sobre as cé-lulas brancas, onde exercem uma ação específica”. É importante levar em conta que os hormônios somente regulam (estimulam ou inibem) funções que já existem na célula branca. Ademais, os hormônios são extraordina-riamente potentes, pelo qual se requerem quantidades muito pequenas para induzir uma resposta na célula. As concentrações circulantes da maioria dos hormônios estão na ordem de nanogramas (10-9 g) ou pictogramas (10-12 g) por mililitro. Etimologicamente o termo “endócrino” significa “secretar em direção adentro”, já que os hormônios são secretados em direção ao interior do organismo (o sangue ou o espaço intracelular), em diferença das secreções exócrinas (em direção ao exterior), que são secretadas em direção a luz de um órgão, como o intestino no caso das enzimas pan-creáticas. Algumas substâncias, sem deixar de ser hormônios, recebem uma classificação adicional em relação ao seu local de ação, ao tipo de células que lhes produzem, ou a al-guma outra característica. Agora, serão descritas algumas dessas características (figura 1). Parahormônio ou hormônio local A maioria dos hormônios são transportados pela circulação desde seu local de se-creção até a célula branca. No entanto, alguns hormônios exercem seu efeito em células adjacentes aquelas que foram produzidos, ao qual não é necessário seu transporte através da circulação geral. Esse tipo de substâncias são chamadas de parahormônios ou hormô-nios locais, e sua liberação é denominada como secreção parácrina. Um exemplo é a pros-taglandina F2 alfa (PGF₂α), que é produzida no epitélio uterino (endométrio) e provoca as contrações nas células musculares do mesmo órgão (miométrio). Deve-se tomar em conta que a mesma substância poderia se comportar em outros casos como um hormônio clássico, atuando em um órgão distinto ao local de sua produção; é o caso da mesma PGF₂α de origem endometrial quando atua sobre as células do corpo lúteo do ovário, pro-vocando sua regressão. A classificação de uma substância como hormônio ou parahormô-nio não depende de sua estrutura química, senão da relação espacial existente entre a célu-la que o produz e a célula branca. Neurohormônio A maioria dos hormônios são produzidos pelas células de origem epitelial, porém, muitos deles são produtos pelos neurônios, logo denominados como neurohormônios. To-dos os neurônios segregam alguma substância, porém tratam-se dos neurohormônios quando o neurônio que os produz despeja-os diretamente em direção a circulação geral, através da qual chegam aos órgãos para exercer seu efeito, sejam na indução, inibição ou estimulação do mesmo. Esse processo é diferente dos neurotransmissores, os quais também são secretados por um neurônio, mas exercem seu efeito em uma célula adjacente com o qual o neurônio estabelece uma sinapse (neuroma com neurônio, neurônio com célula muscular, neurônio com célula glandular). A classificação de uma substância como hormônio ou como neuro-hormônio não depende de sua estrutura química, senão do tipo de célula que o produz. Uma mesma substância é um hormônio quando ele é produzido por uma célula epitelial e um neurohormônio se é produzido por um neurônio. A ocitocina, por exemplo, é secre-tada na neurohipófise por neurônios hipotalâmicos, nesse caso se trata de um neurohor-mônio, mas também é secretada por células do corpo lúteo dos ruminantes, e se trata nesse caso, de um hormônio. A distinção entre um neurohormônio e um hormônio é um neuro-transmissor, da mesma forma, não depende de sua estrutura química, e sim do local onde é secretado. Por exemplo, a dopamina atua como neurotransmissor quando se libera em sinapse da substância negra do mesencéfalo z mas atua como neurohormônio quando é liberada por neurônios hipotalâmicos em direção a circulação do eixo hipotálamo-hipofisário. Pré-hormônio Em alguns casos, os hormônios são secretados em forma inativa (pré-hormônio), que requer uma transformação posterior para converter-se na forma ativa de hormônio. O angiotensinógeno circulante somente cobrará atividade biológica ao se transformar em angiotensina por ação da enzima renina. Algumas substâncias podem atuar como hormô-nios m alguns casos e como pré-hormônios em outros. A testosterona, por exemplo, atua como hormônio nas células musculares, aos quais possui um efeito anabólico direto. O certo é que para a testosterona induzir a masculinização dos órgãos genitais externos em um efeito macho é necessário que seja transformada previamente em 5α-di-hidrotes-tosterona pela enzima 5α-redutase presente nas células de tecido branco, por onde, nesse caso a testosterona é um pré-hormônio de di-hidrotestosterona. Feromônio Os hormônios são mensagens químicas que comunicam a células distintas dentro do mesmo organismo, embora existam casos aos que requerem uma comunicação quími-ca entre organismos diferentes, em geral da mesma espécie. As substâncias empregadas para esse fim denominam-se feromônios. Essas substâncias devem possuir a capacidade de dispersão sobre o ambiente, pelo que nos organismos terrestres geralmente trata-se de substâncias voláteis, enquanto que os feromônios de organismos aquáticos geralmente são substâncias hidrossolúveis. Embora muitos feromônios possuam uma função sexual ou reprodutiva como é o caso de muitas espécies como a canina em que a fêmea em cio dispersa grandes quantidades de feromônios que são captados de longe pelos machos, todavia esse não é sempre o caso, e eles podem ser utilizados para outros tipos de comunicação, como é o caso dos feromônios utilizados pelas formigas para sinalização da rota em direção a fonte de alimentação. E como as abelhas no sentido de orientação da fonte de pólen até a colmeia. Muitos desses feromônios podem ser artificializados, isto é, elaborados pelo homem em laboratório para o estudo ou manipulação de algum animal. O SISTEMA ENDÓCRINO COMO UM SISTEMA DE COMUNICAÇÃO O sistema endócrino é um sistema de comunicação que tem como objetivo coor-denar as funções das células de diferentes órgãos para mantença da homeostase do orga-nismo e promover seu desenvolvimento, crescimento e reprodução. Também ajuda os or-ganismos a adaptarem-se as mudanças de ambiente e ao habitat. O sistema endócrino representa um sistema de comunicação do tipo sem fio, diferentemente do sistema nervo-so que é um sistema de comunicação com fio. Em todo o sistema de comunicação existe uma série de elementos que são necessá-rios para a realização da comunicação de forma efetiva. Esses elementos incluem o emis-sor, a mensagem, o sinal, o meio de transporte do sinal, o receptor, o efetor, a resposta e o feedback ou retroalimentação (figura 1). Todos os elementos são igualmente importan-tes e uma deficiência em qualquer deles pode interromper ou alterar a comunicação. Figura 1: componentes do sistema endócrino de comunicação. Fonte: ZARCO, 2018. Emissor ou transmissor É o elemento responsável pela transmissão de uma mensagem; poderíamos com-pará-lo com a redação de notícias de um canal de televisão. Antes de decidir quais serão as notícias que serão transmitidas esse dia, em que ordem se apresentarão e que ênfase lhes darão, as pessoas da redação analisa rodas as informações disponíveis: provenientes de seus repórteres, de agências de notícias internacionais, publicada em jornais do dia, a existente na internet ou disponíveis através de redes sociais; isso significa que as mensa-gens transmitidas pelo emissor não são aleatórias, e sim respondem a uma análise respon-sável das necessidades de informação. No sistema endócrino o emissor é a célula que produz e secreta um hormônio. Co-mo todo emissor responsável, a mesma célula analisa toda a informação relevante dispo-nível, tal como a concentração de diversos metabólitos no sangue, a concentração de ou-tros hormônios, e as mensagens que recebem por via nervosa, antes de decidir se secretará seu hormônio, em que quantidade o fará e com que frequência. Por essa razão, ao estudar o sistema endócrino não somente devemos conhecer a célula transmissora, e sim qual é a informação que a célula pode receber, e como a analisa e a prioriza para construir sua mensagem. Mensagem É a informação transmitida pelo emissor. No caso de um sistema de notícias tele-visivas a mensagem é a notícia, por exemplo “Vaca dá a luz trigêmeos, um caso raro no Brasil”. No sistema endócrino a mensagem que se transmite é uma instrução para que em outra célula se realize determinadas ações. Por exemplo, os neurônios produtores de GnRH no hipotálamo de uma coelha, ao analisar as concentrações de estradiol circulantes e a informação nervosa procedente de neurônios sensoriais nós órgãos genitais da fêmea, podem “saber” que nos ovários existam folículos lisos para ovularem e que a coelha está copulando, pelo qual decidem transmitir a mensagem “Solicita-se os gonadotropos da adenohipófise a liberação de LH em quantidade suficiente para provocar a ovulação”. Sinal É a forma a qual se codifica a mensagem para permitir sua difusão. No caso de um jornal, a mensagem (por exemplo a notícia da vaca que deu a luz trigêmeos) se codifi-ca em forma de ondas de rádio de uma determinada frequência, amplitude e intensidade; no caso do sistema endócrino a mensagem (a necessidade de realizar uma função celular) é codificada em forma de hormônio secretado em determinada quantidade, frequência e amplitude. Para o exemplo descrito supra, a mensagem se codifica na forma de uma grande elevação nas concentrações de GnRH no sangue do sistema porta hipotálamo-hipofisário. É necessário tomar em conta que o emissor codifica a mensagem de forma tal que quando o receptor decifre o sinal obtenha a informação originalmente contida na mensa-gem. No entanto, o sinal pode ser interpretado de diferentes formas por receptores distintos, o que pode provocar respostas contrárias as esperadas. A notícia transmitida por um jornal de rádio, por exemplo, poderia estar codificada em forma de ondas de rádio que, casualmente, para o sistema eletrônico de um avião signifiquem “baixe a altitude e acelere”, razão pela qual é proibido utilizar aparelhos eletrônicos durante a decolagem e aterrissagem desses aparelhos. Do mesmo modo, a mensagem codificada na forma de secreção de estradiol por parte dos ovários pode ser interpretado pelo sistema nervoso de uma ovelha como uma ordem para apresentar conduta de estro, pelas células do folículo ovariano como uma instrução para sofrer mitose e secretar o líquido folicular, pelos gonadotropos como uma ordem para a secreção de um pico pré-ovulatório de LH, e pelas células do endométrio como uma instrução para sintetizar receptores para a ocitocina. Dessa forma, o mesmo sinal (secreção de estradiol) pode conter diferentes mensagens para diferentes células do organismo. Em alguns casos, pode-se apresentar uma resposta patológica devido as diversas formas de interpretação de uma mensagem, por exemplo, a repetição da secreção de adrenalina em um indivíduo estressado pode resultar no desenvolvimento de um proble-ma de hipertensão arterial. Por isso é necessário conhecer a maneira em que cada célula endócrina codifica suas mensagens, assim como a forma em que esses sinais podem ser interpretados em diferentes órgãos e tecidos, em diferentes momentos da vida do animal, em animais com diferentes antecedentes de espécies diferentes. Meio de transporte do sinal O sinal tem que viajar ou difundir-se desde o emissor até o receptor, e em seu ca-minho pode ser modificado de diversas formas. Os sinais de rádio, por exemplo, viajam através da atmosfera e durante esse trajeto podem ser bloqueados por uma barreira física (como ocorre com as ondas de rádio AM em um túnel), ampliadas por uma estação repeti-dora, alteradas por um campo eletromagnético (uma aspiradora funcionando ao lado da sala de transmissão), entre outros. Da mesma forma, os sinais endócrinos que geralmente viajam no sangue, podem ser modificados ao longo do seu caminho. A PGF₂α é inativada ao passar pelo pulmão, o angiotensinógeno é ativado pela re-nina na circulação, e a testosterona pode ser transformada em di-hidrotestosterona nas células da pele e na próstata, ou em estrógenos nos adipócitos e nos neurônios. Por tudo isso, o sinal que finalmente chega ao receptor pode ser diferente do transmitido pelo emissor. Portanto, ao estudar qualquer sistema hormonal devemos conhecer as possíveis modificações que o hormônio pode sofrer desde o momento em que é secretado até que se uma ao seu receptor na célula branca. Receptor É o elemento que recebe o sinal e interpreta a mensagem contida nele. No caso de um jornal de TV, o receptor é o canal correspondente (por exemplo o canal 2) em um aparelho de televisão. É importante ressaltar que um aparelho de TV possui muitos canais distintos, mas somente receberá mensagens se estiver ligado e sintonizado no canal que está transmitindo a mensagem de interesse. Ou seja, o receptor tem que estar ativo. No caso das mensagens endócrinas os receptores são moléculas específicas nas células brancas. Essas moléculas são proteínas membranais ou citoplasmáticas (segundo o tipo de hormônio), que possui uma alta afinidade por seu hormônio, o que lhes permite registrar a mensagem apenas das baixíssimas concentrações em que os hormônios circu-lam. Os receptores possuem uma alta especificidade, o que significa que somente se unem a seu próprio hormônio, e não a outras substâncias. Em algumas ocasiões um receptor pode receber diversos hormônios do mesmo tipo; por exemplo o receptor de andrógenos pode unir testosterona, androstenediona, di-hidrotestosterona e diversos andrógenos sin-téticos. Apesar disso, cada um desses hormônios pode possuir uma afinidade diferente pelo receptor, pelo qual alguns serão mais potentes que outros para estimulação. Em geral existe um número limitado de moléculas receptoras em cada célula, logo diz-se que os receptores são “saturáveis”, o qual significa que uma vez que todos sejam ocupados a célula não pode receber mais moléculas desse hormônio. Por essa razão a magnitude da resposta de um determinado hormônio vai aumentando conforme se aumen-tam suas concentrações, porém ao saturar-se os receptores alcançam um ponto em que a resposta já não aumenta embora sigam incrementando as concentrações hormonais já que os receptores não permanecem livres para unirem-se ao excesso de moléculas do hormô-nio. As células, em contrapartida, podem regular tanto o número de receptores presen-tes como a afinidade destes por seu hormônio; isso significa que a magnitude da resposta antes um determinado sinal endócrino pode ser distinta em diferentes momentos da vida de um animal; depende do estado dos receptores presentes nos tecidos, pelo qual é impor-tante conhecer quais são os fatores que podem aumentar ou reduzir o número de recepto-res em uma célula, assim como aqueles que podem aumentar ou diminuir a afinidade des-ses receptores por seus hormônios. Efetor É o elemento encarregado de responder a uma mensagem realizando uma ação, e é um elemento diferente do receptor. Vale ressaltar que no caso de uma transmissão de televisão o receptor é o aparelho sintonizado no canal de interesse, porém o efetor é o te-lespectador que está exposto as notícias. Esse telespectador sofrerá mudanças que podem resultar em uma ação. A mudança pode ser evidente (e auxiliar as vítimas de um desastre), ou simplesmente uma mudança potencial (ao se inteirar de uma notícia não se pode produ-zir nenhuma mudança aparente até que alguém lhe pergunte: já se interessou?, E nesse caso a resposta será: “sim” em lugar do “não”). Deve-se tomar em conta que o efetor pode estar ausente embora o receptor esteja presente (um televisor ligado em uma sala vazia). O efetor também pode estar inativado (o telespectador encontra-se dormindo); quando assim ocorre não irá produzir uma resposta embora o receptor esteja presente. No sistema endócrino o efetor é, em geral, um sistema celular encarregado de rea-lizar uma determinada função. Na maioria dos casos trata-se de sistemas enzimáticos cuja função é estimulada pela união do hormônio ao seu receptor. Alguns hormônios, por exemplo, atuam através do sistema AMP cíclico (AMPc) logo, a união do hormônio ao seu receptor resulta na ativação de uma proteína chamada Proteína Gs, que ativa a enzima Adenil-ciclase (ou adenilato ciclase), a qual transforma ATP em AMPc. A presença de AMPc resulta na ativação de uma enzima cinese de proteínas que fosforiza outras enzi-mas, o que pode ativá-las ou inativá-las; nesses casos, é gerada uma cascata de eventos que resulta em uma mudança na atividade celular; por exemplo, a cadeia de eventos que produz-se em resposta ao AMPc quando a célula de Leydig do testículo é estimulada pela união do LH a seu receptor resulta na produção de testosterona, enquanto que a estimula-ção de um adipócito provocada pela união da adrenalina a seu receptor, que também atua através do sistema AMPc, resulta em uma série de eventos que provocam, finalmente, a liberação de ácidos graxos livres em direção a circulação. Nos exemplos supra, o AMPc é considerado um mensageiro intracelular, já que o receptor capta o sinal (hormônio) no exterior da célula, o que resulta na produção de um novo sinal (mudança nas concentrações de AMPc) no interior da célula. Embora o sistema AMPc seja utilizado por muitos hormônios, não é um sistema universal; existem outros sistemas mensageiros intracelulares que também são utilizados para responder os hormô-nios que não entram nas células, por exemplo o sistema cálcio-calmodulina, ou os siste-mas baseados em receptores com atividade de cineses de tirosina. Nos casos que os hor-mônios possa atravessar livremente a membrana celular, como acontece com os hormôni-os esteroides, o hormônio se une a receptores presentes no citoplasma, que depois ingres-sam ao núcleo celular para intervir na regulação da transcrição do genoma. De maneira independente ao mecanismo de ação de um determinado hormônio, sua presença finalmente desencadeará mudanças em um ou mais sistemas efetores da célula, o que permitirá que a mesma responda a mensagem que o emissor transmitiu originalmente. É evidente que para compreender a ação de qualquer hormônio é indispensável conhecer seu mecanismo de ação, o papel dos mensageiros intracelulares e as característi-cas dos sistemas efetores. Deve-se conhecer também quais são os fatores que afetam a transdução da mensagem já que uma célula pode regular seus sistemas efetores e dessa forma ter uma resposta maior, menor ou alterada ante a mesma mensagem. Resposta Como mencionado, qualquer mensagem provoca uma resposta (embora somente seja potencial) sobre o efetor que a recebe. No sistema endócrino, as mensagens hormonais viajam constantemente pelo organismo e são captadas por todas as células que possuem receptores ativos para um determinado hormônio. Uma única célula pode ter receptores para diferentes hormônios, pelo qual pode estar recebendo diversas mensagens simultaneamente, e cada uma dessas mensagens pode afetar a resposta de outras mensagens. Por exemplo, a presença de progesterona pode alterar a resposta das células endometriais ao estradiol. Ademais, as células podem estar recebendo ao mesmo tempo uma informação não hormonal, como as concentrações de diversos metabólitos na circulação, ou a recebida pelo sistema nervoso. A célula analisa toda essa informação e com base nela decide se deve responder a mensagem hormonal que está recebendo como deve responder, com que intensidade e durante quanto tempo. A resposta final pode ser uma resposta física imediata (contração, secreção de um hormônio armazenado previa-mente), uma modificação bioquímica a curto prazo (síntese de um determinado hormônio ou outra substância), ou o início de uma série de mudanças que levam a uma mudança a longo prazo (divisão celular, diferenciação celular, crescimento, morte celular). Feedback ou retroalimentação Quando em um sistema de comunicação se produz uma resposta, em muitos casos essa resposta engloba a geração de informação que vai retornar ao emissor, e que agora constituirá um ou mais dos elementos que o emissor tomará em conta antes de transmitir uma nova mensagem. Assim, se um jornal transmite uma mensagem “menina pobre necessita de doação de roupas”, a resposta de alguns efetores (telespectadores) que virão a doar roupas será conhecida pelo emissor, que assim saberá que já não será mais neces-sário voltar a transmitir a mensagem, o que o fará tomar a decisão de transmitir uma mensagem diferente como “menina pobre já não necessita de roupas, porém requer de ali-mentos para sua família”. Essa modificação da mensagem provocada pela resposta do efetor é conhecida como retroalimentação. De forma análoga, no sistema endócrino a resposta da célula efetora geralmente é reconhecida pelo emissor, que em consequência modifica sua mensagem. Na maioria dos casos se produz uma retroalimentação negativa, que consiste em que a resposta do efetor provoca uma redução na intensidade da mensagem transmitida pelo emissor. Quando os gonadotropos de uma vaca secretam hormônio folículo estimulante (FSH), as células da granulosa de seus folículos ovarianos respondem realizando diversas funções, uma das quais é a secreção de inibina. A elevação nas concentrações circulantes de inibina é capta-da pelos gonadotropos, que logo sabem que o FSH já transmitiu sua mensagem, pelo que reduzem a secreção deste hormônio. A retroalimentação negativa é muito importante em qualquer sistema endócrino já que permite manter as concentrações hormonais dentro de limites aceitáveis. A retroalimentação negativa pode ser de onda ultracurta, curta ou longa. A onda ultracurta é quando o hormônio produzido por uma célula pode inibir sua própria secre-ção. A retroalimentação negativa de onda curta é quando o hormônio produzido por uma célula pode inibir a de um órgão imediatamente superior na hierarquia (por exemplo, quando a progesterona produzida pelo corpo lúteo do ovário inibe a secreção de LH pelos gonadotropos da hipófise). O feedback negativo de onda longa sucede quando o hormônio produzido por uma célula inibe a uma célula de um órgão que está dois ou mais níveis por cima na escala hierárquica, por exemplo, quando a testosterona produzida pelas células de Leydig do testículo inibe diretamente os neurônios produtores de GnRH, saltando as células produtoras de LH e adenohipófise. Existe também a retroalimentação positiva, da qual o primeiro hormônio estimula a secreção de um segundo hormônio, o que por sua vez estimula o primeiro, com o que se estabelece um círculo progressivo de estimulação. Um exemplo de retroalimentação positiva é a que se produz pouco antes da ovulação entre o LH hipofisário e o estradiol de origem folicular. Os dois hormônios se estimulam mutuamente até que alcancem níveis elevados de LH que provoca a ovulação. O círculo de feedback positivo termina quando o pico pré-ovulatório de LH mudanças sobre o folículo que incluem a perda da capacidade de produção de estrógenos. Todo o sistema de retroalimentação positiva deve ter um final abrupto sobre o qual se rompe o ciclo de estimulação mútua, já que não mais deverá ser produzida quantidades elevadas dos hormônios, até que todos os recursos do organismo sejam utilizados para esse fim. CLASSIFICAÇÃO QUÍMICA DOS HORMÔNIOS Do ponto de vista químico e sobre o estudo da Fisiologia da Reprodução Animal, existem quatro grupos principais de hormônios: polipeptídios, esteroides, aminas e prostaglandinas; dentro de cada grupo, por sua vez, existem mais grupos de inúmeros outros hormônios dispostos em subdivisões. Hormônios polipeptídios Os polipeptídios são cadeias de aminoácidos. Quando uma dessas cadeias está constituída por poucos aminoácidos é denominada simplesmente de polipeptídios, mas quando uma cadeia de aminoácidos é longa e adquire uma configuração espacial de três dimensões o polipeptídio é denominado proteína (figura 2). Muitos neurohormônios hipo-talâmicos são polipeptídios, como o liberador de gonadotropinas (GnRH), constituído por 10 aminoácidos, o hormônio liberador de tirotropina (TRH), formado por 3 aminoácidos, o somatostatina, constituído por 14 aminoácidos, a ocitocina que é formada por 8 aminoá-cidos etc. O sistema nervoso central e a hipófise produzem peptídeos opioides. Entre os hormônios polipeptídios que por seu tamanho são considerados proteínas encontramos a prolactina, o hormônio do crescimento, os lactogênios placentários, a relaxina, a insulina e fatores de crescimento parecidos com a insulina (IGFs). Existe outro grupo de hormônios polipeptídios classificados como glicoproteínas. Trata-se de proteí-nas que possuem carboidratos unidos a alguns de seus aminoácidos. Há um grupo de hormônios glicoproteicos que constituem uma família de molécu-las similares entre si, dentro das quais estão o hormônio luteinizante (LH), o hormônio folículo estimulante (FSH), o hormônio estimulante da tireoide (TSH), a gonadotropina coriônica humana (hCG) e a gonadotropina coriônica equina (eCG); todos estão formados pela subunidade alfa que é idêntica para os hormônios de uma determinada espécie animal, e por uma subunidade beta específica para cada hormônio. As duas subunidades mantém-se unidas através de ligações dissulfeto. Deve-se mencionar que os carboidratos associados as glicoproteínas podem ser distintos em diferentes idades, épocas do ano ou estados fisiológicos; esse processo é conhecido como microheterogenicidade, e recente-mente têm-se dado grande importância a seu estudo, já que é reconhecido fatores tais como a vida média de um hormônio ou sua atividade biológica podem ser modificados de acordo com o tipo de carboidratos presentes na molécula. Existe outra família de hormônios glicoproteicos, que incluem a inibina A, a B, e a activina A, AB e B. Todos os hormônios polipeptídios possuem algumas características comuns. Em primeiro lugar, trata-se de moléculas hidrossolúveis que não conseguem atravessar as membranas celulares pelo qual se unem a receptores transmembranais que flutuam sobre a parede externa da membrana da célula branca e requerem de um segundo mensageiro intracelular, como o cálcio ou o AMPc, para levar sua mensagem ao interior da célula. Os hormônios desse grupo, não podem ser administrados por via dérmica, oral, retal ou intravaginal, já que não podem atravessar a pela ou as mucosas intestinais, retais ou vaginais. Os polipeptídios são digeridos no estômago, o que também impede sua admi-nistração oral. Outra característica que deve-se tomar em conta é que as proteínas (embora não os polipeptídios pequenos) podem se desnaturalizar por fatores como o calor (são termolábeis), a congelação, ou mudanças de pH m a desnaturalização consiste em uma mudança na forma natural da proteína, o que leva a perda de sua função. Por essa razão, ao trabalhar com hormônios proteicos devem-se tomar cuidados especiais durante seu manejo para evitar a exposição a fatores desnaturalizantes. Hormônios esteroides São moléculas derivadas do colesterol; a célula esteroidogênica pode sintetizar o colesterol, obtê-lo de reservas intracelulares ou da circulação. Na célula esteroidogênica existem diversas enzimas que atuam sequencialmente sobre a molécula de colesterol, provocando mudanças sucessivas até obter o hormônio final que será secretado, ao qual dependerá das enzimas que estão presentes e ativas na célula. Existem cinco grupos principais de hormônios esteroides; os progestágenos, os estrógenos, os glicocorticoides e os mineralocorticoides (figura 3). Os progestágenos são hormônios que favorecem o desenvolvimento da gestação; seus efeitos incluem, entre outros, a estimulação da secreção endometrial de substâncias nutritivas para o embrião, a estimulação do desenvolvimento embrionário e placentário, a inibição das contrações uterinas, bem como fazer com que a cérvix fique fechada. O principal hormônio natural desse grupo é a progesterona, mas existem uma grande quantidade de progestágenos sintéticos utilizados na medicina veterinária, tais como o acetato fluorogestona (FGA), o acetato de melengestrol (MGA), o altrenogest e o norgestomet. Os estrógenos são os hormônios femininos responsáveis, entre outras funções, dos sinais do estro ou receptividade sexual nas fêmeas. A maior parte de seus efeitos estão no alcance da fertilização do ovócito. Os estrógenos, além de estimular a conduta sexual feminina, favorecem, entre outras coisas, a abertura da cérvix para permitir a passagem do espermatozoide, e as contrações uterinas para impulsionar o sêmen em direção aos ovidutos. O principal estrógeno natural é o estradiol 17β, outros membros naturais do grupo são a estrona, a equilina e a equilenina, esses dois últimos presentes exclusivamente em éguas gestantes. Também existem numerosos estrógenos sintéticos, tais como o valerato de estradiol, o benzoato de estradiol e o cipionato de estradiol. Os andrógenos são hormônios masculinos. Possuem uma grande quantidade de efeitos encaminhados a alcançar o êxito reprodutivo do macho, como estimular a conduta sexual, estimular a produção de espermatozoides e estimular as secreções das glândulas sexuais acessórias. O andrógeno principal é a testosterona, outros andrógenos naturais incluem a androstenediona e a di-hidrotestosterona. Existe também inúmeros andrógenos sintéticos. Os glicocorticoides ou corticosteroides possuem funções principalmente metabó-licas e de adaptação ao estresse. O principal corticosteroide na maioria das espécies é o cortisol, enquanto que nos ratos e outros roedores é a corticosterona. Na reprodução, os corticosteroides desempenham um papel relevante, em particular durante o parto e a lac-tação. Os mineralocorticoides, como a aldotestosterona, se encarregam da regulação do balanço de líquidos e eletrólitos no organismo. Figura 3: subgrupos dos hormônios esteroides. Fonte: ZARCO, 2018. Os hormônios esteroides como grupos são hidrossolúveis, pelo qual podem atra-vessar livremente as membranas celulares, por essa razão utilizam receptores intracelula-res que se encontram no citoplasma da célula branca; também pode-se administrar por via oral, pela pele, e através das mucosas retal ou vaginal. São moléculas termoestáveis e não são digeridas no estômago, embora algumas possas sofrer modificações na pH ácido, alterando sua função. Aminas São moléculas derivadas de um aminoácido que se modifica pela ação de enzimas específicas. Existem dois tipos de hormônios aminas: as catecolaminas e as indolaminas (figura 4). As catecolaminas derivam do aminoácido tirosina, e incluem a dopamina, a a-drenalina e a noradrenalina. As indolaminas derivam-se do triptofano, e incluem a seroto-nina e a melatonina. As aminas são moléculas hidrossolúveis que não podem atravessar as membranas celulares e portanto atuam através de receptores membranais e segundos mensageiros intracelulares. A principal fonte desse ácido graxo são os fosfolipídios da membrana celular, a partir dos quais se podem liberar o ácido araquidônico mediante a ação da enzima fosfolipase A2. O ácido araquidônico se transforma em prostaglandina H mediante a ação da enzima ciclo-oxigenase (ou sintetase de prostaglandinas), que mais adiante se transforma em diferentes prostaglandinas especí-ficas pela ação de diversas enzimas. O tipo de prostaglandina produzido por cada célula dependerá do complemento de enzimas presentes. A prostaglandina mais importante na reprodução é a PGF2α, a qual é responsável pela destruição do corpo lúteo na maioria das espécies; também provoca contrações uteri-nas, pelo qual é importante para o parto, e o transporte dos espermatozoides e a involução uterina depois do parto. Na prática veterinária a PGF2α natural (dinoprosr) ou seus seme-lhantes sintéticos (cloprostenol, luprostiol etc.) são utilizados para a sincronização do ciclo estral, para a indução do parto e para tratar diversas patologias. Outra prostaglandina com algumas ações relacionadas com a reprodução é a prostaglandina E2 (PGE2). As prostaglandinas são substâncias anfipáticas (com propriedades hidrossolúveis e lipossolúveis), pelo qual podem atravessar as membranas celulares. Instead of believing in First Amendment value pluralism, each side of the spectrum wishes to realize their own positive normative vision for the political community which, today, is largely defined in the realm of digital culture. Each side recognizes the political other as an (...) enemy to their own utopia, wishing to control, censor, or simply become sovereign thereover. These existential politics of the “culture war” are formally circumscribed by liberal constitutionalism, including the state action doctrine. Regardless of any formal change of the First Amendment interpretation, the government will continue to exercise soft pressures on platforms, thus outsourcing censorship, and creating a novel regulatory dialectic of pressure and cooperation. The government, to become truly sovereign, realize its normative vision, and exclude the other, needs to delegate part of its sovereignty to virtual governments. The Constitution of the United States may thus be undergoing an informal amendment conducted through the private hands of internet intermediaries, which has largely gone unnoticed in the scholarly debate over Gonzalez v. This paper examines the challenges and lessons learned for Property and Casualty (P&C) insurers as they look to balance technological innovation against regulatory compliance, specifically regarding privacy laws. These technologies have been adopted rapidly, from Artificial Intelligence (AI), blockchain, and the Internet of Things (IoT), to transform how claims are processed, resulting in efficiencies, improved fraud detection and increased customer-centeredness. While these advancements have brought much to the table, they hold great fear regarding the data privacy, security, and compliance (...) involved. Insurers need to incorporate privacy-centric frameworks during the development and deployment of new technology to help them navigate these challenges. Our key strategies are adopting the Privacy by Design approach, ensuring compliance-focused innovation via regulatory sandboxes, and constantly monitoring the evolution of privacy regulations. Mitigating privacy risks is possible only when you have effective governance, such as having robust data governance policies and third-party risk management. Additionally, leadership is committed to helping create an environment that is privacy-centric, and providing employee training and transparency in terms of communication with the customer is equally important to sustaining trust. The paper uses a case study of Shift Technology’s AI-based fraud detection system to show how innovation can meet privacy and compliance goals. Finally, the final section concludes with a discussion of emerging privacy risks (cybersecurity threats and algorithmic bias), along with identifying the crucial role of a strong organizational culture in addressing these threats. At the end of the day, this paper emphasizes the importance of adapting privacy-preserving technologies, working with regulators, and monitoring privacy practices to ensure continuous compliance and create innovation in claim processing. In 2001 soon after the Asian Crises of 1997-1998, the DotcomBubble, 9/11, the Enron crises triggered a fraud crisis in Wall Street that impacted the market to the core. Since then scandals such as the Lehman Brothers and WorldCom in 2007-2008 and the Great Recession have surpassed it, Enron still remains one of the most important cases of fraudulent accounting. In 2000’s even though the financial industry had become highly regulated, deregulation of the energy industry allowed companies to place bets (...) on future prices. At the peak of the dotcom bubble Enron was named as a star innovator but when the dotcom bubble burst, Enron’s plan to build high speed internet did not flourish and investors started to realize losses. Furthermore, the financial losses of the operations were hid using the market to market accounting technique instead of book value and using special purpose entities to hide debt. The root cause that was identified as a company with a toxic corporate culture focused on officer compensation rather than social responsibility and hence faulty leadership. Is it possible then that; ethical accounting practices, social responsibility and ethics all become inferior goods as income rises in an ‘irrationally exuberant’era? (shrink)

Literature frequently describes how ineffective implementation of instructional policy frameworks can make distance learning a lonely and unrewarding academic pursuit, characterized by high student drop-out rates, high failure rates and academic exclusion. In trying to mitigate this catastrophe, academic departments in distance learning institutions utilize learning management systems (LMSs) to stimulate students’ learning experiences. In keeping with techno-progressivism, the researchers (and authors of this paper) turned to extant documentary policy and literature to review – qualitatively – how the University of (...) South Africa’s (Unisa’s) Open Distance Learning Policy (ODLP) promotes academic inclusion and learning agency as cornerstones of student success and social justice, especially in an unequal society like South Africa. The findings revealed the following: 1) Unisa’s ODLP position has the impetus to influence the deployment of the LMS to promote academic inclusion; 2) Practical means of promoting inclusion were mirrored in the provision of manual or electronic learning material, computer laboratories and free internet connectivity in regional centres across all nine provinces of South Africa, as well as in the provision of laptops for National Student Financial Aid Scheme (NSFAS)-funded students, 30 gigabytes of free monthly mobile data to all students, and assistive technologies for students with disabilities; 3) Practical utilization of an LMS to foster self-regulated learning occurred through problem-based individual activities supplemented by asynchronous demonstrative learning material (e.g. audio, video), while collaborative learning agency was enabled through e-tutoring, which afforded students the opportunity to interact with e-tutors and their peers about the learning content; 4) Drawbacks in the use of the LMS stemmed from the insufficiency of assistive learning technologies that are required for students with disabilities to participate fully in online learning, and a corpus of students’ irregular attendance at and participation in e-tutoring discussions and their projection of a negative attitude towards the e-tutors. -/- . Health data processing fields face ethical and legal problems regarding fundamental rights. As we know, patients can benefit in the Digital Era from having health or medical information available, and medical decisions can be more effective with a better understanding of clinical histories, medical and health data thanks to the development of Artificial Intelligence, Internet of Things and other Digital technologies. However, at the same time, we need to guarantee fundamental rights, including privacy ones. The complaint about ethical and (...) legal requirements – including constitutional ones – is particularly relevant in the processing of health data. This paper is focused on the problem of the consent required to the processing of health data and the exceptions established in the new European Union General Data Regulation, which cover the processing of this special data -within other aims- for scientific, historical and statistical research as legitimate purposes, which include biomedical research. The conclusion is that these open concepts are problematic both for the protection of privacy rights and for the legal security/certainty of research. On one hand there are several interpretation problems, regarding the processing of health data and the protection of information privacy. On the other hand, professionals must follow the Multilevel legal framework and to guarantee fundamental rights in the processing of health data, so there are also problems of interpretation for researchers. This paper discusses the influence of digital media and its online presence on freedom of speech in Vietnam by analyzing three different kinds of emerging online media tools: blogosphere, electronic/online newspapers, and social media networks (SNSs). As a single- party socialist republic country, the controlling power of the media lays in the hands of the Communist Party of Vietnam (CPV). The Doi Moi reform in 1986, marketization and the introduction of the Internet in 1997 have slightly transformed the Vietnamese (...) media environment, however, it remains highly restricted. This paper explores several sources including academic research, research articles, as well as analysis of online press coverage in the Vietnamese media environment to examine governmental control over the media which influences the free flow of information. Understanding digital media developments within the Vietnamese online media environment helps us to understand how Vietnamese netizens utilize these tools to maximize their online freedom of speech, the CPV"s approach to regulate the Internet in order to maintain its legitimacy, and several challenges facing Vietnamese netizens including bloggers, journalists, and the wider public in the digital age. The sharing economy, with its in-depth context, is not developed in Georgia either at the national governance or the societal level. However, the sharing of goods and services to each other was a good habit between Georgians historically. However, may this kind of action be considered as a sharing economy, joint consumption, or collective economy? The present article discusses the issues about the sharing economy market in Georgia. Ambient assisted living technologies are increasingly presented and sold as essential smart additions to daily life and home environments that will radically transform the healthcare and wellness markets of the future. An ethical approach and a thorough understanding of all ethics in surveillance/monitoring architectures are therefore pressing. AAL poses many ethical challenges raising questions that will affect immediate acceptance and long-term usage. Furthermore, ethical issues emerge from social inequalities and their potential exacerbation by AAL, accentuating the existing access gap between (...) high-income countries and low and middle-income countries. Legal aspects mainly refer to the adherence to existing legal frameworks and cover issues related to product safety, data protection, cybersecurity, intellectual property, and access to data by public, private, and government bodies. Successful privacy-friendly AAL applications are needed, as the pressure to bring Internet of Things devices and ones equipped with artificial intelligence quickly to market cannot overlook the fact that the environments in which AAL will operate are mostly private. The social issues focus on the impact of AAL technologies before and after their adoption. Future AAL technologies need to consider all aspects of equality such as gender, race, age and social disadvantages and avoid increasing loneliness and isolation among, e.g. older and frail people. Finally, the current power asymmetries between the target and general populations should not be underestimated nor should the discrepant needs and motivations of the target group and those developing and deploying AAL systems. Whilst AAL technologies provide promising solutions for the health and social care challenges, they are not exempt from ethical, legal and social issues. A set of ELSI guidelines is needed to integrate these factors at the research and development stage. (shrink)

The authenticity and reliability have hit my head, and I utilized a verification service website managed by the team of lawyers. It costs five dollars and remaining 24 dollars would be processed upon the progress of interaction. I am waiting for an answer from the team. This paper introduces a structural framework rooted in recursive coherence, designed to assess and generate models capable of surviving paradox, entropy, and systemic volatility. Traditional models are inherently fragile: snapshot representations that collapse under recursive pressure or complex feedback. In contrast, this framework operates as a substrate: a dynamic logic layer that enables the continuous evaluation and modulation of model viability. Built on five axioms (Persistence, Adaptive Trajectory, Information Value, Recursive Arbitration, and Structural Pruning) it embeds meta-regulators that allow systems (...) to self-correct under stress. Rather than seeking truth through static form, the framework identifies what structural conditions allow any truth-claim to remain coherent over time. This enables even derivative or probabilistic systems, such as large language models, to be parsed and reinterpreted through coherence curvature rather than surface validity. Current cosmological models—primarily inflationary theory, Many-Worlds quantum cosmology, and multiverse scenarios—introduce profound contradictions regarding entropy evolution, probability conservation, and observer self-location. Inflation requires fine-tuned initial conditions, violating thermodynamic constraints. Many-Worlds and multiverse models collapse probability into redundancy, making prediction impossible. These approaches fundamentally fail to provide a self-consistent, empirical framework for cosmic structure formation. I propose Adaptive Coherence Cosmology (ACC) as a stochastic, coherence-regulated alternative that replaces inflation with a probabilistic selection process, where coherence gradients guide structure formation rather than (...) arbitrary quantum fluctuations. Instead of assuming infinite universes or externally imposed fine-tuning, ACC introduces coherence selection as the fundamental organizing principle, ensuring that entropy remains bounded, causal structure is preserved, and quantum-to-classical transitions follow self-organizing selection processes. This framework eliminates the measure problem in infinite-state cosmologies, prevents unbounded entropy growth, and preserves observer uniqueness. I derive a coherence-weighted evolution equation that replaces the inflation field, resolving both the horizon and flatness problems without violating thermodynamic laws. ACC predicts distinct observational signatures in cosmic microwave background (CMB) anisotropies, galaxy clustering distributions, and black hole entropy scaling. Through computational simulations and empirical tests, ACC provides a falsifiable, finite-state alternative to stochastic inflation and Many-Worlds quantum cosmology. As recursive coherence systems expand from software generation into broader domains of analysis, planning, and strategy, they expose a latent structural asymmetry in human cognitive alignment. These systems, defined not by static syntax or axiomatic logic but by feedback-regulated coherence gradients, favor agents capable of engaging in exploratory, ambiguity-tolerant, and recursively adaptive dialogue. This paper proposes that such systems inherently privilege certain neurotypes whose cognitive architectures are more aligned with recursive coherence arbitration. Specifically, individuals with high pattern sensitivity, nonlinear salience (...) modulation, and affect-structure coupling may exhibit greater coherence synchrony: the ability to navigate signal fields without premature closure, to sustain engagement across volatile attractor trajectories, and to recursively refine structure from high-entropy input. I introduce the concept of the Coherence Volatility Tolerance Index (CVTI) as a potential metric for quantifying alignment between neurocognitive traits and recursive system demands. The paper further formalizes recursive dialogue as a structural probe. One that reveals not correctness, but viability under coherence dynamics. Experimental implications are explored, and risks of systemic exclusion are addressed, particularly where classical evaluation frameworks remain dominant. I argue that recursive systems do not merely require new interfaces. They require new models of cognitive inclusion, where epistemic legitimacy derives not from convergence speed or rational consistency, but from the capacity to engage in sustained structural emergence. This work reframes neurodiversity not as deviation from normativity, but as differential fitness across symbolic substrates, with recursive systems rendering that fitness structurally explicit.
